Pool Rules and Safety – Too often we see children alone in the
VPCA pools without adequate supervision. There are no
lifeguards. If a child is in the wading pool while the adult is at
the far end of the large pool, that is not supervision – that is
irresponsible neglect!
Spas Are Not Bathtubs – We still have suds in the spas
periodically and hope that shampoo, detergents, lotions, suntan
oils and other personal products will not continue to find their
way into the spas. If you see this happening, please contact the
office staff or Nordic Patrol. Please shower before entering the
pools. P.S. – Spas are not recommended for children under the
age of 14, the elderly or pregnant women.
Congratulations to Peggy Paradise! She has earned the
Certified Community Association Manager designation
(CCAM®). This required many hours of classes and tests so
she is even better prepared to help manage your Association.
Payments on Line – If you pay your monthly assessment of
$215 on line, you want to be sure to do it by the 5th of each
month. Although the banks remove the money from your
account immediately, it can take another 5 to 7 days before they
process the check and before it gets to the P O Box in Santa
Ana. Our accounting service picks up and posts the checks
daily so if you get a late fee it is because the bank did not
process and provide the payment immediately. Also be sure
your bank is directed to include the account number and the
property address on the check.
Feeding the Critters – The birds, squirrels, rabbits, rats and
other animals may appreciate being fed by residents, but your
neighbors may not appreciate the damage or mess caused by
same. Roofing can be severely damaged as well as fences and
greenbelts so please keep this in mind when tempted to
encourage the growth of pest populations.
BITS FROM THE BOARD
Insurance Research The VPCA Board of Directors has
authorized the formation of a new committee to research one of
our biggest annual expenditures; Insurance. Recently the board
formed an earthquake insurance committee and adopted a policy
on how to equitably payout any monies recovered after claims
from an earthquake. That committee has inspired some new
questions from the community relating to the entire insurance
coverage for VPCA.

Our current policy does include earthquake
insurance that VPCA is not required to carry, but it
is there in case of the “big one”. However,
historical and current information suggest that a
“big one” may not even do enough damage to use
up our deductible. In round numbers we have
about $138,000,000 worth of coverage for all
structures in the association. Our 20% deductible
means we are on the hook for the first
$28,000,000. The coverage relates per building so
there are scenarios that could activate some
coverage well before we have reached
$28,000,000.
Homeowners can buy their own earthquake
insurance as a stand-alone earthquake policy or
as a companion policy to a regular homeowner’s
policy. These options result in double coverage
since VPCA already has coverage through State
Farm for our structures but not interiors. Most
homeowners choose to carry their own
“homeowners insurance” to rebuild the inside of
their homes.
The California Earthquake Authority (CEA)
offers “loss assessment” insurance to reimburse
us for most of the $28,000,000 earthquake
deductible. The new committee will explore how/if
this coverage can be added for VPCA. The CEA
does offer individual homeowners “building
coverage” insurance that works as a companion
policy to our State Farm earthquake coverage.
This coverage can help homeowners rebuild, but it
is limited to $25,000 with a deductible of $3,750.
Another option that the new insurance
committee will evaluate is homeowners managing
their own home insurance with the association
insuring common areas only.
Along with the formation of the new
committee the board has suggested hiring an
independent insurance consultant (one that has
nothing to sell us) to look at our true insurance
needs. Then based on current available policies,
give us the option(s) that is/are best for our needs.
The committee (approx 6-8 homeowners) is
forming now and can expect to meet monthly over
the next 6-12 months. If you have interest in
serving on this committee, please contact the
VPCA office for more details.
The VPCA Board has selected Jean Anne Turner
as the summer VPCA volunteer of the quarter.
This award is for past and present volunteers that
have made a significant contribution to VPCA in
the spirit of Helen Harder. However, current Board
members are not eligible.
For many years, Jean Anne acted as recording
secretary, historian, and parliamentarian for the
VPCA Board. Then from 2002 to recently she was
a Board member and served as its president since
2003. Her service as president was during
tumultuous times for VPCA, which would create
lots of stress for anyone. However, Jean Anne
always gave the person(s) with dissenting
opinions an opportunity to speak and to be
involved in the process. As president, she was
very industrious and proactive in working for the
best interests of VPCA. She has also been and
continues to be a member of the Greenbelt
Committee since 2000 and its chair since 2001.
Additionally, she has served on numerous ad hoc
committees and helped with many special
projects. In sum, nobody has ever expended more
energy or good will for the benefit of VPCA than
Jean Anne Turner.
Swim Team 2009 Fun for the kids and fun for the
adults too!
Swim Team Meets: June 27, July 18 and July 25th will be
from 7:00 A.M. until 2:30 P.M. at the large pool .
The team uses the large pool weekdays
from 4:00 P.M. until 7:00 P.M. through August 8, so you
may want to plan your pool time when
it is not so busy.

