Project summary planned results
A project summary in the form of a running text shall be provided for each project, including the project’s expected outcome, main outputs and justification
for the project, including reference to relevant public plans and priorities. Make sure that the summary is concrete on what the poject will achieve and
includes targets. Avoid jargon, abbreviations and technical/bureaucratic language. Keep in mind that this text is to be published on the web for a general
audience and needs to be presented in accessible and understandable language.
The project summary should focus on the following points:

The summaries will be made available on the online project database for the EEA and Norwegian Financial Mechanisms (see: www.eeagrants.org and
www.norwaygrants.org ) and shall be made available on Programme Operator’s web pages, in accordance with the requirements set out in Annex 4 to the
Regulations.

Inspections of emission levels in Poland are carried out through manual, paper-based data collection and analysis.
This is a time-consuming and costly process which limits the provision of accurate and timely data, and hampers
efforts to reduce industry emissions. This fits with wider objective to improve standards in regulatory activities
such as permitting and inspection.
What is the objective of the project?
The objective of the project is strengthened capacity of environmental authorities in relation to integrated planning
and control
What is the project expected to
achieve? (describe project outcome)
The outcome of the project will be strengthened capacity of the Polish Chief Inspectorate for Environmental
Protection to identify and contain emissions.
How will the project address these

The project will support the following: The development of a database for analysing and communicating results
The introduction of electronic measurement equipment for the rapid, on-site analysis of emission levels.
Development of industry-specific inspection manuals for businesses subject to environmental inspections.
Exchange of expertise, knowledge and use of systems between the Chief Inspectorate for Environmental Protection
and The Norwegian Institute for Nature Research (NINA)
Who is expected to benefit? (the target
groups)
The project will target inspectors and the industries inspected by the Polish Environmental Inspection.
Environmental policy makers will also gain from more efficient provision of data.
Other beneficiaries are business and the public in Poland, as well as in Norway.
Donor partner and role of partner
As a donor partner, the Norwegian Institute for Nature Research (NINA) will contribute with expertise on
modernisation of inspections.
What will the partnership achieve?
NINA and the Chief Inspectorate will jointly plan the project, develop inspection manuals and write joint
publications in both countries

Project tile: Conservation and restoration of the ethnographic heritage from ASTRA Museum in Romania
Why is the project needed? (describe

priorities, where relevant
Abandoned windmills, watermills, wooden ferries, made redundant by previous policies of industrialisation, were
collected from around the country and transported to ASTRA to be restored and preserved. Today, its cultural
heritage collection comprises 146 buildings and 22,500 artifacts. However the collection is stored in constrained
conditions and exposed to high levels of humidity.
What is the objective of project?
The objective of the project is that cultural heritage is restored, renovated and protected

The outcome of the project is that a centre for the conservation and restoration of Romanian ethnographic
cultural heritage is established within the premises of the Open Air Astra
How will the project address these
challenges? (the project outputs)
The result of the project will be: Establishment of a museum
Eight buildings restored
A new storage and conservation centre for the cultural heritage collection is constructed.
Exchange visits and work between Astra Museum and X Open Air Museum in Norway have taken place.

Both the museum staff and the general public as well as the local community and tourists will benefit from this
project.
What will the partnership achieve?
Common restauration work, training and documentation will improve restauration techniques in both countires.
Nine Norwegian cultural institutions (including open air museums) will be involved with ‘SINTEF’ (Building and
Infrastructure Research Institute, Norway) – as the lead partner. SINTEF has much experience in this field

Project tile: Strengthening the Estonian Prison System
Why is the project needed? (describe

Repeat offenders pose a considerable burden on public budgets and also have severe social consequences.
Experience has shown that after ended imprisonment young Estonians are often not ready to attend ordinary
schools or to enter the labour market
What is the objective of the project?

The objective of this project is to increased competences of both inmates and prison staff.
The project is expected to achieve improved quality of the penal enforcement in Viru prison to carry out basic
literacy training and special rehabilitation. programmes
How will the project address these
challenges (the project outputs)
370 young inmates up to the age of 26 will have participated in basic and special rehabilitation programmes –
basic literacy training, basic numeracy training and basic vocational training (steel processing, carpentry and
cooking).
Who is expected to benefit? (the target
groups)
Prison staff (50 men and 50 women) will have been educated in correctional training.
The target group is both men and women: Inmates in Viru prison, staff in Viru prison. Businesses who get the
previous inmates as ready trained staff.
Donor partner and role of partner
Norwegian experts from the Norwegian Ministry of Justice and the Police, Correctional Services, will take part in
the development of training strategies, and a study visit for Prison Chief Inspectors to Norway is foreseen.
What will the partnership achieve?
Prison employees and representatives of the two Ministries of Justice will exchange experience and develop
training manuals for Estonian prison training.
