The regional working group meeting to finalize documents of 62nd meeting of the Interstate Commission for Water Coordination in Central Asia The regional working group meeting was held on 5-6 February 2014 in Tashkent, Uzbekistan. Following 62nd meeting of the Interstate Commission for Water Coordination in Central Asia the regional working group of national experts was set up to re-consider five documents discussed by ICWC: The "Concept of Water related information exchange mechanisms in Central Asia" The Agreement on the formation and functioning of the Regional Information System on Water (CAWATER) Temporary rules for using the regional information system on water Plan for implementation of main measures to strengthen ICWC activit Strategy to improve advanced training for staff of water sector in Central Asia These documents were re-considered, discussed and amendments were agreed. GWP CACENA Regional Coordinator Dr. Vadim Sokolov at the request of ICWC actively participated both in setting up the working group and discussing the documents. Experts expressed gratitude to GWP CACENA for support of the regional working group meeting. 1.2. 2nd Stakeholders Consultation Meeting for the 7th World Water Forum Mr. Vadim Sokolov, GWP CACENA Regional Coordinator, participated in the 2nd Stakeholders Consultation Meeting for the 7th World Water Forum held on 27-28 February 2014 in Gyeongju, the South Korea. This event was aimed to delve deeper into the Thematic Framework and its Action Goals and Action Tools, to develop Implementation Roadmaps for four processes (Thematic, Regional, Politic and Science and Technologies) that will lead to a Global Action Agenda to be adopted during the 7 th World Water Forum in April 2015. GWP CACENA’s mission for this event was to assist stakeholders from CACENA region to find active ways to participate in the 7th World Water Forum. The consultation meeting was attended by water-related government officials, representatives of intergovernmental organizations, non-governmental organizations, public and private enterprises, networks and scientists (the total number of participants was around 700, of which 300 foreign participants from 64 countries and about 400 Koreans). The most attention during the meeting was paid to the Regional process. Participants agreed that the Central Asia - will create the sub - regional working group for sub regional process (application form for participation in the working group was submitted to the Regional Coordination Commission from three representatives of Central Asia - Sh.Talipov from EC IFAS , Sulton Rakhimov - Ministry of Energy and Water Resources of Tajikistan and Vadim Sokolov - GWP CACENA). Sub- regional process in Central Asia will be open for participation not only for stakeholders from the five countries of Central Asia (Kazakhstan , Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan) but also to stakeholders from the Caucasus countries (Armenia, Azerbaijan and Georgia) and Mongolia. The FAO Meeting at the Ministry of Agriculture of Armenia Regional office of FAO organized the meeting of various stakeholders with FAO specialist on partnership development on 10 February 2014 at the Ministry of Agriculture of Armenia. The aim was to share opinions on development of partnership between civil society, business, government and FAO to promote food security of country. CWP-Armenia presented its vision of agriculture problems. They proposed to elaborate standards for irrigation water and introduce IWRM principles into agricultural practice. They also filled in a questionnaire and delivered it to FAO office. Participants at the Ministry of Agriculture 2.2. UNDP-UNEP Poverty-Environment Initiative (PEI) On 12 February 2014 CWP-Armenia took part in the workshop organized by UNDP and devoted to the project "Environmental assessment of the environmental services in Armenia" within the PEI technical assistance. The aim of the project is to introduce into practice the methodology of economical assessment of the environmental services. The approach "Learn by acting" was used. The First Deputy Minister for Environment Protection, the foreign and local experts, representatives of various ministries participated in the workshop. Participants reported problems concerning the comprehensive assessment of the environmental services. Public hearing On 11 and 18 February 2014 CWP-Armenia jointly with its partner LLC JINJ organized a public hearing on the project "Construction of the mechanical