Executive Summary
Incidents

Drug-related Incidents have decreased significantly over the 3 rd and 4th
quarter of 2003/4 (See Fig 7).

Barrow has the highest rate of incidents per 1000 of the population
since quarter 1 in 2001/2002. This rate is now decreasing (See Fig 9).

Figures 10/11 show areas in Eden and South Lakes, including Penrith,
Windermere and Kendal wards, highlighted as problem areas for drugrelated incidents when standardised per 1000 of the population.
Crime/Offences

65% of offences were for Cannabis and 15% for Heroin. See Fig 13.

Barrow has the highest number of offences. See Fig 14.

Barrow has the highest number of Class A Drugs offences with 35% of
all drugs offences. Eden (20%) and South Lakes (17%) have the
lowest percentage of Class A drugs offences. See Fig 15.

Cocaine has had an increase in terms of possession offences (Fig 23).

Quarter 2 2003/4 had a major increase in Heroin supply offences in
Carlisle, probably due to police operations. See Figures 33 34, and 36.

Heroin has the highest percentage (72%) of offenders charged /
summoned in terms of drug possession offence outcomes. See Fig 43

98% of Heroin and 67% of Cannabis Resin supply offences were dealt
with by a charge / summons. See Figure 44.

Female offences for Heroin are well above the average. See Fig 45.
Offenders
 Eden has the highest rate of drugs possession offences per 1000 of
the population for the lowest age ranges (15-19). This is even the case
when only offenders who live in the District they offended in were used.
See Figures 46, 47, and 48.

Cannabis has the lowest mean age and Heroin the highest (Fig 50).

59% of possession and 69% of supply offenders are unemployed. See
Figures 53 and 58.

The population pyramids show that the Census population doesn’t
reflect the drug Offending population in any District. See Figures 59-73
INTRODUCTION
This report is a statistical analysis of Drugs in Cumbria using Cumbria Police
data and information. The report is split into three sections. The first section
studies the POLiS Incidents relating to Drugs, the second section analyses
the Drug offences/crimes and the final section analyses the profile of the
offenders of drug offences/crimes. The report splits the information into the
Districts and Drug types over a three-year timescale throughout all three
sections. This report is a refreshment of a previous report with the addition of
three months worth of data. Most of the detail may not have changed
dramatically, but the timelines will be extended.
METHODOLOGY
The date range for the timeline data analysed over a time period includes all
the data from 01/04/2000 to 31/03/2004. The date range for the data when
analysing crime patterns and offenders is 01/04/2001 to 31/03/2004.
The location is Cumbria, with spatial detail mainly at District level.
The Data is extracted from the police systems using the following criteria:

Incidents were extracted from the POLiS Incidents System that
contained the following (see figure 1) drugs related incident types
and/or result codes.

used to extract Drug offences. The Offenders were extracted by linking
the crimes to the offenders.

Financial Year
Figures 3 and 4 show that drugs incidents will have increased by just under a
quarter (447 incidents) in the three years from 2000/2001 to 2002/2003.
However, the last financial year 2003/2004 shows that drugs incidents have
decreased for the first time in four years. Drugs incidents in Cumbria have
decreased by 75 from 2002/2003 to 2003/2004

This is from 13,508 result codes in 7,250 Drugs Related Incidents.
Drugs-Other is the most common drugs related incident result code with 58
percent out of the four drugs result codes. This is followed by DrugsPossession/Supply with 41 percent. Drugs-Offences by a Pharmacist and
Drug Offences (Trafficking) result codes are both very small percentages of
the drug-related result codes.

Figure 6 above shows that “Drugs” incidents type obviously accounts for the
highest number of incident types for Drugs related incidents. Interestingly
though, “Disorder in St/Pub Pl/Lic Prem” and “Domestic Disputes”, account for
2 percent and 1 percent respectively.
The following graph (Figure 7) shows that Drug-related incidents for the 3rd
and 4th financial quarters of 2003/2004 have decreased below the upward
trend line quite significantly. Drugs related incidents appear to be on the
decrease.
Figure 8 illustrates that Carlisle has more drug-related incidents than any
other District per quarter. However, the rate per 1000 of the population as
displayed in Figure 9 shows Barrow to have the highest incidents rate for
drugs per quarter. Figures 8 and 9 show that Eden has a declining rate of
incidents over the four-year period. South Lakes, Copeland and Carlisle rates
have stayed relatively similar over the same period. However, Allerdale and
Barrow have witnessed an increase over four years. It may be worth noting

however, that Barrow and Carlisle experienced dramatic decreases in drugs
related incidents over the last two quarters 2003/2004.

Drugs problems are highlighted in these rural areas when the map (Figure 11)

second most frequent with 15% of offences.

