Archaeologist, ASI, Government of India, member. . Item No: 1 Confirmation of the Minutes of the 77th meeting of Heritage Conservation Committee held on 18-08-07. It was suggested after further discussion to make the following changes in the minutes of the meeting at item no 2 (c): (table consisting of list of additional buildings and sites proposed for notification) At sl no 9 in table retain Qutb Shahi Masjid at Langer Hauz for consideration, because of its architectural value. At sl no 10 in table retain office of Archaeology Department, Gunfoundry for consideration because of its architectural value. The minutes were confirmed with the above modifications. Item no 2. Action taken on the minutes of the 77th meeting. Item No: 2 (c). Listing of Additional Heritage Buildings. After the 77th meeting held on 18-08-07, members made two inspections of the proposed Heritage Buildings/sites in the city on 23-08-07 and 7-09-07. The agenda notes contained full details. These inspections were made in order to examine the large number of buildings / precincts suggested by various sources over the last few years as per list submitted in the agenda of 76th meeting. During inspections members looked at the following criteria: 2 Hcc78minutes a) b) c) d) e) f) present condition of buildings, their location, access prima facie architectural value, association with important personalities and events and historical importance. Item No: 3 Construction of Five Star Hotel “Trident Hilton Hyderabad” at Madhapur. Proposal will be further examined as and when received from the GHMC/ HUDA / CDA. Item no 4. Additional Rock sites for notification: Notifications of five additional Heritage Precincts (Rocks) were published for objections and suggestions in the following newspapers. 1. The Hindu , English daily dated: 1-09-2007 2. Eenadu Telugu daily dated: 1-09-2007 3. Siasat Urdu daily dated: 1-09-2007 This was noted by members. Item no 5. Redevelopment proposals in the old Gandhi Medical College The committee had suggested that GHMC may be informed to direct the applicants to submit the following details and plans: a. A total front elevation from the Basheerbagh road showing in elevation both the Heritage Buildings facades. 3 Hcc78minutes b. The cross sections through both Heritage Buildings showing clearly the approaches to the Heritage Buildings from lower and upper ground levels. c. A block model of the complex showing the three dimensional relationship. d. The linkage and active use of the Heritage Buildings as prescribed by the Heritage Conservation Committee in their 76th meeting. Since no information was received, the proposal was deferred for further examination in the next meeting if the required details are received. CCP GHMC who was present in the meeting was requested to expedite reply. Item No. 6 A Letter No. 589/A2/CW/SSA/Hyd, dated. 27-07-2007 received from the District Collector, Hyderabad District addressed to the Commissioner GHMC and copy marked to Vice Chairman HUDA with a request to approve the proposals of Mahboobia Girls School and clearance of HCC. Members inspected the site on 23-08-2007. In the meeting the plans were examined. It was noted that the proposed new structure in the premises was at the rear of the main old building and was also well integrated to the overall plans. The Committee noted that the plans were yet to come from the MCH. The proposed annexe was agreed to in principle subject to the condition of maintaining a 9 meters distance from the old building and subject to a height of two storeyed or 10 meters whichever is lower. It was pointed out that the clearance of the H.C.C was purely from heritage considerations. The GHMC shall grant building permission only after satisfying themselves about the compliance of ownership, Urban Land Ceiling, land use, subdivision and building rules and any other provisions in force. Item No.7 A Letter No. 313/CSC/TP7/2007, dated. 3-08-2007 received from the CCP, GHMC forwarding the approvals for construction of Group Housing Complex in Pr.No. 1-8-316/1 & 317 in the Premises of Devdi Nazeer Nawab jung a Heritage Building Sl. NO.46, Code No. 2.48, Grade- IIB requesting to offer the remarks of HCC. Members inspected the site on 23-08-2007. The committee expressed no objection to the proposal subject to the condition that on the side of Chiran Fort Club a minimum set back of 9 meters shall be maintained. It was pointed out that the views of the H.C.C were purely from heritage considerations. The GHMC shall grant building permission only after satisfying themselves about the compliance of ownership, Urban Land Ceiling, land use, subdivision and building rules and any other provisions in force. If set back and other norms required under rules are more than those suggested by the H.C.C then the higher set backs shall apply. Further, on the adjoining Chiran Fort Club building which is part of the main Heritage building, new iron reinforcement for raising columns were noticed. The Committee 4 Hcc78minutes desired that GHMC may be addressed not to grant any permission without approval of HCC and to prevent unauthorized construction. Item no 8 Proposal reg Kaithlapur Rocks. To be inspected by members on 18th Sept 2007.. Item no 9. Proposals reg Saroonagar Khandak Vide U.O.Note No.BP/HUDA/2007 dated 16-08-2007 it was informed that applications for two buildings permissions (dealt in File No.6880/P4/H/2007 in Sy.No.8 Saroornagar (V) from Sri. Chella Sri Ram Reddy and File No (2058/P4/H/2007) in Sy.No.8 Saroornagar (V) from Smt.P.Jayaprada and another) for Residential apartments cellar + stilt +5upper floors were received in HUDA and the Vice Chairman HUDA requested to place the two building permission cases for examination by the Heritage Conservation Committee since the sites were located in a notified Heritage Precinct. The matter was earlier placed before the 77th meetings of HCC held on 18-08-2007 vide Item No.12. The Committee suggested inspection of the site. Sri.M.Ramulu, Asst Estate officer, H.C.C. On inspection, the Committee made the following observations: 1. The area was within the large circular shaped Heritage Precinct site notified as Saroornagar Khandak. 