treatment of wastewater in Djermuk and Dilidjan". The project was developed by LLC JINJ, and CWP-Armenia implemented the environment impact assessment. The representatives of local administration, "Armvodokanal" company, the Ministry of Environment Protection, NGOs, mass media participated in this public hearing. Meeting in Dilidjan Meeting in Djermuk 2.4. WACDEP CACENA CWP-Armenia has implemented the followings: the technical expertise of the working project is finalized; the agreement on partly financing the treatment plant construction between CWP-Armenia and Parakar administration was concluded; the documents for tender on construction were prepared; invitations for building companies to participate in the tender were sent. Section 3: CWP-Georgia 3.1. Drinking water supply to social housing is very important for Georgia especially on the territory where refugees live. Representative of Georgian government also participated in the workshop. The workshop is very useful as to cooperation with UNECE on drinking water supply for population to overcome challenges. More than 80 people from 40 countries and international organizations participated in the workshop. 3.2. The Climate Action Network Meeting The Annual Meeting of the Climate Action Network (CAN) was held on 20-22 February 2014 at the Hotel "Old Tbilisi" in Tbilisi, Georgia. Representatives of Central and Eastern Europe, Caucasus, Central Asia and Russia (50 people in total) participated. Participants discussed achievements and outcomes on overcoming problems related to climate change, as well as future perspectives. CWP-Georgia informed participants about WACDEP CACENA Programme. Section 4: CWP-Kazakhstan 4.1. WACDEP CACENA During February 2014 CWP-Kazakhstan was implementing a preparatory work for the training workshop held on 27-28 February 2014 in Kyzylorda within the WACDEP CACENA demonstration project "Drought Risk Management: IWRM solutions for demand management in irrigated agriculture". The training materials were prepared jointly with the Kazakh Research Institute of 6Rice. The leaders of agricultural companies, farmers, hydropower engineers, representatives of agricultural departments from district centres and water management organizations, were invited to attend the training workshop (Total: 59 participants). Thematic presentations: 1. Negative impact of sharp fluctuations of climatic factors on farm operations. 2. Rice irrigation features. Technological scheme of irrigated field for efficient irrigation. 3. Importance of water metering system at the farm level. 4. Rational irrigation water use and irrigation regime under various climatic conditions during the year. 5. Land treatment under various climatic conditions: low-water year, normal year, high-water year. 6. Irrigation technique and technologies. 7. Rational allocation of water resources along the Kyzylordinsky Levoberejny main canal. 8. Optimal operation of drainage network for saved using of water resources. Section 5: CWP-Kyrgyzstan 5.1. The OECD Consultative Meeting on Reforming the Economic Tools for Water Resources Management in Armenia and Kyrgyzstan The representatives of CWP-Kyrgyzstan (Mr. Djailoobaev A.Sh., Mr. Toktoshev A.S., Mr. Shakirbaev U.A.) took part in the Consultative Meeting on Reforming the Economic Tools for Water Resources Management in Armenia and Kyrgyzstan at the OECD office in Paris on 16 December 2013. The progress results of the OECD project in Kyrgyzstan were discussed and further ways of the project implementation was planned as well as the project completion terms were agreed. Mr. Toktoshev A.S., Mr. Djailoobaev A.Sh., and Mr. Shakirbaev U.A. in Paris 5.2. CWP-Kyrgyzstan in mass media On 19-21 January 2014 Mr. Djailoobaev A.Sh., as an expert on interstate water relations, participated in the broadcast "Transboundary bilateral problems between the Kyrgyz Republic and neighbouring countries and the ways of solution" at the Kyrgyz Radio station "Svoboda" (Azattyk). Mr. Djailoobaev A.Sh. answered questions of audience. He also informed about GWPO, GWP network and its activity. 