Overview
Asia-Pacific region has achieved rapid and dynamic development as the growth center of the world.
In order to sustain the growth in the future, there are a lot of social challenges to be tackled such as
heavy traffic jams, shortage of healthcare and social services as well as global issues such as scarcity
of food, natural disasters, and environmental problems. Taking into account the those situations,
APEC leaders have reached a consensus on the following framework as the “APEC Growth Strategy”
to guide APEC activities that aim to promote balanced, inclusive, sustainable, innovative and secure
growth.
On the other hand, there is no doubt that Information Communication Technology (ICT) contributes to
the growth in this region.Recent advances in ICT have made it possible to extract insights from
enormous amounts of data in shorter time periods through the use of even more advanced software
and hardware, to send and receive information in real time through the spread of the internet and cell
phones, and to grasp as data the movements of various kinds of goods through the use of integrated
IC chips.
As a result, ICT has become an important driver of new innovation and advances of productivity in
economic activity. In addition, ICT is expected to resolve global problems such as energy and resource
constraints and global warming, and to bring greater efficiency to and to raise the level of various social
systems such as transportation, public safety, medicine, education, and government services.
In this context, it is believed that ICT is one of the most important pillars in “Sustainable Growth” and
“Innovative Growth”. Also, the Leaders recommended that APEC continue its efforts to achieve
APEC’s goal to have universal access to broadband in all economies and use IT to deal with
socioeconomic issues based on the Bangkok declaration in TELMIN7.
Bearing the above in mind, including the instruction from AELM and TELMIN, an initiative aiming to
“Realize Smart Socioeconomic Activities through ICT Application” (Smart ICT Application Initiative)
was poposed by Japan at TELWG in Chinese Taipei.
The Initiative is to aim for a higher level of “smart”ness in regional socioeconomic activities through
IT application by working together toward solutions to economic, technical, and systemic challenges.
To achieve this goal, APEC need to launch a process of sharing and clarifying the benefits of specific
efforts in each economy regarding the use of IT in various fields such as the environment, energy,
transportation, health care, logistics, emergency response, and administrative services.
As a first step of specific efforts based on the initiative, this seminar deals with “Green ICT” whose
concept covers energy conservation by ICT and energy conservation of ICT.
The seminar is to enhance our common understanding how ICT could contribute to make various
socioeconomic activities smarter and would also focus on the importance of “Green ICT” as well as
identifying the challenges which governments need to address to promote it.
Finally, it also aims to share the importance of benchmarking of data center’s energy efficiency as
one of the policy issues.

This session will introduce the efforts of governments and businesses to promote smart ICT application
and the participants will recognize the potential of ICT to improve various socioeconomic issues.

Session 2: Green ICT policy ~ICT application in the field of environment
Green ICT is the concept to promote energy conservation through the deployment of more energy
efficient ICT devices and systems including data center (of ICT) and ICT utilization in many sectors (by
ICT). It is obvious that ICT is the key driver of achieving the low carbon society. This session will
introduce how to conduct the policy to promote Green ICT activities and participants will learn the
effective policy formulation in terms of Green ICT. (Time: 50 min)

Session 3: Best practices of Green ICT in APEC region
Green ICT is the broad concept covering energy conservation by ICT and of ICT. This session will
present several specific efforts made by governments and businesses for Green ICT. At the same time,
the participants will learn how Green ICT activities are effective in terms of environmental aspects and
energy conservation among APEC economies. (Time: 120 min)

Session 4: Policy challenges to promote Green ICT
In order to promote activities for Green ICT, Establishing common evaluation methods for
environmental impact of the activities is the key policy challenge and this session will introduce the
related efforts made by ITU(International Telecommunication Union).Moreover, recent years, it is
recognized that the importance of energy conservation in data center has been growing in accordance
with the expansion of ICT utilization globally. However, it is not well developed the evaluation method
for data centers’ performance of energy saving. This session will also focus on the necessity of
Benchmarking of data center’s energy efficiency as a policy issue to be addressed in APEC. (Time:

Guest Speakers Biographies
Mr. Tomoo Misaki
Senior Technical Engineer and Manager Advanced IT Division, Nomura Research Institute, Ltd. of
Japan.
