OPERATIONS ORDER 11-492 : Family and Morale, Welfare and Recreation (MWR)

Category C Business Revitalization Program (BRP) Guidance (U)

(U) Time Zone Used Throughout the Order: Zulu.

1. (U) SITUATION .

1.A. (U) BRP replaces the former Performance Improvement Program (PIP) and focuses on increasing participation and synchronizing with the Family and MWR

Delivery System (Family and MWR-DS). The BRP will enhance the viability of Category

C Family and MWR Programs and support the Family and MWR-DS. Increasing customer driven programming cannot be over-emphasized and increasing programming to improve revenue, while maintaining budgeted expenses, fosters quality programs and services that enrich our Soldiers and Families lives. BRP supports Army readiness and retention goals by fostering unit camaraderie, esprit de corps and a sense of community. Garrison operations are placed in the BRP when their annual results have a budget variance and fall within the placement criteria outlined in Annex C. With the initiation of the BRP, all activities are considered new to the program as of this review cycle. BRP cycles for the next three years are located at Annex B.

2. (U) MISSION . NLT 90 days from the release of this order, Regions will direct

Garrisons to begin implementation and provide actions plans for approval by the Region

Director, for submission of a consolidated approval memorandum to IMCOM G-9,

Business Operations, for validation, NLT 31 Jan of the following year.

3. (U) EXECUTION .

3.A. (U) Commander ’s Intent. This OPORD supports IMCOM Line of Effort (LOE) 2,

Soldier, Family and Civilian Well Being. My intent is for operations having annual variances in 3 or more of the 5 key measures in Annex C, where one of the variances is the Net Income Before Depreciation (NIBD) percentage, be placed on the BRP list. In addition, the operations will be scheduled for a centrally funded Mystery Shoppers visit and a Region Value Enhancement Team (VET) visit. This action will be complete when all IMCOM Garrison Category C operations meet the approved measures at the completion of each fiscal year.

3.B. (U) Concept of Operations.

NLT 30 Nov of each year, the IMCOM, G-9,

Business Operations POC will identify, through the Regions to Garrisons, those

Category C operations having variances of 3 or more of the 5 key measures, from the previous fiscal year in Annex C, where one of the variances is the Net Income Before

Depreciation (NIBD) percentage. Operations will remain in the program for the remainder of that fiscal year. At the end of this duration, each operation will be reviewed. If operations no longer meet the BRP placement criteria, the operation will be removed with IMCOM, G-9 approval. Otherwise, the operations will remain in the program until they no longer meet the BRP placement criteria.

3.C. (U) Tasks to Subordinate Units.

3.C.1. (U) IMCOM Region Directors. (PA, WE, KO, EU, SE, NE)

3.C.1.A. (U) Review Category C operations quarterly and place those having variances of 3 or more of the 5 key measures in Annex C on a Trend Improvement Report (TIR) for Region review. The TIR will be a leading indicator report for operations that are on a downward trend from their budgets and indicate that those operations may soon meet the criteria for inclusion in the BRP.

3.C.1.B. (U) Once an operation is on the TIR, ensure that Garrison Director, Family and Morale, Welfare and Recreation (DFMWR) develops and submits a Review and

Analysis (R&A) Improvement Plan, at Annex A, addressing those measures to the

Region. The R&A Improvement Plan spreadsheet is located on the MWR Business Plan

Development Website http://www.businessplan.armymwr.com/ . Ensure the Garrison

DFMWR utilizes this spreadsheet and uploads their supporting documents on the website with their business plans for Region review and action. Ensure the Garrison

DFMWR submits quarterly updates, beginning three months after the operation is placed on the TIR, to their Region. The operation will remain on the TIR until the facility improves and is removed or is placed on the BRP list at the end of the fiscal year.

3.C.1.C. (U) Once an operation is identified for inclusion on the BRP, ensure the

Garrison DFMWR for each facility on the BRP list develops a BRP Improvement Action

Plan, at Annex A, addressing those measures. The action plan will be in addition to their overall Strategic Business Plan on the MWR Business Plan Development Website http://www.businessplan.armymwr.com/ . The spreadsheet for the BRP Action Plan is located on the website. Ensure the Garrison DFMWR utilizes this spreadsheet and uploads their supporting documents with their business plans. Ensure the Garrison

Commander then submits their approved plan to the Region for review and approval.

The Region Director will approve the plans and submit a consolidated approval memorandum to IMCOM, G-9, Business Operations for validation. Ensure the Garrison

DFMWR submits a semiannual update, approved by their Garrison Commander, to their

Region until their facility is officially removed from the BRP list. Regions are responsible to review, monitor and provide assistance continually to Garrison operations in the BRP.

3.C.1.D. (U) Collaborate with IMCOM, G-9, Business Operations and request reach back assistance for Value Enhancement Visits (VET).

3.C.2. (U) U.S. Army Garrisons. (All)

3.C.2.A. (U) Once an operation is on the TIR, the Garrison DFMWR will develop and submit a Review and Analysis (R&A) Improvement Plan, at Annex A, addressing those measures to the Region. The R&A Improvement Plan spreadsheet is located on the

3.D. (U) Coordinating Instructions.

3.D.1. (U) This order is effective upon receipt.

3.D.2. (U) At the direction of the IMCOM, G-9, Business Operations, participate in or take action in support of activities, meeting, and/or conferences required to successfully execute this order. Any requests for exemptions to the instructions in this order or suspense extensions may be granted by the IMCOM, G-9, on a case by case basis.

3.D.3. (U) Direct Liaison Authorized (DIRLAUTH) is granted to all Commands, units, staff and staff sections to take necessary actions in support of the execution of this order.
