FLIGHT LINE SUPERVISOR CHECKLIST 30 May 2008 Note: Highlighted sections reflect evaluation criteria defined by CAP-USAF Instruction 10-2701, Civil Air Patrol Operations and Training, date 3 August 2007 PRE-DEPLOYMENT -- UPON ALERT NOTIFICATION Mission Related – Coordination with the Operations Section Chief (OSC) o o o Determine mission number, mission objective, and OSC’s guidance Confirm initial operational location Determine initial requirement for: o Aircraft marshallers o Radio Operators Personal o o o o o Obtain travel instructions including reporting location and time Determine any special communications instructions (e.g., travel, radio channel) Assess personal equipment readiness for the specific incident and conditions Assemble items for travel and personal support (e.g., medication, money, personal computer, medications, etc.) Ensure that a current CAP Identification Card and Specialty Qualification Card (CAPF 101 reflecting qualification for Flight Line Supervisor) are carried on your person DEPLOYMENT Arrival at Incident Command Post o o o o o o o o Sign in Obtain and display incident command post credentials Receive briefing from the OSC Survey airport for hazards, unique procedures, and refueling procedures Coordinate operations with the FBO, ATC Ground Control, and AOBD o Aircraft parking o Fire guard duties o Flight line security o Refueling procedures o Maintenance o Security o Taxi procedures o Emergency telephone numbers (medical, fire, police) Develop an aircraft taxi and marshalling plan and provide it to the AOBD to post and for briefing aircrews Ensure all flight line personnel are qualified to perform their respective duties to include proper aircraft marshalling signals Ensure flight line personnel have appropriate personnel equipment/clothing o Safety vests o Ear protection o Sunscreen (if req’d) o Bug repellent (if req’d) o Warm clothing (if req’d) o Rain gear (if req’d) 1 of 2 FLIGHT LINE SUPERVISOR CHECKLIST o o Brief flight line personnel on team and individual duties, responsibilities, and safety measures Ensure usable fire extinguisher(s) are immediately available and assigned personnel know how to employ them EMPLOYMENT o o o o o o o o o o o o o o Conduct ramp/FOD check Monitor non-CAP aircraft and vehicle movements on ramp Ensure flight line personnel have regular breaks and available water Consider conducting training during operational pauses Continuously focus on safety and hazard abatement Maintain liaison with FBO and ATC Ground Control if applicable Ensure aircraft are appropriately secured with wheel chocks and tie downs Ensure the flight line is monitored/supervised by a senior officer at all times Update OSC of any significant change in status As directed, participate in Operations Section planning meetings Provide input to and participate in periodic update briefings Maintain a list of “lessons learned” for inclusion in final mission AAR Brief shift replacement about ongoing activities when relieved at the end of an operational period Debrief with OSC as directed at the end of each shift. REDEPLOYMENT o o o o Complete individual redeployment check-out procedure, including the return of all equipment Ensure forms, reports, and section logs are provided to the Documentation Unit Leader or other designated individual Close out operations with a final brief to the OSC Participate in after-action activities as directed 2 of 2