Barrow has the highest number of offences with 862 since April 2000 (Figure
14). This is closely followed by South Lakes with 837. The lowest number of
drug offences is in Copeland with only 407. Allerdale has experienced a great
increase in crimes over the last four years almost doubling the 2000/2001
figure of 131 drugs crimes with 259 crimes in 2003/2004. Eden has
experienced a major decrease in drugs crimes over the same period with a 60
percent reduction in drugs crimes. South Lakes has also had a decrease.
Barrow, Carlisle and Copeland have all had increases.

Figure 15 shows that 35% of the total number of drugs crimes in Barrow and
33% in Carlisle involve Class “A” drugs. In South Lakes and Eden this figure
is as low as 17 and 20 percent respectively of all drugs crimes involving Class
A drugs.

This pie chart (Figure 16) shows that Allerdale has the highest percentage of
drugs offences for financial year 2003/4 with 23 percent of all drugs offences.
Barrow accounts for 22 percent, Carlisle accounts for 21 percent, South Lakes
for 19 percent, Copeland 10 and Eden 6 percent of all drugs offences for
financial year 2003/4.
To standardise the counts of drug offences by district the Census 2001
population figures were used to produce a rate per 1000 of the population for
the County and each district. These are illustrated in figure 17.

Using rates per 1000 of the population it becomes apparent that Barrow are
well above the average rates for Cumbria in terms of drugs offences.
The rate per 1000 population of drugs offences in Allerdale was the second
lowest in 2000/2001 where as in 2003/2004 it is the second highest at 2.77
drugs crimes per 1000 people in 2003/2004.

Drugs possession offences have increased from 860 to 991 in Cumbria from
financial year 2000/2001 to the year 2003/2004.
The most frequent drug type in possession offences was Cannabis, with 2498
offences over the period. Heroin was the second most frequent drug type with
475 offences, followed by Ecstacy with 292 and Amphetamine with 216
offences.

Eden and South Lakes have seen major decreases in levels of Class B drugs
possession offences. Allerdale, Barrow, and Carlisle have all experienced
major increases in Class B drugs offences. Allerdale has had little change in
the levels of Class A drugs possession offences, it is the Class B drugs that
have increased dramatically from 2000/1 to 2003/4.
Barrow has by the far the largest number of Class A drug possession offences
with 248. Copeland and South Lakes have experienced little change in the
levels of Class A drugs offences, where as Carlisle has seen a relatively small
increase over four years. Eden is the only District to have experienced a
decrease with almost half the number (17) in 2003/4 compared to 33 in
2000/1. There has been a 18% increase in Class A drugs possession
offences across Cumbria from 187 in 2000/2001 to 227 in 2003/2004.

The number of Supply offences in 2003/4 has increased to 123 from 74 in
2000/1. Of those 123 supply offences, 75 of the these were for Heroin.
The most frequent drug type in supply offences was Heroin, with 130 supply
offences over the four years. Cannabis was the second most frequent drug
type with 94 supply offences.
The increase in Heroin supply offences could be due to intermittent police
operations increasing the numbers of people arrested. This has greatly
affected the graph for all drug types supply offences (figure 39).

For the financial year 2003/4 there were three times more Class A drugs
supply offences than Class B drugs supply offences. 88 out of these 90
supply offences for 2003/4 occurred in Allerdale, Barrow and Carlisle. Carlisle
has had a huge increase in Class A drug supply offences in Quarter 2 2003/4
with 43 offences. This could well have been a police operation in the Carlisle
area targeted at Heroin suppliers as shown in the graph, figure 39.

Figure 39 shows a huge increase in the number of Heroin supply offences for
the Quarter 2 in 2003/4. 44 offences related to Heroin supply in this quarter.
This is due to 46 Class A supply offences as shown in figure 33, This most
likely the result of a police operation inthe Carlisle area as opposed to an
increase in suppliers.

Overall 44% of drug possession offenders received a caution and 51% were
charged/summons. Figure 43 also illustrates that the percentage of cautions
and charged/summons differs by drug type. 48% of Cannabis possession and
51% of Cannabis Resin possession offenders were cautioned, 25% of Heroin
possession offenders were cautioned and 33% of Amphetamine offenders
were cautioned.

