The primary purpose of this initiative is the enhancement of community safety. The Safer Communities group meets monthly and is comprised of representatives from business, community services and government agencies with a focus on identifying and implementing projects which address the underlying causes of crime and fear of crime in the Tablelands Regional Council region. He has appointed an adjunct lecturer youth welfare at the Central Qld University. He was awarded a Churchill Fellowship to the USA to further research youth suicide. Garry has written a number of journal articles and books on youth welfare as well as being a speaker at national conferences.