He received his B.A. in Computer Science from Brown University, U.S., in 1984, and M.S. in
Telecommunication from Pace University, U.S. in 1991. In 1980, during his undergraduate period, IBM
has extended a full time position. He was working and studying at the same time for 4 years for his
undergraduate degree, and 1 1/2 year for his Masters degree. He spent most of his 14 years with IBM
at T. J. Watson Research Center’s Computer Science Dept. Upon his return to Japan, he joined
Nomura Research Institute in late 1993. At Nomura, he held various positions as a Technologist with
Technology Division, Securities Industry Division, and Data Center Operations subsidiary. He has
been working on Green IT and ICT for the last 2 years mainly with The Green Grid Association.
Mr. Daniel Castro
Daniel Castro is a Senior Analyst with ITIF specializing in information technology (IT) policy. His
research interests include health IT, data privacy, e-commerce, e-government, electronic voting,
information security and accessibility. He has experience in the private, non-profit and government
sectors.
Before joining ITIF, Mr. Castro worked as an IT analyst at the Government Accountability Office (GAO)
where he audited IT security and management controls at various government agencies. He
contributed to GAO reports on the state of information security at a variety of federal agencies,
including the Securities and Exchange Commission (SEC) and the Federal Deposit Insurance
Corporation (FDIC). In addition, Mr. Castro was a Visiting Scientist at the Software Engineering
Institute (SEI) in Pittsburgh, Pennsylvania where he developed virtual training simulations to provide
clients with hands-on training of the latest information security tools. He has a B.S. in Foreign Service
from Georgetown University and an M.S. in Information Security Technology and Management from
Carnegie Mellon University.
Mr. Kenjiro Suzuki
Director for International Affairs,Information Policy Division,Commerce and Information Policy
Bureau,Ministry of Economy, Trade and Industry (METI)
After graduating from Meiji University’s faculty of law, Kenjiro Suzuki joined the Ministry of International
Trade and Industry (MITI) in 1986. In his career, he spent three years, from 2000 to 2003, in Houston
Office of Japan National Oil Corporation. After that, he continued to work at Environment Policy
Division, Industrial Science and Technology Policy and Environment Bureau, and Steel Industry
Division, Manufacturing Industries Bureau, METI. In 2007, he started to work in current division serving
as the Director.
Mr. Andrew Buchanan
Andrew Buchanan currently holds the position of Director of Smarter Planet Sales for IBM Japan's
business. Japan contributes over 10% of the IBM Corporation's revenue. He is responsible for
developing and selling IT solutions for social infrastructure projects such as smart grid, smarter
buildings and smarter house. In a career spanning 13 years with IBM, Andrew has held a variety of
senior roles in consulting, service delivery, marketing and business development. He has worked
closely with clients in various industries including the telecommunications, government, healthcare and
education. Andrew has spent most of his career in the Asia Pacific region, primarily in Australia, Japan
and China. Andrew has a Bachelor of Business (Marketing) and Bachelor of Arts (Chinese) from
Monash University in Australia. A graduate of the INSEAD / Wharton Master Deal Maker Program.
Mr. Koichi Fujinuma
Deputy Director, Advanced Information Systems and Software Division, Ministry of Internal Affairs and
Communications (MIC), Japan
His current role at MIC is to promote ICT policies in terms of addressing Climate Change. Prior to this
position, he was a deputy director for resource allocation, Council for Science and Technology Policy
(CSTP), the Cabinet Office of Japan.
He holds MA degree from Stanford University, MS in EE degree from Tohoku University, and MIA (Int’l
Affairs) degree from Columbia University.