2. The part of the Heritage Precinct on which these two buildings were proposed did not have any archaeological, architectural or historical features either in the form of a Khandak (moat) or any standing monuments. 5 Hcc78minutes 3. The sites were vacant. 4. The ruins and historical structures that were still found on some parts of the Heritage Precinct are at a considerable distance. Suggestions of the Heritage Conservation Committee with regard to the two buildings. The Heritage Conservation Committee expressed that there may be no objection to HUDA examining and granting permission to the two buildings by following other existing rules, regulations and land use provisions. It was pointed out that the clearance of the H.C.C was purely from heritage considerations. The HUDA/GHMC may grant building permission only after satisfying themselves about the compliance of ownership, Urban Land Ceiling, land use, subdivision and building rules and any other provisions in force. General observation concerning the boundaries of the Heritage Precinct. Apart from the two individuals cases, it was suggested that Dr V.V.Krishna Sastry, former Director of Archaeology and now member will suggest a revised configuration of the Heritage Precinct by confining the boundaries only to the surviving important ruins and monuments. It was also felt necessary to take cognizance of the encroachments taking place in the Khandak. A temple has come up recently in the Khandak apparently without permission. Item No .10 In continuation of earlier proposals, Sri Nitin Sinha Architect made a presentation to the Committee for Conservation works on Lakshmi Paper Mart building. It was proposed to inspect the site but emergency repairs and consolidation of existing structure was allowed. The members inspected the site on 23-08-2007. The Committee agreed to the conservation proposals. Item No.11 A letter no: TA9/AEE2/M.S.B Errumanzil/45338/06 dated: 7-08-2007 addressed to the principal Secretary to Government T (R&B) and copy marked to Vice Chairman HUDA with regard to additional construction in the premises of Heritage Building Sl.No.47, Code No.2-49, Grade-IIB It was suggested to inform the legal position to all the concerned that it was necessary to take permission from the Heritage Conservation Committee for all new additions and alterations in the entire premises of Errum Manzil. The Department may be requested to submit all detailed plans for examination in the next meeting of the committee. 6 Hcc78minutes Tabled Items May be discussed in the meeting. 1. A Letter No: 31/8/TPS/C6/GHMC/2007 dated: 31-08-2007 received from Asst. City Planner, Circle No.VI, GHMC addressed to Vice Chairman HUDA with regard to request for removal or repair of the following Heritage Buildings. Nanu Bhai G.Shah’s Building Sultan Bazar and Raja Bhagwan Das Building Sultan Bazar It was decided to inspect the two buildings. 2. A representation dated: 27-08-2007 received from Old Jail Tenants Association Secunderabad with regard to grant of funds from Government for face-lifting and repairs of Heritage Building. It was decided to inform the legal position that the owner/occupants/lessees were responsible for maintenance of Heritage Buildings. In this case the GHMC were the owners. It was agreed to support the request of GHMC for more funds from Government to be given to the GHMC for all the Heritage Buildings owned by the Municipal Corporation of Hyderabad. 3. A Letter No.1966/T.A2/2007-2 dated: 20-07-2007 received from the Secretary to Government YAT&C Department addressed to Joint Secretary to Government of India Ministry of Tourism and copy marked to HUDA with regard to central financial assistance for Heritage component for Conservation of Nizamia Observatory. The Committee expressed satisfaction that the proposal was forwarded to the Government of India. It was suggested to pursue the proposals of the other two buildings namely the City College and the James Street Police Station. 4. File No. 7639/PR/H/2007 received from the M ( P & PR) with regard to list of monuments included in the Aadab Hyderabad publication. It was suggested that this did not relate to the Heritage Conservation Committee. 5. Other suggestions. It was suggested to invite the CEO Secunderabad Cantonment Board to all meetings of the Heritage Conservation Committee as a special invitee. The Cantonment Board may make use of the Model Regulations circulated by the Government of India on conservation of natural and man made heritage to be adopted for the Secunderabad area. 7 Hcc78minutes 6. Mrs Frauke Quader suggested that the minutes of the meetings of the Heritage Conservation Committee should be placed on HUDA web site soon after the same are confirmed in subsequent meetings. Secondly she found parts of the minutes appearing in Russian script. This may be rectified. 7. It was suggested that to strengthen the heritage cell of HUDA, campus recruitment from the School of Planning and Architecture New Delhi may be considered to appoint on contract basis two candidates with post graduate degree in architectural conservation who may initially work as trainees with appropriate remuneration as may be recommended by the SPA. 8. Members brought to the notice copy of a Government order GO Ms No 263 MA dated 14th May 2003 in which certain stipulations were made contrary to the statutory regulations. The MCH and HUDA are responsible for the maintenance of only those building that are owned by them in the capacity of being the owners. The regulations categorically state that respective owners, lessees, occupants are responsible for maintenance. It was suggested that HUDA may address the Government to either modify or cancel the said Government order since this causes confusion in the mind of people. The meeting ended with a vote of thanks to the Chair. The next meeting of the Committee will take place on 10th October 2007, Wednesday at 3 P.M. The venue of the meeting will be communicated later.