BOARD MEETING SUMMARY

Attorney David Cane to revise the current
Executive Committee Resolution to include same
and update format to remove verbiage relating to
“Office Project” and clarify that the Committee
Members shall remain on the Committee until the
earlier to occur of the dissolution of the
Committee, or the death, resignation, or removal
of Committee Member by the Board of Directors;
and/or conclusion of annual elections.
Approved To approve the formation of an Ad-Hoc
Insurance Committee per proposed Committee
Charter Guidelines (deleting Item number 5) for
the purpose of insurance coverage investigation.
There may also be a need for an independent
insurance consultant (not selling any product) to
advise the Committee and Board and this may
require a budget. Approved: Unanimous.
Approved To approve the Advanced Reserve
Solutions proposal Option Two: Update without
site inspection for $2,850 OR if Option One:
Update with site inspection required because of
Reserve Projects completed since last study at
$3,850. Approved: Unanimous.
Approved To approve DM Construction proposal
in the amount of Four Thousand Seven Hundred
Thirty Four Dollars ($4,734.00) for wooden fence
and gate repairs at large pool area. Approved:
Unanimous.

Upon due notice given and received, the members of the
Board of Directors for the Village Park Community Association met in a
General Session Meeting at 7:00 P.M. at the Village Park Clubhouse, 4552
Michelson Drive, Irvine, California. Present: Rob Armstrong – President,

Facilities Committee to replace existing wrought
iron fencing at both pool sites with Jerith industrial
aluminum fencing style 101. Approved by a
majority with Art Haines opposed. Note: Art
Haines left the meeting at 8:00 p.m.
Approved To request a thirty (30) day extension
on the Creative Fence Proposal to allow time to
negotiate exact details and make further decisions
on specifications if needed.

GREEN TREE FENCE REMOVAL
NOTICE
An intention to remove the Green Tree decorative
fence was published in the June 2009 Villager. The
Board invited the membership to comment within thirty
days of the newsletter notice. At the Board Meeting
June 25, 2009 it is anticipated and hereby noticed to
homeowners that the decision to remove the fence will
be approved by the Board.
WATER AEROBICS SCHEDULE
The Aquatic Exercise Program meets most Tuesdays
and Thursdays of the month at the Small Pool Facility,
9:30 a.m. to 10:30 a.m. There is a $5.00 per class fee
and the classes are only open to residents of VPCA.
The following schedule is for the remainder of June
and for the month of July: June 23, 25, and 30. July 2,
7 and 9; Monday, July 13 and Thursday, July 16, July
21, 23, 28 and 30. For more information you can

GENERAL ALTERATIONS
2 Acacia Tree – Princeton - Attached – tile roof –
Replacing all existing windows (same size as
existing), with the exception of kitchen window,
was 94” x 41”, to be reduced to 72” x 41”. Also
replacing master bedroom sliding door and living
room/patio sliding door. White vinyl by WinDor.

