The Permanent Mission of the Argentine Republic to the Organization of American States avails itself of the opportunity to convey to the General Secretariat the assurances of its highest consideration. Washington, D.C., August 24, 2007 Attachments General Secretariat Organization of American States Washington, D.C. -3Ministry of Defense LIST OF CONFIDENCE- AND SECURITY-BUILDING MEASURES POLITICAL MEASURES ARGENTINA – CHILE 1. The bilateral mechanism Argentine-Chilean Permanent Committee on Security (COMPERSEG), chaired by the vice ministers of defense and foreign affairs, comprising political, military, and academic bodies, and meeting semiannually, met twice in 2006: the XVII and XVIII meetings. 2. The bilateral mechanism “2 + 2,” comprising the ministers of defense and foreign affairs of the two countries, met in 2006 in Buenos Aires. 3. Development and implementation of the Common Standardized Methodology for the Measurement of Defense Expenditures (ECLAC-UN) by the ministries of defense has lent transparency to the allocation of this sector’s expenditures in both countries. 4. Cooperation in the cataloguing of defense materiel: Chile’s Director of Naval Supplies visited Argentina in connection with the NATO cataloguing system in our sister nation. Direct and frequent communication is maintained with the Cataloguing Office of Chile, the aim being to share experience and provide advice on the application of the NATO codification system in both countries. Military personnel from the Armed Forces and the Army of Chile – two from each force – have attended the cataloguing courses given by this Service. ARGENTINA - BOLIVIA 5. The third meeting of the Argentine-Bolivian Permanent Committee on Security (CPS) was held by the vice ministers of defense and foreign affairs of the two countries. 6. Framework Agreement on Academic, Scientific, Technological, Industrial, and Commercial Cooperation with the Republic of Bolivia, signed in December 2006 and now in the implementation phase. ARGENTINA - PERU A Memorandum of Understanding for the establishment of the Permanent Committee for Coordination and Cooperation on Security and Defense Matters – COPERSE – was signed on September 1, 2006, by the two countries. The agreement covers various areas of cooperation. -4Argentina presented a proposal on the Framework Agreement on Academic, Scientific, Technological, Industrial, and Commercial Cooperation, which will be addressed at the next bilateral meeting. ARGENTINA - USA 7. THE ARGENTINA – USA BILATERAL WORKING GROUP FOR DEFENSE is an annual bilateral mechanism of the ministries of defense. The XII meeting was held in Washington. 8. The Department of Logistical Coordination has adopted various lines of cooperation: o The office of the Defense Security Assistance Development Center (DSADC) increased to 10 the number of electronic tokens assigned to our country at no cost. They give access to information provided by the Security Cooperation Information Portal (SCIP) on cases under the Foreign Military Sales (FMS) Program. The tokens that expired in 2006 were replaced correctly and on time. o At the request of the Directorate of Naval Materiel, access to the Naval Logistics Library webpage was authorized. (The requesting Directorate is responsible for the acquisition and updating of aeronautical technical publications applicable to aircraft operated by the Argentine Navy and, for that purpose, establishes contact with various foreign military bodies or commercial enterprises.) Report to the OAS on confidence- and security-building measures in the area of mine removal With Chile: In the context of the Argentine-Chilean Permanent Committee on Security (COMPERSEG) and according to Annex IV of the meeting of April 2005, a joint working group on mines in the border zone was formed by representatives of the foreign ministries and ministries of defense of the two countries. It was agreed that the ad-hoc group would meet once a year in conjunction with the COMPERSEG meeting. As a result of the Group’s agreements, in October 2006 two officials and one sub-official of Argentina participated, with Chile, in the practical activities regarding the IMSMA system (mine information management). With the USA: As a result of the activities agreed upon in the Argentina-USA Bilateral Working Group for Defense, the US Southern Command provided in 2006, for training in mine removal, a classroom with all the necessary equipment for surveying minefields, installed at the Joint Peace Operations Training Center (CAECOPAZ) at Campo de Mayo. -5- http://scm.oas.org/pdfs/2007/CP18847C.PDF CP18847E04
