Purpose & Intent: This price inquiry is for vehicles for the COMMUNITY, UNIVERSITY AND
EDUCATIONAL PURCHASING ASSOCIATION MEMBERS (CUE). The term of the resultant price
agreement shall commence on the day following award decision and terminate one year later. The CUE
Members reserve the right to renew the resultant price agreement (1) one year at a time, subject to
mutual agreement of both parties. The CUE Members also reserve the right to extend the resultant price
agreement a maximum of thirty (30) days beyond the normal expiration date.
Many members of CUE are able to purchase vehicles through the State of Ohio Contracts. The State of
Ohio Contracts for vehicles are typically for "build to order" vehicles. Further, various manufacturers
have early cut-off dates for the placement of orders under the State of Ohio contracts. Although the
State of Ohio contracts provide an excellent service, our members have needs for vehicles on an
immediate delivery basis or may need to purchase a vehicle after the cut-off dates. The purpose of this
request for proposal is to provide CUE members with a means to purchase a vehicle at a competitive
price and meet their individual time requirements. Vehicles ordered from this contract may be for
immediate delivery (off a dealer's lot) or custom ordered. Some CUE members have fleet numbers and
may be eligible for fleet discounts offered by the manufacturer. Some CUE members are government
entities (state or local) and may be eligible for manufacturer's government pricing. Please detail on the
Quotation sheet how each member is assured of receiving their lowest possible price through
your proposal.

The estimated annual volume of this contract is unknown at this time but is expected to be in excess of
$100,000 (more or less).
3.
Price and Commitment: The CUE Members do not obligate themselves to purchase any specific
quantities, but the full discount offered must be allowed should the purchases be more or less. The
requirements may exceed the estimated annual volume and the successful bidder(s) will be required to
furnish all requirements as shown on purchase orders from the various institutions that are dated during
the life of the agreement (by the mailing date). The buyer reserves the right to negotiate a greater
discount or seek competitive bids on any requirements during the term of the contract based upon
significant increases in aggregate volume of projected activity.
4.
Price: All discounts are to remain firm for the life of the price agreement. New related product lines may
be added during the course of this agreement by the dealer of record at like discounts for the
manufacturers they represent. New manufacturers can only be added at the time of bidding.
If bidder is other than manufacturer, you may be required to provide letterhead documentation from the
manufacturer stating you are authorized to sell their product to the CUE Members.

Special note: The CUE Membership roster changes as new members are accepted or as current
members opt not to renew their membership with CUE. Will you extend the prices and terms offered to
new members as they are accepted? (answer to be provided on the Bid Form)
Awards: The CUE reserves the right to judge whether total low award or multiple awards is in the best
interest of the CUE Members and to make awards accordingly.

Deliveries: Deliveries shall be to the dealers location. The CUE expects to be able to obtain a better
than average delivery time due to the total dollar volume of this price agreement. Dealers may be
requested to deliver to each individual member's Receiving Department, at the discretion of the member.
The award vendor will be responsible for any damage to property that may occur as a result of
carelessness on the part of their employee. A separate price for delivery may be quoted on the quotation
sheet.
Please submit a separate sheet advising the CUE if and when a manufacturer undergoes a plant shut
down that will adversely effect delivery time.
Please indicate the expiration dates of all union agreements that would affect delivery of your equipment to
the member institutions. (answer to be provided on the Bid Form)
8.
Catalogs: Please DO NOT include descriptive product literature with your response. Award vendors will
be required, upon request, to provide catalogues to the member institutions.
9.
Quality: Bidders are to recognize that only first quality equipment is acceptable.
10.
F.O.B. Point: All bids must be F.O.B. Destination (dealers lot). Any freight, shipping and delivery charges
must be included in your price discount structure. Delivery charges to a members location should be
indicated on the quotation sheet.
11.
The CUE Members will apply domestic Ohio bid preference as outlined in Amended Ohio H.B. 1984.
12.
Acknowledgments: Acknowledgments are to be sent to the ordering institution for each purchase order.
All orders are to be acknowledged within seven (7) working days after receipt of the order by the vendor.

Dealer is to promptly notify the individual member in writing of any discrepancy in the order. Any dealer
failing to notify the individual member of any discrepancy on a purchase order will be responsible for any
costs incurred in correcting the item or items on the particular order.
14.
Billing: You are required to state if you have any special billing format that will be reflected on your
invoice.

15.
Service School: Please indicate if your company has a service school available for CUE Member’s
designated staff that can provide instruction on vehicle service and repair. (answer to be provided on the
Bid Form)
16.
Parts: Indicate the percentage of discount for all parts. (answer to be provided on the Bid Form)
17.
Service and Service Parts Manual: Service and service parts manuals should be supplied to each
member institution under this price agreement on a fee basis. Please provide pricing for manuals on the
Bid Form. Also, please indicate if your company is offering a discounted rate for service work.
18.
Please indicate if you have a "CANCELLATION PENALTY" and explain in detail what the days and
percentage penalty would be, if any. (answer to be provided on the Bid Form)
19.
Delay: Any estimated delivery date that is considered to long by members shall give the members the
right to purchase from vendors not on this price agreement.
20.
If any special discounts are given during the period of this price agreement it must be fully documented as
an additional offering to your price agreement.
21.
If a line, color, or fabric is discontinued during the term of this price agreement, sufficient notice must
be given in order that members have an opportunity to purchase for their institution.
