To be responsible for developing and leading the Administrative and Operational Human Resources for the Advonet group, in line with the Strategic Business Plan objectives and other agreed targets. 2. To be Advonet’s senior HR manager, leading on cohesion and diversity, ensuring that the organisation’s statutory responsibilities are met, and HR related policy and practice are successfully implemented. 3. To assist the Chief Executive to develop, implement and review a Human Resource Strategy in line with aspirations of the organisation. 4. To be responsible for developing and maintaining good employee relations. 5. The HR Manager will oversee all people management functions that underpin the Advonet group business culture. 6. To take responsibility for the implementation and day to day management of Health & Safety policy and practice. 7. Ensure that effective HR policies and management practices are in place to engage and motivate employees. 8. To contribute to the overall management of the organisation through being a member of the Senior Management Team, through contributing to the overall strategy, direction and operational management of Advonet, including leading on delegated corporate projects. 9. To work with Senior Management Team to continually develop the vision and values of Advonet and ensure they are embedded in Advonet’s culture. 10. Advonet / Job Description / Human Resources Manager v5 15 June 2015 Page 1 JOB DESCRIPTION - ADVONET / Human Resources Manager Decision Making Responsibilities To exercise powers and authority delegated from the Board of Trustees and the Chief Executive related to the Human Resource management of Advonet. Main Duties and Responsibilities Employee Relations 1. To provide advice and support to Senior and Operational Managers on all aspects of HR, including HR Policies, e.g. grievance, discipline, performance management, employee attendance. 2. Coaching, mentoring and supporting the management team members to be strong people managers. 3. To develop and review HR policies and procedures, in line with HR strategy, employment law and good practice and promote these within the organisation. 4. Ensure all employees are provided with appropriate contracts of employment in line with UK legislative requirements. 5. To monitor developments in UK employment law and HR trends and propose/implement appropriate HR solutions. Project Management and Communication 6. To project manage the implementation and communication of Advonet-wide HR initiatives. 7. To manage the internal communication and consultation functions. 8. Participate in consultation with the Staff Consultation Committee and provide professional guidance and advice. 9. To liaise with the Contract & Quality Manager to ensure that the organisation maintains Investors in People (IiP). Health & Safety 10. To manage the Health & Safety processes to ensure policy and procedure is adhered to across Advonet, including all employees receiving adequate training. 11. Maintaining Health and Safety records and reporting as and when required. Volunteer Function 12. To oversee the volunteer management function. 13. Recommend strategies to the Board and management team around employee compensation and benefits ensuring up-to-date market knowledge. 15. Managing and implementing the salary review process. 16. Ensure efficient and timely payroll and benefits processing. 17. Maintain and manage the charity’s job evaluation, grading and remuneration processes and ensure effective HR support to payroll administration process and compliance with Inland Revenue requirements. Resourcing 18. To work closely with the Senior Management Team to ensure suitable staffing plans are in place and develop and implement the recruitment plan for the business. 19. Working with Senior Managers to ensure succession plans are in place across the business. 20. To be responsible for managing the recruitment and induction process for staff and volunteers, as well as providing an advisory service to managers to ensure that good practice is maintained across the organisation at all stages of the recruitment process. 21. To advise and train colleagues on Advonet’s recruitment and selection procedures. This includes the involvement of service users/clients in the recruitment and selection of staff. Training and Development 22. Design and deliver training to managers and staff on HR Policies to ensure they are integrated within the organisation, e.g. discipline, performance management, absence management. 23. To develop and implement organisational learning and development plan including leading on inhouse training and development programmes, so that staff have the skills needed to undertake their role and that training interventions provide a good return on investment. 24. To co-ordinate and provide training events and placements to outside agencies, as relevant. HR Administration 25. To work in partnership with the Senior Management Team to ensure that information on human resources is available to support all bids and contractual negotiations. 26. Ensure the development and maintenance of HR management information systems, covering all personnel records, ensuring compliance with the Data Protection Act. 27. Manage the HR budget, including working with the Finance Manager to set the HR and related activities budget for the charity, and managing own devolved budget, ensuring achievement of agreed outcomes. Lead, performance manage and develop HR staff, ensuring that they are suitably skilled and resourced and that they deliver an excellent internal service, in line with agreed objectives. 29. Report on HR management information to both the Senior Management Team and the Board of Trustees as and when required. 30. To provide supervision, annual reviews and appraisals to the Volunteer Manager and to identify and facilitate training and development opportunities. 31. Develop KPI’s with team members and monitor individual performance, including conducting performance evaluations and performance improvement processes when needed. Measure performance against financial targets and non-financial objectives and implement corrective action as required. General responsibilities 1. To be an active and effective member of the Senior Management Team and Advonet’s corporate management structures. 2. To attend and contribute to Advonet staff meetings, annual strategic review meetings and other meetings as required. 3. Together with the Chief Executive, ensure that the Organisation’s Corporate Plan is implemented within individual teams and across the whole of Advonet. 4. To implement the Organisation’s policies, procedures and practices and to comply with the aims of Advonet’s policies and at all times. 5. To travel to meetings throughout the region and nationally as required which may occasion the need for an overnight stay. 13. The nature of the post will require flexibility in undertaking the role and will require the post holder to undertake other duties that are compatible with the nature and grade of this post. Statutory and Contractual Responsibilities To ensure that Data Protection, Health & Safety, Complaints Handling and Corporate Governance requirements are met across the organisation in relation to Human Resources. To ensure that Advonet complies with its contracts and other funding agreements. To ensure Advonet submits accurate and timely reports and returns to internal and external stakeholders, e.g. funders, Trustees. To ensure that services provided adhere to the statutory and strategic frameworks and comply with relevant legal requirements. Obtain and monitor contract management information to ensure Advonet’s full compliance in each case.
