As you may be aware, the new South Glasgow University Hospital and new
Royal Hospital for Sick Children are due to open on the current Southern site
early in 2015.
With this in mind, please note that positions based within the Victoria
Infirmary, Mansionhouse Unit, the Western Infirmary and the current Royal
Hospital for Sick Children at Yorkhill will change location and move to the new
hospitals.
Gartnavel General Hospital and Glasgow Royal Infirmary will also have some
services affected by moves to the new Hospitals.
These changes mean your base may change after joining us and you will be

This post, which comprises 10 PA’s, is based at Leverndale Hospital, Glasgow and
involves responsibility for 15 male inpatients in one low secure ward and a proportion
of patients who move to our open pre-discharge ward. There are also 2 prison
sessions. On call responsibilities will be shared with other consultant forensic
psychiatrist colleagues on an approximately 1:13 rota.
Applicants must have full GMC registration and a Licence to Practise. Those trained
in the UK should have evidence of higher specialist training leading to a CCT in
Forensic Psychiatry or eligibility for specialist registration CESR (CP) in Forensic
Psychiatry or be within 6 months of confirmed entry from date of interview.

Job Description
CONSULTANT FORENSIC PSYCHIATRIST
LEVERNDALE HOSPITAL
Applications are invited for a full-time post in Forensic Psychiatry based at the low secure forensic unit
at Leverndale Hospital. This is part of a 50 bedded inpatient forensic service spread across 5 wards for
men with mental illness or learning disability and forensic needs. The focus is on the rehabilitation into
the community of patients whose risk management, treatment and support needs have been fully
assessed by the clinical team. This is a tremendous opportunity for a dynamic and enthusiastic
individual to join our service and take a full part in the ongoing development of the largest forensic
service in Scotland.
The post holder will be supported by a medical secretary. Core and specialist trainees are also attached
to the department. The physical care of the patients is looked after by GP sessions. There are
established forensic community mental health teams covering the NHS Greater Glasgow and Clyde
health board area. The successful applicant will be expected to work closely with colleagues to provide
a full range of services to inpatients and ensure their eventual appropriate and safe transfer to a low
secure or outpatient setting.
Present Service Provision
The division of Mental Health is responsible for the provision of mental health services for the whole of
Greater Glasgow and Clyde. The lead associate medical director of mental health and learning
disabilities is Dr Michael Smith. The clinical director for the forensic directorate is Dr Martin Culshaw.
The forensic service General Manager is Fiona McNeil and the management team operates from a
range of bases including Rowanbank Clinic, Leverndale Hospital, Douglas Inch Centre, Clutha House
and Blythswood House in Renfrew.
The post covers Glasgow and Clyde which has a total population of 1.2 million. The successful
applicant will join 12 other forensic consultants in Glasgow and Clyde and will take part in a combined
on call rota on a pro rata basis.
The directorate’s clinical staff include forensic psychiatrists, clinical psychologists, nurses, occupational
therapists and speech and language therapists who specialise in working with mentally disordered
offenders. The clinicians are fully supported by an administration team who provide secretarial and
administrative services to ensure the smooth running of the directorate. For inpatients, care is provided
through a progressive, patient focussed approach within a safe and secure environment. Treatment
interventions are underpinned by risk assessment and management to maximise the rehabilitation
potential of the individual patient. The focus is on maximising education and employment opportunities
with a view to supervised or independent living in the community in the future.
The core components of the forensic directorate are:
1. Community service: this has undergone a period of development in recent years into a robust
service for the whole of NHS Greater Glasgow and Clyde, split into two teams (Glasgow and
Clyde). The directorate provides outpatient clinics and day services in Glasgow city centre and
various settings in Clyde. Community outreach services including sheriff court and prison liaison
work across Glasgow and Clyde.
2. Forensic Learning Disability service: as well as low and medium secure learning disability beds,
there is a community forensic learning disability service across Greater Glasgow and Clyde.
3. The Rowanbank Clinic medium secure unit: a 74 bed, purpose built unit which opened in 2007
at Stobhill Hospital. It is Scotland’s largest medium secure unit and represents not only a
significant development locally but also a major expansion in the range of services within the
forensic estate in Scotland. The Clinic provides a medium secure service to NHS Greater
Glasgow and Clyde and also to the other Health Boards in the West of Scotland region. Within
the Clinic, there is a 12 bed male admissions unit and 44 male rehabilitation beds across 4
wards. There are 10 female beds across 2 wards including 4 beds for female learning disability
patients. There is a separate 8 bed male learning disability ward. The learning disability beds
form the national medium secure learning disability service for Scotland and are funded via a
National Risk Share Scheme. There are dedicated teams of medical, psychology, nursing and
occupational therapy staff with additional input from a pharmacist, a dietician and a speech and
language therapist. The wards are supported by a well appointed community and sports centre.
4. Leverndale Hospital low secure unit: there are 50 forensic inpatient beds: 30 low secure male
mental illness beds, providing services ranging from assessment and respite through continuing
care and specialist treatments to rehabilitation; 12 close supervision learning disability beds;
and an 8 bedded, open, pre-discharge ward for intensive rehabilitation. There are dedicated
teams of medical, psychology, nursing and occupational therapy staff with additional input from
a pharmacist, a dietician and a speech and language therapist. The wards are supported by
areas for occupational therapy and other activities both indoors and outdoors.
5. Forensic liaison work: this includes prison sessions (currently 9 consultant sessions across 4
prisons); a Sherriff Court diversion scheme covering 4 courts (Forensic CPNs triaging referrals,
with medical assessments undertaken by higher trainees under consultant supervision); and
forensic assessments of patients elsewhere within NHS Greater Glasgow & Clyde Mental
Health Services.