Mr. Atsushi Taketani
Director, Device Industry Strategy Office, Ministry of Economy, Trade and Industry
In 1990, Taketani joined the Ministry of International Trade and Industry (currently, the Ministry of
Economy, Trade and Industry). Following his service at the Embassy of Japan in the U.S. from 2004 to
2007, he was Senior Director for Global Environmental Affairs Planning at the Ministry of Economy,
Trade and Industry from 2007 to 2008. He has held various key positions for environmental affairs,
including Director of the Global Environmental Affairs Office of the same ministry from 2008 to 2009.
He has served in the present position since July 2009.
Mr. Kazuro Ito
General Manager, Green Factory Solutions Business Headquarters, Yokogawa Electric Corporation
He received his BSEE from The University of Electro-Communications in 1976 and MS in Energy
Science from Tokyo Institute of Technology in 1978. He joined Yokogawa in 1978 and started his
career as a designer of electric measurement instrument system. After having accumulated design and
marketing experiences in measurement systems, he has been working on new business development
in Industrial Automation segment in light of energy efficiency.
Mr. Makoto Kobayashi
Manager, Data Center Business Unit, Business Solutions Sector,
Solutions & Technologies Company, NTT DATA CORPORATION, Japan
Kobayashi Makoto graduated from Department of Architecture and Building Science, Yokohama
National University, has engaged data center business and its related operations at NTT DATA
CORPORATION since 1992. Since 2007, he has started put an effort into an implementation of
environmentally friendly green data center. Since 2008, as a member of Green IT Promotion Council,
He has tackled a new indicator for datacenter.
Dr. Flavio Romano
As the Senior Economist with Infrastructure Australia, Flavio Romano is leading the programme for
advising on strategic challenges to Australia’s economic infrastructure — such as sustainability and
population growth pressures. One encompassed project analyses the potential role of information and
communications technology in improving the sustainability of urban transport networks, through
reforms such as intelligent transport systems and teleworking.
In his previous role with the Australian Treasury, Dr. Romano managed policy projects relating to the
effectiveness of economic regulation of infrastructure networks for enhancing innovation and economic
growth.
As a Visiting Research Fellow with the University of New South Wales, Dr. Romano’s research
interests include the relationships between technological innovation, regulatory design and economic
growth. His publications include books on the technological and public investment policies of various
governments, including the Clinton Administration in the United States and the Blair Government in the
United Kingdom. He has presented papers on technology policy, economic growth and public
investment to international conferences.
Dr. Romano holds PhD and M.A. degrees in Economics from the University of New South Wales and a
B.A. degree in Economics and Public Administration from the University of Sydney.
Mr. Ling Keok Tong
Mr Ling Keok Tong is currently the Deputy Director in IDA’s Technology and Planning Group. His
portfolio of responsibilities includes developing and engaging the whole of government on Green ICT
initiatives. In addition, his team serves as the secretariat to the national IT Standards Committee
(ITSC); promoting the development and adoption of IT standards.
Prior to the current appointment,
he has undertaken a wide spectrum of roles in IDA handling regulation, infrastructure development and
strategic planning.
Dr. Rong-Yih CHEN
Deputy Senior Managing Director, Innovation Business Development Department, Chunghwa Telecom
Co., Ltd.
He received his M.S. degree in Communication Engineering from the National Chiao Tung University
and Ph.D. degree in Electrical Engineering from the National Tsing Hua University, Hsinchu, Taiwan, in
1984 and 1993, respectively. In 1984, he joined Telecommunication Laboratories of Chunghwa
Telecom . He has been with Chunghwa Telecom for over 25 years with his scope of work in research
on adaptive signal processing, loop plant system engineering, digital subscriber line systems, wireless
communications and networking technologies. He is currently responsible for the Innovation Business
Development Department in Chunghwa Telecom Co., Ltd.
Dr.Yasuyuki Sugiyama
Executive Manager, Research Planning Section, concurrently, Project Manager, Environmental
Management & Provisioning Project, NTT Energy and Environment Systems Laboratories.
