MEDIA ADVISORY
1. INTRODUCTION
Malaysia assumed the annual chairmanship of ASEAN beginning January 1, 2015 from
Myanmar. Malaysia's vision is the creation of a 'People-Centred ASEAN’ involving all sectors
of society.
A significant milestone for ASEAN in 2015 is the realisation of the ASEAN Community as
outlined in the 'Roadmap for an ASEAN Community 2009-2015’ where all 10 members aim
to achieve uniformity of rules and procedures and seamless physical, infrastructural and
people-to-people connectivity.
As Chairman, Malaysia’s key focus is to ensure that the priority measures and initiatives for
the ASEAN Community are in place and the integration process continues progressively
beyond 2015. Besides leading ASEAN to achieve these goals in 2015, Malaysia also sees, as
equally important, efforts to develop the ASEAN Community’s Post-2015 Vision as a guide
for the community to further prosper and grow.
Among the major meetings Malaysia hosted since assuming the chairmanship are the 26th
ASEAN Summit in April 2015, the 48th ASEAN Foreign Ministers' Meeting and Related
Meetings (AMM) from August 1 to 6, and the 47th ASEAN Economic Ministers Meeting and
Related Meetings (AEM) from August 20 to 25.
Malaysia, as the ASEAN chairman, has succeeded in demonstrating its leadership during the
26th ASEAN Summit Meeting as the excellent organisation of the Summit enabled the Host
to highlight the concept towards creating an ASEAN Community.
The 26th ASEAN Summit which concluded on April 27 in Langkawi adopted three
documents, namely the Kuala Lumpur Declaration on People-Oriented, People-Centred
ASEAN, Langkawi Declaration on the Global Movement of Moderates and the Declaration
on Institutionalising the Resilience of ASEAN and its Communities and Peoples to Disasters
and Climate Change.
The 48th AMM concluded on a high note with constructive discussions on regional and
international issues of mutual concern, which is consistent with Malaysia's overarching
theme of a People-Centred ASEAN.

At the 47th AEM, ASEAN countries have pledged to expedite efforts towards realising the
ASEAN Economic Community (AEC) and have endorsed in principle the AEC Blueprint 2025,
setting the path for the region's progress beyond 2016.
The 10-member grouping welcomed continued progress in the implementation of the AEC
Blueprint, acknowledging the 91.5 per cent or 463 out of the 506 prioritised measures that
have been implemented.
Malaysia’s chairmanship in 2015 will culminate with the 27th ASEAN Summit and Related
Summits 2015 in Kuala Lumpur from November 18 to 22.
The ASEAN Senior Officials Meeting (SOM) on November 18, 2015 and other related
meetings will precede the Heads of State/Government Summit.
Besides the Summit between the 10 Asean nations, Leaders from the regional grouping will
also host Summits with China, Japan, South Korea, India, United States and United Nations.
The 27th ASEAN Summit and Related Summits 2015 will also see the signings of the Kuala
Lumpur Declaration on the Establishment of the ASEAN Community and the Kuala Lumpur
Declaration on the ASEAN Community Vision 2025.
ASEAN is currently the seventh largest economy in the world with a combined Gross
Domestic Product (GDP) of US$2.5 trillion.
Formed on Aug 8, 1967 by Indonesia, Malaysia, the Philippines, Singapore and Thailand, the
membership of ASEAN has expanded to include Brunei Darussalam, Cambodia, Laos,
Myanmar and Vietnam.
2. ACCREDITATION & MEDIA ATTIRE
Accreditation is required for journalists/photographers/broadcasters covering the Meetings.
Media can register online at https://asean2015.gov.my/summit/registration/media or
http://asean2015.bernama.com/. The deadline for registration for both Malaysian and
foreign media is 6 November 2015.
Each media organization is requested to appoint a representative to coordinate
accreditation and accommodation arrangements for its team.
Media representatives should provide a letter of assignment endorsed by their respective
agencies with their application.
Accreditation badges and information kits will be available at the International Media
Centre. The Accreditation badges must be worn at all times.

Members of the media are required to wear proper attire (media are not allowed to wear
jeans at all) while covering all meetings during the 27th ASEAN Summit and Related
Summits 2015.
3. MEDIA FACILITIES
The International Media Centre for the 27th ASEAN Summit and Related Summits 2015 will
be located at Hall 6, Kuala Lumpur Convention Centre.
The International Media Centre will provide adequate working space, communication
facilities and other related media services to meet the requirements of all accredited
journalists, broadcasters and photographers.
The International Media Centre will begin operating from 18 November 2015 (TBC). The
operating hours are from 8.00 a.m. to 8.00 p.m.
4. MEDIA PROGRAMME
A detailed media programme will be released closer to the 27th ASEAN Summit and Related
Summits 2015. It will also be provided at the International Media Centre.