The majority of offenders are Male (84%). In terms of Heroin, 68 percent of
possession offences are by males, and 58 percent of supply offences are by
males. This means that female’s possession and supply of Heroin is well
above the average compared to other Drugs.
Offenders of Drug Possession
This section profiles the offenders of drug possession. The four graphs below
illustrate the age distribution of males and females. To standardise the counts

of drugs offences by District the Census 2001 population figures were used to
produce a rate per 1000 population for each District. The graphs also split the
Districts into the Census age groupings. So the graphs show the number of
possession offences that occurred per 1000 of the population per Census age
grouping and gender for each District.
This level of detail allows us to see that the Allerdale and Eden District’s have
the highest rate of drug possession offences in the age grouping 15-19 for
females (see Figure 46). For males (see Figure 47) Eden and South Lakes
have the highest rate of drug possession offences in the age grouping 15-19.
Barrow has by far the highest rate for any age grouping with female
possession (between the ages of 20 and 24). Barrow also has the highest
rate for this age group for males aged 20-24.
In order to provide an illustration of offenders who live in the District they
offend in figure 45 has been produced as an example. This uses all the data
for male possession offenders who live and offended in the same District. It is
clear that Eden remains the highest for Drug offences in the 15-19 ages per
1000 of the population closely followed by South Lakes. Barrow has the
highest rates for the 20-24 and 25-29 age ranges.
Despite the theory that much of the drug problem in Eden can be accounted
for by offenders from outside the District using the M6 and A66, Eden clearly
has a high number of drug offences committed by people who live in Eden
between the age range 15-19.
Using this detail of offenders who live in the District they offend and also
removing all Cannabis possession offences will also provide further
information about the District that have more serious drug offences over the
same age groups for males. It becomes clear that Allerdale, Barrow, and
Carlisle all have higher rates of possession of more serious drugs offences
over the age ranges 15-19 and 20-24.

The following graph (Figure 52) shows how Cannabis (including Cannabis
Resin) possession begins in the teenage years of offenders before any other
drug, and has the highest counts for the mid-teens. The highest age percent
for the possession of Ecstacy offenders was 18 where it peaks dramatically
and then remains fairly high through the early twenties. Cocaine has a fairly
sporadic age distribution beginning in the early twenties whereas Heroin

Offenders of Drug Supply
This section profiles the offenders of drug supply. The two graphs below
illustrate the age distribution of males and females. To standardise the counts
of drugs offences by District the Census 2001 population figures were used to
produce a rate per 1000 population for each District. The graphs also split the
Districts into the Census age groupings. So the graphs show the number of
supply offences that occurred per 1000 of the population per Census age
grouping and gender for each District. However, it must be noted that due to
the low numbers base the graph can accentuate the real picture of drug
supply.
Barrow and Carlisle seem to have a consistently high rate of supply offence
problems in the age ranges between 20 and 34 for females. The highest rate
for women is nearly five supply offences per 1000 people in Barrow between
the ages of 20 and 24.
Figure 55 shows male supply offences. Barrow has the highest rate at ages
15-19 followed by Allerdale. Barrow has the highest rate of any age range for
men with nearly twelve offences per 1000 people in Barrow between the ages
of 20 and 24.
Across the age ranges 15-29 Barrow has the highest rate, followed by
Allerdale. For age range 30-34, Allerdale has the highest rate of drug supply
offences by offenders.

The age ranges with highest percentage of people for the Population of
Cumbria are between 30 and 68. The highest percentage of Drugs offenders
are between the ages of 16 and 24.
The Population of Cumbria is quite evenly spread. However, the population of
Drugs offenders is concentrated around the age groups between ages 10 to
49. There is a similar picture for all the Districts as the following graphs
illustrate.

Geographical Distribution of Offenders
This section provides an analysis on the 'Home Location' of the offender,
which was extracted from the Oracle Crimes System. These addresses/geocodes were mapped and the counted into specific geographies for further
analysis.
See Appendix for Acorn 2003 Groupings.
The Figures 74 to 76 illustrate the ACORN distribution of where offences were
committed (“offence”) and where the offenders live (“home”). Figure 70
illustrates the distribution of all drug offences/offenders. The blue bars
represent where offences took place, and the red bars represent where the
offenders live. In the case of ACORN group 8: Better-off executives, inner-city
areas, in most cases the town centre/retail/night-time economy areas, the
percentage of offences are at 7%. When looking at the 'home location' of
offenders there are only 2% of offenders, therefore there is a net import of
offenders into these areas. ACORN groups 14: Council estates, better off
homes, and 16: Council estates, greatest hardship have a net export of
offenders illustrated by the fact that there are fewer offences than offenders.

CACI ACORN Groups
The geo-demographic marketing company CACI produces ACORN (A
Classification of Residential Neighbourhoods) categories based upon the
‘average’ type of household for each of the 1.7million postcodes in the UK.
These groupings are widely used in the British Crime Survey and elsewhere.
These are aggregated into 55 categories and then into 17 groups. It allows
families of neighbourhoods to be compared and concentrations of population
and activity to be identified at Postcode Sector Level.
The 17 groups are described and illustrated below:
