 An Enhanced Lagrangian Relaxation Program for Constrained Hydrothermal

Generation Scheduling

This dissertation proposes an enhanced Lagrangian relaxation program (ELRP) for constrained hydrothermal generation scheduling problem. ELRP minimizes the total production cost subject to power balance, spinning reserve, up and down 15 minute spinning reserve response time, generation limit, minimum up and down time, generation ramp limit, on/off line minimum level, transmission line, environmental, limited fuel, fuel mixing ratio, gas delivery, different source gas mixing ratio, alternative fuel, water discharge, and water balance constraints. The proposed solution method solves hydrothermal scheduling problem with two coordination procedures. In the first procedure, an enhanced Lagrangian relaxation (ELR) is used to find the base feasible schedule of all thermal generation system excluding hydro power plants. ELR is enhanced by new initialization and adaptive Lagrangian multipliers to speedup the convergence. In the second procedure, heuristic search including economic dispatch by linear/quadratic programming, thermal unit decommitment and hydro plant commitment is carried out. ELRP is tested on 10 – 100 unit systems, IEEE reliability test system, hydrothermal system with/without pump storage hydro power plants, and

EGAT hydrothermal system with 83 thermal, 49 hydro, 5 pumped storage hydro plants and 4 imported electricity. It is shown that ELRP could obtain a higher quality solution than those of conventional LR, GA, EP, LRGA, GAUC, ANN, DPL, ALR,

AHN, and HMO.

Moreover, the proposed ELRP could be extended to solve centralized generation scheduling subject to the power balance, spinning reserve, transmission line, and generator operating constraints in competitive environment. The uniform electricity price is proposed in a centralized market with modified complex bid without demand bid. The 24 hour generator scheduling is conducted in one auction market to minimize the consumer payment. The system operator is responsible for coordinating the auction to produce a feasible and economical day ahead schedule. The proposed uniform electricity price scheme requires that all winning bidders are paid at the same price. The ELR algorithm is tested on the four generators and the IEEE 24 bus reliability test systems. There is no need to run heuristic search in the centralized generation scheduling. The proposed uniform electricity price results in a lower consumer payment than system marginal price based on uniformly fixed cost amortized allocation, nonuniform price, and electricity price incorporating side payment, leading to a lower electricity price.
