DSL Service over the
Fiber To The Curb (FTTC) Network in
Richardson, Texas
Southwestern Bell Telephone Company1 (“SWBT”), offers this Attachment A to cover
the conditions of service for XDSL over the Fiber To The Curb (“FTTC”) network in
Richardson, Texas for use by Competitive Local Exchange Carriers, (CLECs) and CLEC
wishes to purchase such services from SBC-13STATE.
1.

Description of Infrastructure
1.1
The FTTC network deployed by SWBT in Richardson, Texas is a unique
architecture consisting of an Optical Concentrator Device (OCD) in the
Richardson central office, capable of DS3 or OC3c connection to the
CLEC’s collocated location. The OCD passes ATM packetized signals
over a dedicated, separate fiber facility from the voice side of the central
office to the Remote Terminal, where an FTTC Host Digital Terminal
device is housed. Optical Splitters on the back of the Remote HDT pass a
digital signal further toward the end user location to an Optical Network
Unit, this time via joint fiber with the voice path. The ONU will segregate
the voice from the data, with a separate copper feed to the end user, for
voice traffic and either a separate coaxial or copper feed for the DSL
traffic both terminating at the Network Interface Device, (NID). As with
other services, SWBT will not be responsible for Customer Provided
Equipment (CPE), including but not limited to a compatible modem or
inside wire.
1.2
Access to the XDSL over FTTC is provided under this Agreement where
FTTC is deployed and operational and where facilities are available to
serve a Residential End user served by the Richardson Central Office.
Availability can be confirmed via utilization of the Verigate system
On December 30, 2001, Southwestern Bell Telephone Company (a Missouri corporation) was merged
with and into Southwestern Bell Texas, Inc. (a Texas corporation) and, pursuant to Texas law, was
converted to Southwestern Bell Telephone, L.P., a Texas limited partnership, doing business as
Southwestern Bell Telephone Company (“SWBT”).

accessible for CLECs via the Toolbar. There are fifteen RT’s and over
two thousand ONU’s deployed in this FTTC network infrastructure.

Definitions

Terms utilized above in Section 1.1 defining the FTTC Network are as
follows:
2.1.1
Host Digital Terminal (HDT): Equipment having two major
subsystems, one for telephony, the other a FLX shelf providing
ATM routing and multi-Plexing functionality. The voice and data
are recombined via a multimode OC-3 signal to the FLX shelf and
subsequently delivered to the ONU.
2.1.2
Optical Network Unit (ONU): A pedestal type cabinet containing
equipment capable of rearranging the light guide transmission
signals onto Copper facilities leading to the end user’s residence.
Capable of up to 16 broadband ports, maximum.
2.1.3
Optical Splitter: Equipment placed in the RT, to pass transport
signals onto fiber between the Remote Terminal and the Optical
Network Unit. Can divide the signal 1x2 or 1x4, single mode,
based on STII connectors.
Service Description
3.1
Except as otherwise provided herein, the terms, rates and conditions for
Ordering XDSL over the FTTC network will be the same as those
applicable to ordering the ADSL over the NGDLC under the Broadband
Service, Data Service Configuration. XDSL service over the FTTC
network will not be offered over the Combined Voice and Data option, but
rather the Data Service Only option.
3.2
The standard provisioning interval for XDSL service shall be seven (7)
working days once an accurate LSR has been received.
3.3
Sections 10, 11 and 13 of the Broadband Service Agreement shall not
apply to the xDSL service over the FTTC network.
3.4
Separate pricing will not be calculated for the xDSL service over the
FTTC network. Instead, the parties will apply the pricing terms that
would apply to the Broadband Service, Data Only Configuration.

4.
Reservation of Rights
4.1
This attachment shall not alter, limit, modify, amend, waive or otherwise
change SBC-13STATES’ Reservations of Rights with respect to the
Broadband Service, including, but not limited to, the ability to change,
modify and/or withdraw the Broadband Service pursuant to Section 16 of
the Broadband Service Agreement. The same Reservations of Rights that
apply to the Broadband Service shall apply equally to xDSL over the
FTTC network.