5. ACCOMMODATION
Media representatives will be responsible for their own travel arrangements and
reservation of hotel accommodation. Members of the media are requested to deal directly
with their preferred hotels on the number of rooms required, guest names, arrival and
departure dates, rates and payment procedures.

6. ENTRY FORMALITIES
International Media covering the 27th ASEAN Summit and Related Summits 2015 must have
national passports or other internationally recognised travel documents, endorsed for
travelling in Malaysia and with a validity period of at least six (6) months beyond the time of
stay allowed in Malaysia.

Please be informed that nationals from certain countries may require appropriate visas to
enter Malaysia. Media representatives can verify the visa requirement at the nearest
Malaysian Mission at http://www.kln.gov.my.
All non-resident travellers are required to complete the Travellers' Declaration Form to
declare the amount of foreign currency notes and travellers cheques they are carrying upon
their arrival and departure.
7. CUSTOMS CLEARANCE REQUIREMENTS
Media representatives bringing in equipment into Malaysia should complete the Customs
Importation Forms with detailed inventory including model and serial number of the
equipment.
Media representatives are required to get a letter/form called “Carnet” from their
respective Customs authorities. This form will indicate equipment being brought in to
facilitate coverage of the 27th ASEAN Summit and Related Summits 2015.
Upon arrival at Malaysian Customs, the “Carnet” must be shown, duly authorised by the
Customs in the country of origin. This is to ensure that all equipment brought in by the
media representatives is taken out of Malaysia on departure. The form will endorse the full
list of equipment being brought into Malaysia.
8. HEALTH
Vector surveillance is carried out in all ports and airports for Aedes Aegypti mosquitoes.
Travellers without a valid Yellow Fever vaccination certificate, approved by WHO and
administrated at an approved Yellow Fever Vaccinating Centre, will be quarantined upon
arrival in Malaysia. Media Representatives whose points of departure for Malaysia are from
Latin America or African countries should have a valid Yellow Fever Vaccination Certificate.
9. MEDICAL FACILITIES
The relevant hospitals in Kuala Lumpur have been alerted to provide outpatient and
inpatient services. Ambulance service will be provided when necessary to ferry the sick to
hospital. There will be doctors and paramedics to provide immediate emergency services to
delegates, participants and media representatives attending the 27th ASEAN Summit and
Related Summits 2015.
However, those accorded medical services will be financially responsible for all services
beyond the scope of the clinic including:

1. INTRODUCTION
Radio Television Malaysia (RTM) has been appointed by the Ministry of Foreign Affairs
Malaysia as Host Broadcaster (HB) for the 27th ASEAN Summit and Related Summits 2015.
This Fact Sheet outlines services and facilities provided by the Host Broadcaster for
Broadcast media during the 27th ASEAN Summit and Related Summits 2015.
The 27th ASEAN Summit and Related Summits 2015 will be held at the Kuala Lumpur
Convention Centre from 18 – 22 November 2015. All Host Broadcast Services and Facilities
will be located within the International Media Centre (IMC): Kuala Lumpur Convention
Centre (KLCC) (Exhibition Hall6).
The facilities stated in this Fact Sheet are standard for the majority of the requests. Should
media representatives require a facility not covered in this Fact Sheet, please contact RTM
with specific details pertaining to your requirement.
2) HOST BROADCASTER SERVICES/FACILITIES AT THE KUALA LUMPUR CONVENTION

The Host Broadcaster (HB) will produce live multi-camera coverage of key elements
of the 27th ASEAN Summit and Related Summits 2015 including:
 Official Opening remarks
 Closing Ceremony and Press Conference related to the 27th ASEAN Summit and
Related Summits 2015
 HB pool footages will also be available from other events not designated for live
coverage

Footages and Live Feed will be made available at the media centre at no cost to
accredited broadcasters.

HB will not be providing the gateway and earth station for other
broadcasters. However, request can be made to HB and we will assist in coordinating with
our local telecommunication provider, Telekom Malaysia for all requests.

3) SKMM/SIRIM
The SKMM/SIRIM are the Malaysian Government bodies responsible for managing access to
radio frequency spectrum. Media Representatives who intend to use radio transmitting
equipment must register their product with SKMM for approval prior to arrival in Malaysia.
4) NON EQUIPMENT DEDICATED STAND-UP POSITION
The position is available within the International Media Centre (IMC), Kuala Lumpur
Convention Centre during the 27th ASEAN Summit and Related Summits 2015 Media Centre.
All booking requests for Stand-Up Position must be forwarded to the 27th ASEAN Summit
and Related Summits 2015 Media Secretariat at Hall 6, KLCC.
