Highlights of ISO TC184 SC4 meeting, Irving, TX, USA
2007-10-28/11-02
Progress on deliverables

The second edition of the XML schema definition in Part 28 has been published

AP221 on Process Plant and AP219 on inspection are in the publication process

AP210 ed 2 for printed circuit assemblies has successfully completed its DIS ballot and all comments
have been resolved.

AP214 ed 3 and Part 59 on shape aspects of product data quality are out for DIS ballot

AP203 ed 2 is scheduled to begin its DIS ballot during November

AP233 for Systems Engineering and the supporting modules and integrated resources have been signed
off for CD ballot

Joint work continued between WG3/T22 and the buildSMART/IAI organisation on AP241 - additional
participating countries are invited

The initial set of reference data for the Oil and Gas community has been published as ISO 15926-4, with
the spreadsheets available free-of-charge from SC4ONLINE. Part 3 is ready for publication on the same
basis, and the development team have agreed plans to complete the first phase of deliverables.

Development of the ISO 29002 common concept identifier and web resolution services continued
between the PLIB and OTD teams, with plans to deliver by the end of November

The spreadsheet representation of PLIB structures is complete and will be submitted for publication of
the TS. Full standardisation will be initiated.

The initial parts of the Open Technical Dictionary (ISO 22745) will be submitted for publication.
Further parts are under ballot and development.

Ballot comments on ISO 8000-110 for master data quality were addressed, with the final draft circulated
for team review prior to publication, and a change in the UK vote which will allow the document to
proceed. Further refinement is expected on the title to accurately reflect the scope changes resulting from
the ballot, which extend its applicability to a broad range of product data descriptions using propertyvalue pairs

The following proposals for new work were assessed:

ISO 22745-41, Query for master data - response available via 22745-40

ISO 16739 - progress from PAS to IS proposed, based on planned IFC 2x4 in autumn 2008

AP210 ed 3 - PWI to cover some minor extensions, outstanding change requests and any feedback
from implementation

PWI on Business documents for product transaction and management to explore the relationship
between SC4 and etrading standards

ISO 8000-1, Industrial Data Quality - to provide a framework and additional standards for other
classes of industrial data.

SC4 has also been notified of a possible new version of ASAM ODS for harvesting

Agreement was reached on the proposed standing document for the use of URN and HTTP URI for
addressing SC4 documents and components - the results will be circulated for review

The ad hoc group on maintenance agencies for reference data under SC4 has developed a draft of an
operating procedure based on the new ISO Standards as Databases process. The proposed organisation
will be based on a single Maintenance Team, supported by multiple validation teams for different
domains. A pilot implementation will be developed for 15926-4, with PLCS to follow

The use of the ISO “Standards as Databases” process for publishing the module library is to be
investigated - driven by the current requirement to individually ballot modules for Systematic Review
and DIS.

The ad hoc group on 3D visualisation updated its set of requirements for lightweight 3D visualisation
capabilities to complement the SC4 standards. The updated document will be substituted for the current
document that is out for ballot, with the ballot extended to the end of the year

A further demonstration of STEP-NC was held, with strong concerns at the potential impact of the patent
constraints on ISO 14649.

The PPC is increasing effort on the “Big picture” view of how standards can be deployed operationally,
and will invite the other TC184 SCs to cooperate. A proposal to create a new ad hoc group was not
accepted.
Liaisons

The meeting was held jointly with some International Society of Logistics workshops, although these
were not well attended.

SC4 emphasised its desire to continue to collaborate with SC1 in the area of STEP-NC, but was reluctant
to risk further IPR until the SC1 patent issue is resolved.

New liaison officers were nominated to ISO TC 8 for the Shipbuilding sector, TC118 as the basis for
gathering reference data for compressors, and to the IAI.

The PPC will be surveying liaisons to review effectiveness and activity

The IEC TC3 proposed PAS on “Requirements for interoperability between electromechanical and
electrical applications in CAx systems” will be reviewed and comments submitted

A joint report on future strategy from IEC TC3 and ISO TC10 on document management will need to be
reviewed by SC4 and other potentially affected TCs

IEC TC65 is still interested in the electronic catalogue proposal based on PLIB and the JWG1 work.

The ongoing challenge of liaison with IEC TC93 is to be addressed by IEC SB3, and the issue had also
been raised with the ISO TMB

It was noted that the second part of ISO/IEC Guide 77 on the use of PLIB would be subjected to a
second ballot.

A number of new European activities were noted, with the launch of work on dictionary harmonisation,
use of product-property servers, and the agreements being pursued by the MYCAREVENT and
PROMISE projects.
Infrastructure

Following the adjustment to the scope of TC184, a new scope statement for SC4 has been drafted and
will be circulated for comment before submitting a final proposal to TC184 in March.

An invitation to declare known patents will be included in each opening and closing plenary meeting to
comply with the ISO patent policy.

The project target dates in the SC4 database have been reviewed, and the project list and status will be
aligned with ISO CS for all current projects. Slippages will be tracked rigorously against the dates in the
database. Extracts from the ISO database are now regularly downloaded and available from
SC4ONLINE, along with the ISO warnings on projects that may fall foul of cancellation deadlines.
Project leaders are invited to check these records to ensure that their project progress is fairly reflected.
The database will be used to generate a planned production schedule for 2008

The Secretariat will be looking at the implications of the need to use the ISO balloting application for
internal votes from April next year.

Systematic reviews now require the Secretariat to formally the SC4 response to each ballot with an ISO
Form 21.

SC4 continues to seek a definitive copyright statement to allow unrestricted use of electronic inserts for
its standards.

The revised version of the Supplementary Directives incorporating changes from the new ISO Directives
and the module guidelines material, as well as latest ISO custom and practice courtesy of our ISO editor,
is out for ballot, with a resolution workshop scheduled for the next meeting. Future enhancements
include conversion to HTML, and integration of the HTML Guidelines. This will lead to the update of
the Quality Manual and checklists.

The process for ISO editors to review documents before submission was working well.

A number of updates to the SC4 Handbook will be introduced to reflect new ISO processes.

It was noted that the proposed introduction of the “ISO Agreement” will require further changes to the
database, STEPmod, the SC4 Handbook and the Supplementary Directives

The new SB3 justification form is available for trial use for new work items in SC4.

The SC4 web site, SC4ONLINE, continues to provide a core resource for the project. Members are
invited to register on the site and maintain their own information - national body or project leader
endorsement is required to obtain access to the private side of the site, which includes previous versions
of the standards. National bodies are also invited to check and update their lists of experts. The site now
offers collaborative workspaces for several projects, which are very effective and can be established
rapidly.

The processes for regular backup of the STEPmod repository and the HTML extracts from STEPmod
are now working reliably.

The PPC is using webconferencing to improve preparation for meetings and address issues between
meetings.

As part of the continuing drive to reduce the level of meeting facility fees, room utilisation is limited to 8
sessions in parallel, and small groups of 3 or less will not be allocated rooms unless space is available.
Please help the organisers to keep costs down by booking early, with realistic numbers of attendees.

The European DEPUIS Project is providing a basis for establishing electronic learning for SC4
standards, and is seeking information on implementation projects and the application of individual SC4
standards to augment the repository of online material. Consideration is also being given to the
certification of experts in product data exchange.
