Organisation Purpose
Capital Football’s purpose is to encourage the playing and growth of the game in our federation (one of
seven within New Zealand) and create opportunities for all participants to realise their potential. We
promote participation in football for all and provide opportunities for the best to excel.
Position Purpose
The purpose of the Football Development Manager role is to provide leadership for the implementation
of New Zealand Football’s Whole of Football Plan (WOFP). The position has the responsibility for
planning, developing and implementing the player and coach development component of the WOFP and
is accountable for its delivery.
The Football Development Manager will work closely with the Federation CEO and NZF Head of Football
Development to successfully implement national strategies at a local level.

Lead the planning, development and implementation of the Federation WOFP
- Support the creation of Capital Football’s implementation of the WOFP; currently in Year three of
four.
- Develop and lead the implementation of annual plans/operational plans to support the delivery
and achievement of Capital Football’s WOFP player and coach outcomes.

Effective management and accurate reporting of Capital Football’s WOFP outcomes.

Provide high quality leadership, training and continued professional development for Capital
Footballs Development staff

Develop strategies for Capital Football’s Development team in increasing the opportunities to
experience high quality development programmes across all areas of the game, ultimately
improving technical playing standards.
KEY ACCOUNTABILITIES:
1. Development of Capital Football’s Whole of Football Plan (WOFP)
1.1 Lead the development of Capital Football’s WOFP strategy.

Develop a Capital Football WOFP, outlining key strategies and outcomes specific to player and
coach development.

Promote Capital Football’s WOFP to key stakeholders.
1.2 Establish Annual Plans

Lead Capital Football Development staff to produce annual plans and regional Key
Performance Indicators.
2. Effective leadership, achievement and reporting of Capital Football’s WOFP
strategies and outcomes
2.1 Effectively manage Capital Football’s WOFP strategies and lead staff in their delivery:

Develop effective working relationships with staff to support WOFP delivery.

Establish performance management systems.

Establish high performance working culture.
2.2 Monitor and evaluate the performance of all development staff.

Performance Reviews, setting of KPIs etc.
2.3 Provide leadership of NZ Football’s coaching programme for elite players:
 Ensure effective management of players attending the various programmes.

Centres (FTC’s)

Develop, plan and manage the delivery of programmes that will increase the quality and number
of community development opportunities for players aged 4-10 years through various activities.

Develop strategies and lead the delivery of programmes that increase the Quality and Quantity of
Capital Football’s Coach Workforce including:

Establishing effective monitoring of the quality of educator training

Develop, implement and monitor the implementation of relevant courses; formal and informal.
Develop strategies and lead the delivery of programmes that increase the number of qualified
coaches at all levels in the game.

6.1 Liaise with NZF staff and other relevant stakeholders as and when required.
6.2 Develop quality relationships with Capital Football’s clubs.
6.3 Develop effective relationships with other Federations throughout NZ to provide a consistent high
quality player development programme.

Person Specification
It is desirable that the successful applicant will have;
Experience

Five years experience in the area of Player Development

Five years experience in the area of Coach Development

Proven managerial experience in leading staff.

Experience in working in partnership with volunteers.

Proven experience in developing and delivering plans

Evidence of successfully and positively working with diverse stakeholders and/or customers.
Knowledge

A recognised Football coaching qualification defined as a minimum of a UEFA and/or Asia B
licence.

Reasonable playing experience.

A very good breadth of football knowledge beyond playing and coaching in particular
knowledge of the football environment throughout New Zealand.

Preferably, educational qualifications which demonstrate management and leadership
capability

A thorough knowledge of player development concepts and their application, including
trends in coaching and equipment.

A strong understanding of Talent Development.

An understanding of sports science including long term player development principles
specific for football

An understanding of the wider social and political context in which Capital Football
operates.

An awareness of the place of football within the New Zealand sporting context.
