Purpose: The proposed online General Business Administration degree completion program will
capitalize upon the growing demand of community college students throughout North Carolina to
complete their B.S. degree in General Business Administration through distance education. The enhanced
access to educational opportunities will provide a significant opportunity for growth in enrollment at
Fayetteville State University.
III.
Rationale: The proposed program complements the existing General Business Administration
program by enhancing the accessibility of the courses to students who would otherwise be unable to earn
a degree in General Business Administration due to distance and/or other scheduling conflicts.

1. Describe the proposed new degree program. The description should include:
a) A brief description of the program and a statement of educational objectives
The Management Department is requesting authorization to offer a Bachelor of Science (B.S.) online
degree completion program in General Business Administration beginning in the Fall of 2008. The
program will provide an alternative for nontraditional students to complete upper division courses
required for the General Business Administration degree. The program will be offered in conjunction
with the University College, or through transfer from the North Carolina Community College System,
or other accredited institutions that offer the lower division courses.
Students who graduate with a major in General Business Administration should be able to: 1)
Communicate effectively using oral, written and technological techniques; 2) Comprehend issues in
ethical decision making and social responsibility; and 3) Apply appropriate problem-solving
methodologies to analyze and solve common business problems.
b) The relationship of the proposed new program to the institutional mission and how the
program fits into the institution’s strategic plan
The UNC Tomorrow Report priority 4.2.1 expresses
the need for UNC institutions to “increase access to its educational programs for traditional students,
non-traditional students, and lifelong learners.” The report found that “72% of respondents ranked
increasing distance education and online course offerings as the number one way in which UNC

could have the greatest impact on their community.” Additional findings from the report indicate that
UNC institutions should “continue ongoing efforts with the North Carolina Community College
System (NCCCS) to strengthen and streamline articulation between the two institutions.” The
proposed program seeks to meet the needs of these findings through a degree completion program in
General Business Administration via distance learning technology. The program will work in
collaboration with NCCCS institutions to provide an opportunity for current students and graduates of
two year Associate degree programs to extend their life long learning experience.
The School of Business and Economics is collaborating with the following community colleges to
create transfer policies and dual enrollment agreements:

Collaboration with these institutions has increased the demand for an online program to accommodate
transfer students in completing the degree requirements for the Bachelor of Science degree in General
Business Administration. The increased access to courses supports the goals of the UNC Tomorrow
findings and provides a significant opportunity for growth in student enrollment.
c) The relationship of the proposed new program to other existing programs at the institution
Fayetteville State University offers online degree completion programs in Computer Science,
Criminal Justice, Fire Science, Nursing, Psychology, and Sociology. The University is
increasingly moving toward the development of new online degree completion programs to
provide flexible alternatives for community college graduates to pursue bachelor degrees. The
proposed program will offer online upper division courses in the existing General Business
Administration curriculum.
d) Special features or conditions that make the institution a desirable, unique, or appropriate
place to initiate such a degree program.
Fayetteville State University’s proximity to the Fort Bragg military base makes FSU uniquely
positioned to serve the educational needs of military personnel and their families. Their frequent
travel and reassignment schedules necessitate alternative methods for completing their degree
requirements. Furthermore, since approximately 75 percent of the students at FSU are commuters,
both commuting and nontraditional students would benefit from alternative course delivery methods.
The university’s comparatively low tuition rate for distance education courses provides an attractive
alternative to other institutions offering similar programs within the state. Of the five institutions
offering Business Administration degrees within North Carolina, FSU is the most cost effective,
AACSB accredited institution.
