A national committee headed by SIRIM Berhad for coordinating matters related to the
TBT Agreement has been established to co-ordinate implementation of Malaysia's obligations under
the Agreement. The committee comprises representatives from government ministries and other
related national organisations.
I.
TECHNICAL REGULATIONS

Technical regulations are developed and implemented by authorized regulatory agencies.
5.
Federal regulatory agencies have the responsibility for developing and implementing
technical regulations for matters under federal government jurisdiction. State governments are
responsible for matters related to land and water and are responsible for technical regulations thereof.

II.
STANDARDS

The Department of Standards Malaysia (DSM) is the National Standards Body for Malaysia
and is established under the Standards of Malaysia Act (Act 549,1996). DSM has accepted the
WTO TBT Code of Good Practice for the Preparation, Adoption and Application of Standards.

DSM has appointed SIRIM Berhad as the sole national standards development agency under
the provisions of the Standards of Malaysia Act (Act 549,1996). Under this arrangement, DSM is
responsible for all policy matters with regard to standardization and operational responsibility is
delegated to SIRIM Berhad.

SIRIM Berhad manages the development of Malaysian Standards. All draft Malaysian
Standards are issued for public comment by announcement in national newspapers and publication on
SIRIM Berhad’s website for a comment period of sixty(60) days.

All Malaysian Standards are voluntary unless referred to in specific technical regulations.
III.
CONFORMITY ASSESSMENT

DSM is also the National Accreditation Body under the provisions of the Standards of
Malaysia Act (Act 549,1996). In carrying out its accreditation actives, DSM adheres to the relevant
International Guides/Standards for laboratory accreditation and for accreditation of certification
bodies.

DSM is a signatory to the Pacific Accreditation Cooperation-Multilateral Agreement
(PAC-MLA) for quality systems, and to the International Accreditation Forum - Multilateral
Agreement (IAF MLA) for quality systems. The DSM is also a signatory to the Asia Pacific
Laboratory Accreditation Cooperation – Mutual Recognition Agreement (APLAC MRA) for testing
and calibration, and to the International Laboratory Accreditation Cooperation – Mutual Recognition
Agreement (ILAC MRA) for testing and calibration.

Foreign conformity assessment bodies are permitted to operate within Malaysia in accordance
with national laws.

The Ministry of Domestic Trade and Consumer Affairs is responsible for legal metrology.
The implementation of legal metrology related to retail trade is governed by the Weights and
Measures Act 1972.

National Measurements Standards are maintained by the National Metrology Laboratory
(NML) which is managed by SIRIM Berhad. NML has been appointed as the Custodian of Weights
and Measures by the Ministry of Domestic Trade and Consumer Affairs, Malaysia. NML is a
signatory to the Metre Convention and to the Global Agreement (MRA) on National Measurement
Standards and Calibration Certificates. It is a member of Asia-Pacific Metrology Programme
(APMP), Asia-Pacific Legal Metrology Forum (APLMF) and International Organisation of Legal
Metrology (OIML).
