This document sets out allocations for the second Capital Investment Fund (CIF2). It includes capital allocations for higher education institutions (HEIs) for learning and teaching and additional capital allocations for research for the financial year 2013-14. Key points 2. The allocations to HEIs under CIF2 are determined by formulae. 3. Using the formulae, we have allocated £33 million to the second Learning and Teaching Capital Investment Fund (TCIF2) for the financial year 2013-14. These allocations are at Annex A and will be paid automatically in three equal instalments in August and November 2013 and February 2014. 4. In March 2011 we published ‘Capital Investment Fund 2: Capital allocations for learning and teaching 2012-13; capital allocations for research 2011-12 to 2014-15’ (HEFCE 2011/08, available at www.hefce.ac.uk/pubs/hefce/2011/11_08/) in which we announced the second Research Capital Investment Fund (RCIF2). 5. The HEFCE Board reviewed its non-recurrent funding decisions on 31 January 2013, and agreed to increase RCIF2 for the financial year 2013-14 by £3 million. The additional RCIF2 allocations are at Annex B. These funds will be paid automatically in three equal instalments in August and November 2013 and February 2014. 6. These allocations can be used to invest in HEIs’ supporting infrastructure. Action required 7. No action is required. 1 Background 8. The second round of capital funding provided through the Capital Investment Fund (CIF) provides funding from April 2011 to March 2015. 9. The first round of CIF provided funding from April 2008 to March 2011. Prior to 2008, capital funding was provided through: a. Project capital allocations, which have addressed learning and teaching and IT capital requirements since 2000. b. The Science Research Investment Fund, which has addressed research capital requirements since 2002. Capital Investment Fund 2 10. As with the first Capital Investment Fund, CIF2 should be regarded as a single source of capital funding to support investment in higher education institutions' (HEIs') physical infrastructure. Within this there are two elements: the Learning and Teaching Capital Investment Fund (TCIF) and the Research Capital Investment Fund (RCIF). 11. Further information regarding the aims of TCIF and RCIF can be found in the March 2011 publication ‘Capital Investment Fund 2: Capital allocations for learning and teaching 2012-13; capital allocations for research 2011-12 to 2014-15’ (HEFCE 2011/08, available at www.hefce.ac.uk/pubs/hefce/2011/11_08/). Funding available 12. In January 2013 the Board agreed that £33 million would be distributed through TCIF2 to HEIs in financial year 2013-14. These allocations are listed at Annex A. 13. These funds are available to support learning and teaching. The £33 million includes £3 million for science and engineering teaching laboratories. 14. We will announce the allocation covering TCIF2 for 2014-15 after we have received the 2014-15 annual grant letter from the Department for Business, Innovation and Skills and once the Board has decided how any further teaching capital is to be distributed. 15. Also in January the Board agreed that an additional £3 million is to be distributed through RCIF2 in the financial year 2013-14. These allocations are listed at Annex B. 16. Some institutions have not met the requirements of CIF2. In these instances we have allocated only 60 per cent of their original formula-based allocation. How the allocations were calculated 17. The formulae we have used to allocate funding to HEIs are set out below. 2 Learning and Teaching Capital Investment Fund 2 18. For TCIF2 £30 million has been allocated pro rata to the sum of an HEI’s1: final 2011-12 mainstream standard teaching resource 2011-12 widening participation allocations 2011-12 improving retention allocations 2011-12 research-informed teaching allocations 2011-12 institutional learning and teaching strategies 2011-12 Teaching Agency resource for initial teacher training 2011-12 clinical consultants’ pay allocations 2011-12 senior academic GPs’ pay allocations 2011-12 NHS pensions scheme compensation 2011-12 targeted allocations for part-time undergraduates, accelerated/intensive provision, institution-specific, maintaining capacity in strategically important and vulnerable subjects (SIVS) following the equivalent or lower qualification (ELQ) policy, additional funding for very high cost and vulnerable science subjects. 19. For science and engineering laboratories, £3 million has been allocated pro rata to the final 2010-11 mainstream standard teaching resource for price group B only. 20. Annex A shows details of estimated indirectly funded student full-time equivalent (FTE) that is included within HEIs’ TCIF2 allocations. 21. As in previous years, where the operation of these formulae would result in an allocation of less than £10,000 we have allocated no funding. Additional Research Capital Investment Fund 2 22. The additional RCIF2 funding has been allocated pro rata to the existing research capital allocations for the years 2011-12 to 2014-15. Funding for the support of HEI infrastructure 23. HEFCE recognises that, in many cases, capital investment in infrastructure supports both learning and teaching, and research. TCIF2 and RCIF2 can fund capital investment for both teaching and research. Action required 24. Institutions have been informed whether they have satisfied the requirements of the second Capital Investment Framework; no further action is required. 1 Resource calculations have not been altered to take into account the impact of transfers since 2011-12.
