ACHIEVEMENTS OF THE DEVELOPMENT PLANS FACTS AND FIGURES TWENTY-FIFTH ISSUE 1390 - 1429 H 1970 – 2008 G PREFACE Intensive efforts to sustain development continued to be made in 2007 (1427/28). These efforts were aimed at raising living standards, improving quality of life, and promoting further structural changes, including horizontal and vertical diversification of Kingdom’s economic base. They have resulted in an increased contribution of the producing sectors to the GDP, enhanced productivity, and higher competitiveness of Saudi products in both domestic and foreign markets. In addition, education, health and social services have not only expanded but also improved in qualitative terms. 2007 also saw completion of several infrastructure projects. Together, these achievements have led to the creation of additional jobs opportunities for the national workforce as well as creation of several promising investment opportunities for the private sector. The increasing number of public-private partnerships in the Kingdom is a reflection of a greater level of collaboration and cooperation between the government and private sector during the current phase of the development. Indeed, the commencement of construction of six new economic cities, led by King Abdullah Economic City, represents a quantum leap in this area. Coupled with continued implementation of various reform initiatives adopted by the government of the Custodian of the Two Holy Mosques in economic, social and organizational spheres, these efforts mark a distinct qualitative shift in the direction of the national economy. Similarly, efforts made to enhance the country's investment climate and to maintain economic stability have contributed to the creation of a conducive environment for the implementation of these reform initiatives. These initiatives include the organizational reforms relating to the stock market to guard against severe crises and fluctuations and to protect the interests of traders. They provide a level playing field and are based on principles of transparency and fairness. The combined strength of these factors enabled the Saudi economy to sustaining high performance levels already achieved in 1426/27 (2006). In fact, several development indicators even exceeded their already high achievements. For example, the Saudi economy achieved a real growth rate of 3.4% in 1427/28 (2007), coupled with a marked increase of per capita GDP which grew to SR 81,792, compared to SR 77,335 in 1426/27 (2006), thus increasing by around 5.8%. Gross Investment, a key driver of economic activity, grew from SR 180,646 million in 2006 to about SR 211,274 million in 2007, achieving an average growth rate of 17%. This had a tremendous impact on generation of job opportunities for Saudi manpower, resulting in some 169 thousand additional jobs, leading to an increase of the total number of Saudi workforce to 3,601 million, compared to 3,432 million during the previous two years. As described in relevant parts of this Twenty-fifth issue of the Achievements of the Development Plans – Facts & Figures, several positive results were achieved in most fields in 1427/28 (2007). Public finance indicators (public revenues, expenditure and surplus) as well as foreign trade indicators (exports, imports, balance of trade surplus and current account surplus) have experienced marked improvement. This book offers a detailed review of key achievements of the Saudi economy during 1427/28 (2007). The underlying objective of this publication is to provide a historical documentation of the achievements, coupled with relevant statistics with a view to offer an integrated, high quality data base covering the most significant socio-economic developments since the beginning of the Kingdom’s five-year plans in 1390 (1970), up to the present time. The Ministry of Economy and Planning is hopeful that the publication of this book will help promote transparency regarding Kingdom’s development performance, making these results available to those interested in the Kingdom’s socio-economic developments in general, as well as users who take serious interest in monitoring and evaluation of the achievements of our development process. It is worth noting in this context that the tangible achievements realized by the Kingdom in all socio-economic areas, which helped raise living standards and improve citizens’ quality of life, are primarily attributed to the grace of Allah the Almighty, and the benevolent care and wise directions of the Custodian of the two Holy Mosques King Abdullah Bin Abdul Aziz, and HRH the Crown Prince, along with the coordinated efforts of both the public and private sectors in preparing and implementing the 8th Development Plan.