5.3. Ways and sphere of cooperation between Switzerland and Central Asian countries as well possible assistance on the water-energy problems solution to the region were discussed. Section 6: CWP-Tajikistan 6.1. Preparing the Regional Competition on Integrated Water Resources Management in Central Asia CWP-Tajikistan took part in the development of questionnaire for the Regional Competition on Integrated Water Resources Management in Central Asia within the program of the German-Kazakh University under support of universities of Central Asian countries and participation of DAAD representatives. The main goal of the competition is to raise knowledge about IWRM among students in Central Asia. 6.2. CWP-Tajikistan participated in the following events: 1. Introductory seminar "Mobilizing resources for the management of chemicals, hazardous waste and nanotechnology" (Dushanbe, 1 February, 2014) 2. National Seminar on the ICARDA/IFAD project "Sustainable Land Management Technologies" organized by the Tajik Academy of Agricultural Sciences (20.02.2014). CWP-Tajikistan made presentation on water saving irrigation technologies in Tajikistan. 3. The Workshop on the EU Framework Programme for Research and Innovation - "HORIZON 2020". The Workshop was organized by the Academy of Sciences of the Republic of Tajikistan within "IncoNet Central Asia" project on 24 February 2014. 4. The Workshop on the project (Technical Assistance) "Building Capacity for Climate Resilience" financed by ADB, on 27 February 2014. 6.3. Restarting the Country Consultations on the proposed Sustainable Development Goal (SDG) on water for the post-2015 development agenda – Phase 2 CWP-Tajikistan is preparing the Country Consultations on the proposed Sustainable Development Goal (SDG) on water for the post-2015 development agenda to be held in March 2014. 6.4. WACDEP CACENA CWP-Tajikistan has implemented the followings: The demonstration projects work plan, timetable and budget for 2014 are prepared. Contracts with the project executors for the 1st quarter 2014 are concluded. The pilot plots are examined, the equipment is prepared, the crop area condition is studied. The meeting of project executors and agricultural specialists was organized. Special booklet about project outcomes in 2013 is issued. Section 7: CWP-Turkmenistan 7.1. Collaboration with the GIZ Programme "Transboundary water management in Central Asia" The proposal on development of the kyarizs cadastre of Turkmenistan is prepared in Russian and in English. UNECE grant: "Support of inter-ministerial expert working group and development of training module on Integrated Water Resources Management within National Policy Dialogue in Turkmenistan" (№ ECE/GC/2012/021 signed on 05.10.2012 and registered in Turkmenistan on 26.06.2013; № ЕК-86) The administration, financial and technical reports (Phase I) were submitted to UNECE. The proposal for prolonging the project (Phase II) was submitted. The Phase II will include testing and finalizing the interactive training modules on IWRM for specialists serving the farm irrigation systems. 7.3. "Covenant of Mayors - East" Programme 1. Mrs. Guldjamal Nurmukhamedova, CWP-Turkmenistan Chairman, took part in the first national workshop "Covenant of Mayors - the way to sustainable development of energy in cities" held on 29 January 2014 in Ashgabat, Turkmenistan. The national partners of this Programme: the Ministry of Foreign Affairs of Turkmenistan, the Ministry of Nature Protection of Turkmenistan, Administration of Ashgabat. 2. CWP-Turkmenistan participated in the following events: 1. Information seminars for public organizations of Turkmenistan that were held on 26 and 28 February 2014 under support of OSCE at the Aarhus Centre of Turkmenistan on 26 and 28 February 2014. 2. The working meetings with the National Society of Nature Protection on preparing information events (photo competition and roundtable for mass media in March-April 2014). 7.5. WECOOP Workshop "Impact Assessment on Environment and Strategic Environmental Assessment" CWP-Turkmenistan is involved to organization and conducting the training workshop within WECOOP that will be held in March 2014 in Ashgabat, Turkmenistan 7.6. WACDEP CACENA: Demonstration project "Development and testing the innovative water saving technology for furrow irrigation of cotton" During January-February 2014 the following work was done: Investigation of possibility to improve uniform watering of soil along the furrow under various water delivering to furrow in the piedmont plain of Kopet Dagh (the surface slope in average = 0,0025 0,004); in Akhalsky region. The method of field experimental works to determine optimal parameters of furrow irrigation of cotton to minimize water losses by deep filtration and water escape at the end of furrow is developed in detail. Main characteristics of irrigation network including hose pipes and pipelines are determined.
