The whole career from 1975 onwards consists of experience in
administration
Finance and Management
My experience as Special Secretary Finance, Govt of Tamil Nadu
1993 and as Member (Accounts) Tamil Nadu Electricity Board (1993
to 1996) gave me insight into State budgeting and the financial
functions of PSU’s. My experience as MD’s of PSU’s (MD, Tamil
Nadu Agro Industries Corporation 1986, MD, Arasu Cable TV
Corporation 2007 to 2008 and GM, Delhi Milk Scheme 1992) gave
me further experience in corporate management and finance. I was
also MD of a private company, (New Tirupur Area Development
Corporation 2007-2008) which gave me exposure to capital
markets, banking issues and corporate governance issues. As
National Officer FAO of the United Nations, I had to negotiate
bilateral donor funded projects as well as NGO funded and
multilaterally funded projects. From 2000 to 2004 as Joint
Secretary, National Security Council, I dealt with issues of national
economic security and international economic issues of trade,
development, smuggling, terrorist financing, narcotics, fake
currency, money laundering and hawala and the politics of
international aid.
Law
My experience of legal issues was especially important during my
service as Under Secretary Election in 1979-80, as Deputy
Secretary, Ministry of Home Affairs, as FAO National Officer 19961998 and as MD of various corporations.
Highways Engineering
As Chairman NHAI from October 2008 to date, having the main
area of Highway Engineering, highway projects have been
successfully implemented.
During this period, I have gained
thorough understanding of highway engineering.
Besides, as Chairman, NHAI, I have also gained wide knowledge in
the areas of Administration, law, finance and management.

During my tenure as Chairman, NHAI since 2008 to date 74 projects have been
awarded amounting to Rs. 70,194 crores (TPC) and 60 projects have been completed
amounting to Rs. 20,306 crores (TPC).
16. I currently work as a private consultant to select firms in the power sector and
infrastructure sector.
I also serve as an independent director on the board of National Buildings Construction
Company (NBCC), A PSU. I recently served as a economic security expert on the National
taskforce to review National security systems which was headed by Mr. Naresh Chandra.
I am also serving as an independent director of Buildings &Factory Division of M/S L&T.