He received his B.S., M.S., and Dr. Eng. degrees in electronic engineering from Waseda University,
Tokyo, in 1985, 1987, and 1994. In 1987, he joined NTT Electrical Communication Laboratories, and
from 1987 to 1993, he worked on optical data storage systems. He was a visiting scholar at Stanford
University in 1998. Since 2002, he has been studying the environmental impact of ICT systems. He
was a Senior Manger, Environmental Protection Office at NTT from 2006 to 2009.
Mr. Graeme Keith PHILIPSON
Graeme Philipson is founder and Research Director of Connection Research, a market analysis firm
specialising in the convergence of digital and environmental technologies. He has been in the IT
industry for more than 30 years, most of that time as a market analyst and journalist.
He is author of Connection Research’s innovative Green IT, Sustainable Home and Connected Home
reports, and heads up the company’s research activities in the IT, sustainable technology, and home
automation industries. Connection Research in involved in the development of a new environmental
rating system for data centres in Australia, and has developed a widely used Green IT Benchmarking
methodology.
He was founding editor of MIS Magazine, Research Director for Gartner Asia Pacific, Editor of
Computerworld Australia, and Research Manager for Yankee Group Australia.
Mr. Dan Azevedo
Director, Data Center Architecture, Strategy and Innovation
Symantec Corporation
As director of Data Center Architecture, Strategy and Innovation for Symantec, Dan is accountable
for the efficiencies of the data center program including architecture, engineering, implementation and
operations globally. He currently supports data center locations comprised of Colocation, Managed
Service Provider, and in-house data centers. Dan is also responsible for Symantec’s Green IT
Program and is a member of Symantec’s Environmental Stewardship Council. Dan Joined Symantec
in February 2002 and has managed the Network Operations Center, the Data Center Operations team,
the Data Center Engineering and Global Backup Operations teams. Prior to Symantec, Dan was with
Terraspring a private software company providing Grid Computing Architecture. Dan’s responsibilities
included supporting the IT Operations Control Center and Data Center Operations.
For The Green Grid, Dan serves on the Board of Directors and is Chairman of the Metrics and
Measurements Working Group within the Technical Committee. Dan leads the taskforce for
Harmonizing Global Metrics for Data Center Energy Efficiency with the world’s leading governmental
experts from the United States, European Union and Japan. Dan is also The Green Grid lead for the
Data Center Metrics Coordination Taskforce comprised of U.S. Industry leaders.
Dr. Takao Shiino
Counselor, Nomura Research Institute
Dr. Shiino joined Nomura Research Institute (NRI) in 1979 and engaged in numerous research and
consulting projects. He became member of the Board of Directors of NRI in 2000. After holding
various positions, including director in charge of Research & Consulting Division, he became
Corporate Senior Vice President in 2002, to oversee Distribution & Social Systems Division. He
assumed the present post of Counselor of NRI in April 2007.
He serves as Executive Board Member of Japan Information Technology Services Industry
Association (JISA) from May 2007, and assigned as a chairman of Green IT committee. He Joined
Green IT promotion council from the beginning, and has been acting at DataCenter Energy Efficiency
workgroup.
Dr. Shiino earned a B.S. in Biology degree in 1977 and a Master of Science in Biology from Tokyo
University in 1979, and a Ph.D. of Energy Management and Policy from the University of Pennsylvania
in 1984.
Dr. Piyawut Srichaikul
Assistant Executive Director, Platform Technology Program, National Electronics and Computer
Technology Center (NECTEC), National Science and Technology Development Agency (NSTDA),
Ministry of Science and Technology (MOST), Thailand.
Piyawut Srichaikul is a Bangkok native. In 1995, he started his career at NECTEC as a researcher in
the area of High Performance Computing and Computational Science and Engineering. Since then,
he was involved in multiple areas of information technology such as cluster and grid computing, data
warehouse, digital archive, data mining, and knowledge engineering. He accepted his current
position in 2009, to mange NECTEC Platform Technology Program.
Dr. Srichaikul holds B.Sc. (physics) from Chulalongkorn University, Thailand,
Ph.D.(solid state physics) from Auburn University, Alabama, USA.