Five locations were visited based on homeowner
communication. The issues dealt with were mostly
tree concerns.
Several areas were noted for irrigation checks.
Problems were: a possible mainline leak, an area not
getting watered and a possible broken valve.
Mr. Ordaz informed the committee that he is finding
locations where the irrigation pipes were not replaced
in the 2001-02 renovation. These are now breaking.
Mainline repairs have been requiring much labor and
time - so much that he has been forced to take on an
additional crew member
The committee inspected the tennis court walls.
They are due to be repainted in 2009, and there is a
problem with paint peeling in several areas. The
cause was not immediately apparent.
A number of trees were added to the fall trim list, with
enough needing immediate attention that RGS Tree
Service will be called to do an intermediate pruning of
about two dozen trees.
Several weedy locations were noted as needing to be
treated.
A raised, broken root in the turf was noted for
removal.
Landscaping around the outside of the small pool will
be treated for snails.
Parts of the small pool wall will be power washed to
remove mildew.



The committee discussed the landscaping on
both sides of the wrought iron fencing. It will be
reworked after the new fencing is installed later
this year. Plants that discourage fence jumpers
are especially desirable. More Flax will be
planted on the outside wall as vandals have
broken down the fragile Breath of Heaven in
that location.
A drain behind Oak Tree will be checked.
The manager will send a letter to one
homeowner about the need to trim a tree in
their yard overhanging the sidewalk.




Village Park Community Association is fortunate to
have a group of volunteers who assist VPCA in
communicating important information to residents
via email or in person, collecting neighbor
emergency contact info and welcoming new
residents.

colors, flooring options, case goods and furniture
from a VPCA resident interior decorator before the
Committee’s next meeting.
The Committee discussed a possible direct
entrance to the clubhouse from outside the main
pool gate.
Because approximately 90% of anticipated
expenditures from Reserves have been planned for
later in 2009 or are under active research presently,
discussion of priorities for 2009 and 2010 was
postponed until the August 3rd meeting.
Jim Grady agreed to do more research on
Alumawood products.
Minutes of recent meetings were reviewed and
approved.
Board Liaison Bob Meyers reported on the
following:
The installation of Jerith aluminum fencing at both
common area facilities will begin in mid-September
2009. No new fencing around the tennis courts will
be needed because current wrought iron fencing is
basically rust-free and the spacing between pickets
is more compatible with tennis courts. Some
repairs and paint on the wrought iron may be
needed.
Committee member recommendations for only
selected replacements of expansion joints & mastic
at VPCA’s pool facilities will be considered by the
Board. Various contractor bids to replace joints &
mastic along with repairing cement pool decks, replastering of large pool and repair and painting of
tennis courts will also be reviewed by the Board.
The Board approved replacing wood gates and
portions of fence areas at the large pool. This will
be completed in June.
Bids to upgrade wallboards and cabinets in the
large pool cabana will be sought for work to be
completed in 2009.
Input from the Facilities Committee is expected to
be needed by the Finance Committee before
October 2009 for VPCA’s 2010 budget planning.
Samantha Haug led a discussion of ways the
interior décor of the clubhouse could be
modernized, including: paint colors, carpeting &
vinyl squares, and Samantha will seek input paint

currently specializing in solar installation. If

complete the VPCA Architectural Approval
Request Form and get input and approval
from your Architectural Committee prior to
making a commitment to a contractor.
Take care to do some research, get
references, check for the appropriate

OUTDOOR GRILLS
At all times when using a grill, keep it
at least three feet away from the walls and
floors of patios, balconies, or terraces.
Never use barbecue grills within units!
As a courtesy to neighbors, keep to a
minimum all disturbances caused by smoke
coming from the grill.
Try to refrain from grilling when
neighbors are on adjacent area patios,
balconies, or terraces. Try to position the grill
so the wind will carry the smoke away from
windows and doors.
After grilling, be sure to cool and
properly discard briquettes and ashes. Be
sure to place them in a nonflammable
container. Do not put hot briquettes or ashes
in grass, flower beds, shrubs, or woods.