Mental Health Services in Greater Glasgow and Clyde
Adult and elderly services in Glasgow & Clyde are managed within the construct of Community Health
Partnerships within Glasgow and within Greater Glasgow and South Clyde as part of Community Health
Partnerships or Community Health and Care partnerships. Mental Health services have up until recently
been overseen/managed by the Mental Health Partnership, which is currently going through a period of
review. There are excellent clinical and non-clinical support services available including the full range of
psychiatric sub-specialities. General adult community services are already well established and based
around generic community mental health teams. These services have been enhanced by the further
development of crisis/home support, early intervention and primary care mental health teams.
Duties of the Post
The successful candidate would work predominantly with about 15 male inpatients in one low secure
ward and would be expected to retain responsibility for the care of patients who move to our open predischarge ward. A significant proportion of the patients will have restricted patient status. All forensic
directorate patients are managed on the Care Programme Approach. The post also includes 2 prison
sessions at the women’s prison (HMP Cornton Vale) in Stirling.
The successful candidate will be expected to lead a multidisciplinary team and to assess patients for
admission, including patients moving from medium and high security settings. He/she will participate in
the forensic on call rota and cover for colleagues during absence in line with arrangements set out in the
national Terms and Conditions. The forensic on call rota covers the whole of NHS Greater Glasgow
and Clyde and, on the appointment of this post, full time consultants will be on call 1 in 13. Home visits,
court reports, Mental Health Act/Adults with Incapacity Act and liaison assessments will be undertaken
as required. Duties also include continuing clinical responsibility for the patients in your charge allowing
for all proper delegation to, and training of, staff.
Specific responsibilities of the post will include the following:
1. Consultant leadership within a multidisciplinary inpatient team.
2. Responsible Medical Officer for detained and restricted patients within the low secure
and pre-discharge service.
3. Responsibility for assessment and ongoing treatment of patients referred to the
service. This includes assessment of suitability for low security.
4. Participation in the forensic directorate medical on-call rota.
5. Liaison with forensic colleagues, and colleagues in other mental health services at
local, regional and national level.
6. Contribution to strategic development and ongoing development of the service.
7. Teaching and supervision to individuals from varied backgrounds and in particular
trainee medical staff.
8. Establishing and maintaining close professional links by attending and taking part in
local and national case conferences, journal clubs and other teaching.
9. Participating in the medical advisory structure through the divisions of psychiatry and
other committees.
10. Home visits, court reports, CPA, MAPPA, Mental Health Act/Adults with Incapacity
Act and liaison assessments will be undertaken as required.
The exact nature of commitments will be a matter of agreement between the post-holder, Clinical
Director and the Medical Director.
Teaching/Administration
The post holder will undertake the administrative duties associated with the care of patients and the
proper function of the clinical team. He or she will be expected to participate in the broader aspect of
administration and management within the forensic directorate.
It is expected that the successful candidate will take part in continuing professional development and
participation in audit or research is encouraged. The post holder will be actively involved in the teaching
of undergraduate medical students. In addition the post holder will be expected to participate in the
postgraduate teaching of medical staff and staff of other disciplines.
