Section 3: Analysis of Conditions - Condition of Major Components ACB HVAC - Air Conditioning: The air conditioning systems in these buildings vary from good to poor condition. The 550-ton chiller in the Boiler Plant was recently converted to R-123 and is in good condition. This chiller, however, is oversized and there is no backup. The cooling tower on the roof is leaking. The original absorption chiller and cooling towers are abandoned. The original transite underground chilled water piping is leaking. The chiller in the Atlantic City Center is in good condition. The rooftop condensing units are deteriorated due to salt air. The numerous split systems in the building increase maintenance efforts. The lack of stand-alone air conditioning in the C building auditorium makes for uncomfortable conditions on warm days when the chiller plant is shut down. There is a lack of air conditioning in the server rooms in B-2 and the Atlantic City Center. There is a need to redo air conditioning in the K building computer rooms. Pumps in buildings B3 and D are deteriorated and have no backup. The NCR building rooftop units are all electric and deteriorated. EEB Electrical Emergency Systems: The diesel emergency generator at the Boiler Plant is newer and in good condition. There is a problem with diesel exhaust blowing across campus. The J building generator has a similar problem and in addition the unit is older and unreliable. There is no emergency generator at the Atlantic City Center. EHB Exhaust and Ventilation System: Exhaust systems appear to be in fair condition. Toilet exhaust is deficient in the original campus buildings, the NCR building, and the Atlantic City Center. Electrical room ventilation in J building and elevator room ventilation in the Atlantic City Center is deficient. ELB Electric Lighting: Lighting is generally fluorescent throughout the buildings, which was recently updated with T8 ballasts. Incandescent spotlights are also in use in the B buildings, H, J and the Atlantic City Center. There is a lack of occupancy sensors in most buildings. The B complex exterior lighting is temporary. The lighting is generally in good condition and lighting levels are generally adequate. EPB Electric Power Supply and Distribution: Older campus buildings have grounding problems. GFI receptacles are lacking in a few isolated areas. J building is lacking 120/208V capacity. There appears to be adequate receptacles and electrical distribution throughout most of the buildings for current occupancy. FAB Fire Alarm System: All buildings are equipped with fire alarm systems and fire extinguishers. The Simplex fire alarm system is monitored in the Security building. The ADT system in the NCR building is not monitored. FPB Sprinkler System: Most of the buildings are fully sprinkled. Most of these systems are dry pipe. The NCR building is not sprinkled. The K building computer room has a Halon suppression system. HEB HVAC - Heating: The hot water boilers in the Boiler Plant are older and nearing the end of their useful life, as are the boilers in the Atlantic City Center. The breeching in the Boiler Plant is deteriorated. Some of the hot water radiators are damaged and deteriorated, such as in C, H, J and K buildings. Pumps in some buildings are older and deteriorated and have no backup. KLB Kitchen/ Laundry Equipment: The M building refrigerator compressor is older and near the end of its useful life. The grease traps in the C building kitchens are due for replacement. MCB HVAC - Controls: The College recently installed a campus-wide DDC system. Some pieces of equipment need to be added to the system and some buildings need additional control points. The Atlantic City Center has a pneumatic control system. MDB HVAC - Distribution: The air distribution systems in these buildings are in fair condition. The fan coil units and convectors in the original campus buildings are original and deteriorated. The exhaust ducts in the kitchens are in need of cleaning. Air handling units in C, D, E, H, K and R buildings are deteriorated. Piping and insulation is deteriorated in A, F, H, J, and K buildings. Mold is an IAQ concern. PLB Plumbing Systems: Plumbing systems and fixtures vary from good to poor condition. Water coolers are generally not handicap accessible. Most restrooms are accessible. Backflow prevention is lacking. Water piping is deteriorated in E building. Domestic water heating systems in A, C and E buildings are deteriorated. The well and septic systems at the NCR building are of insufficient capacity. Water pressure is low at the Atlantic City Center. The domestic water, fire and deep well pumps in the Boiler Plant are original and deteriorated. The water tank level controller is inoperable. The water tank has not been inspected or cleaned since it was new. Section 4: Conclusions - Improving the Conditions of Major Components ACB HVAC - Air Conditioning: Replace the rooftop cooling tower. Replace the abandoned chiller and cooling towers in the Boiler Plant with 300-ton units. These units can act as primary and the 550-ton chiller can act as backup. Replace the original transite underground chilled water piping. Replace the chiller, condensers and various split systems in the Atlantic City Center with a larger chiller and cooling tower capable of cooling the entire building. Install a DX cooling unit in the C building auditorium. Install split system air conditioners in server rooms. Modify Liebart units serving the K building computer room. Replace deteriorated pumps and install backups. Replace the NCR building rooftop units with gas-fired package rooftop units. EEB Electrical Emergency Systems: Install a stack on the Boiler Plant generator. Replace the J building generator with a natural gas unit and relocate away from building air intakes. Install a natural gas fired emergency generator at the Atlantic City Center. EHB Exhaust & Ventilation System: Upgrade toilet exhaust systems. Install exhaust systems in electrical and elevator rooms. ELB Electric Lighting: Replace incandescent spotlight bulbs with compact fluorescent bulbs. Install occupancy sensors. Install permanent site lighting in the B complex courtyard. EPB Electric Power Supply and Distribution: Correct grounding deficiencies in older campus buildings. Install GFI receptacles in restrooms and labs. Install additional 120/208V transformers and distribution panels in J building. Perform a campuswide electrical load survey to evaluate capacities for future building usage. FAB Fire Alarm System: Convert the Simplex and ADT fire alarm systems to Honeywell equipment to use fiber optic network for reporting and integrate with other Honeywell systems. FPB Sprinkler System: Convert dry pipe sprinkler systems to wet pipe. Install wet pipe sprinklers in the NCR building. Replace the Halon extinguishing agent in the K building computer room with Ansul Inergen or another compatible extinguishing agent. HEB HVAC - Heating: Replace the hot water boilers in the Boiler Plant and Atlantic City Center. Replace old pumps and provide backups. Replace boiler plant breeching and stack. Replace damaged radiators and covers. KLB Kitchen/ Laundry Equipment: Replace the M building refrigeration compressors. Replace C building kitchen grease traps. MCB HVAC - Controls: Controls in the Atlantic City Center should be replaced with Direct Digital Control systems. Add additional control points as needed to the EMS system. MDB HVAC - Distribution: Fan coil units and convectors should be replaced in the original campus buildings. Ductwork should be cleaned to in the kitchens. Replace deteriorated air handling units and relocate to improve accessibility. Replace pipe insulation and repair piping to correct mold problems. PLB Plumbing Systems: Replace water coolers, restroom fixtures, and modify restrooms to provide fully handicap accessible facilities. Install backflow preventers to protect drinking water supplies. Replace domestic water piping in E building. Replace deteriorated hot water heaters and storage tanks. Asbestos should be removed incidental to these projects where it is identified. Upgrade NCR building well and septic systems. Provide booster pump for the Atlantic City Center. Replace the domestic water, fire and deep well pumps in the Boiler Plant. Provide a pressure control system for domestic water. Replace water tank level controller. Provide ultrasonic inspection of water tank and clean and repair tank.
