POSITION DESCRIPTION
Job Title:
Welfare-to-Work Job Placement Specialist
Summary:
This position will provide job placement services to work eligible TCA recipients served
by the Harford County Department of Social Services.
Essential Job Functions
Job Search and Referral Services
 Provide direct employment exploration with employers
 Provide employability development skills: job search techniques, completing job
applications, interviewing techniques, and appropriate workplace behaviors
 Provide customers access to local job fairs, employment sites, and employer
presentations on site
 Assist Customers in the use of the Maryland Workforce Exchange
Employment and Employment Retention Services
 Develop job placements
 Refer customers to job openings
 Inform employers of tax credits, hiring incentives (subsidized employment)
 Serve as a liaison between the customer and employer
 Monitor employment transition of the customer
 Coordinate retention services with existing job retention services
Subsidized Employment
 Develop subsidized employment sites
 Monitor the customers in subsidized employment
Case Management
 Monitor and document customers in employment exploration, job search, and
employment experiences
 A participation and progress report on each customer will be forwarded to the
DSS case managers
File Management
 Documentation of the customer’s participation in job search and employment
services will be collected and entered into the Department of Human Resources’
automated systems: CARES and WORKS.
Special Projects


Assist with special projects as requested

Knowledge, Skills, Abilities
1. Thorough knowledge, skills and abilities in providing employment counseling to
job seekers with special needs.
2. Knowledge, skills and abilities in human relations, and strong interpersonal skills
3. Knowledge, skills and abilities to communicate effectively orally and in writing
with job seekers, vendors, county agencies, and others within and outside of the
organization.
4. Skills and ability to organize plan and execute work with minimal supervision.
5. Ability to use computer and related software.
6. Ability to present information in a workshop setting.
7. Ability to maintain confidentiality of client/customer information.
Required Qualifications
(Any acceptable combination of education, training, and experience that provides the
above knowledge, skills and abilities may be substituted)
Training and/or Education
Bachelor’s degree in related field
Experience
Experience related to counseling, case management, employment services, interviewing,
goal setting, customer service, and computer skills
Licenses or Certificates
None
Work Environment
Physical Demands
Work is performed in an office setting and in the community (job development)
