ACHIEVEMENTS OF THE DEVELOPMENT PLANS FACTS AND FIGURES TWENTY-FOURTH ISSUE 1390 - 1428 H 1970 – 2007 G PREFACE Intensive development efforts continued in 1426/1427 (2006) with an aim to raise living standards, improve quality of life, and to bring about further structural changes, through horizontal and vertical expansion, in order to diversify the country's economic base. The outcome of these efforts have been increased GDP contribution of the producing sectors, improved productivity, and higher competitiveness of Saudi products in both domestic and foreign markets. In addition, public education, health and social services have expanded, along with improved quality, and infrastructure projects were completed. This has led to creation of further jobs opportunities for national manpower as well as generation of several promising investment opportunities for the private sector. A salient feature of integration of government and private initiatives during the current phase of the development process has been increased partnership between government and private investments, both national and foreign. Indeed, the current phase of development experiences a quality shift of the national economy through commencement of construction of 6 new economic cities, led by King Abdullah Economic City, coupled with continued implementation of reform directions adopted by the government of the Custodian of the Two Holy Mosques in all economic, social and organizational spheres. Efforts made to enhance the country's investment climate and to maintain economic stability have contributed to refinement of a conducive environment for implementation of these reform directions, including the recent stock market organizational reforms to guard against severe crises and fluctuations and to protect the interests of traders based on realistic, transparent and equal opportunity principles. The combination of these factors helped to maintain the Saudi economy's high performance level already achieved in 1425/1426 (2005). Furthermore, several development indicators were even exceeded. For example, the Saudi economy achieved a real growth rate of 4.3% in 1426/1427 (2006), coupled with a marked increase of per capita GDP which grew to SR 75,711, compared to SR 70,179 in 1425/1426 (2005), thus posting a positive change of some 7.9%. As investment is a key driver of economic activity, gross investment grew from SR 167,744 million in 1425/1426 to about SR 180,540 million in 1426/1427 (2006), achieving an average growth rate of 7.6%. This has had a tremendous impact on generation of job opportunities for Saudi manpower, amounting to some 276.1 thousand jobs, leading to an increase of the total number of Saudi manpower to 4,017 million, compared to 3,741 million during the above two years. Indeed, several positive results were achieved in most fields in 1426/1427 (2006). Public finance indicators (public revenues, expenditure and surplus) as well as foreign trade indicators (exports, imports, balance of trade surplus and current account surplus) have experienced marked improvement, as will be detailed in relevant parts of this Twenty-fourth issue of the Achievements of the Development Plans – Facts & Figures. The book offers a detailed review of key achievements made during 1426/1427 (2006). The underlying objective of this publication is to provide a historical documentation of the achievements, coupled with relevant statistics with a view to offer an integrated and a good quality data base covering the most significant socio-economic developments dating back to the early beginning of the Kingdom’s five-year plans in 1390 (1970), up to the present time. The Ministry of Economy and Planning is hopeful that the publication of this book will help strengthen transparency of results of the Kingdom’s development performance, making these results available to all users interested in the Kingdom’s socio-economic developments in general, as well as users who take serious interest in mentoring and evaluation of the achievements of our development process. It is worth noting in this context that the tangible achievements realized by the Kingdom in all socio-economic areas, which helped raise living standards and improve citizens’ quality of life, are primarily attributed to the grace of Allah the Almighty, and the benevolent care and wise directions of the Custodian of the two Holy Mosques King Abdullah Bin Abdul Aziz, and HRH the Crown Prince, along with the integrated initiatives of both the public and private sectors in preparing and implementing the development directions of the 8 th Development Plan. The 1406/07 fiscal period was only of ten months duration from Rajab, 1406 to Rabi II, 1407 (corresponding to March-December 1986).
