Job Description
He/she is responsible for building, maintaining and upgrading NDMA’s Web
portal; perform analysis, design and development of new application/database solutions
and GIS solutions; and provide support to users. He/she will perform the following tasks:

Analysis, design, development and testing of Web and Software applications.

Commissioning and installing new applications

Administer, maintain and provide support
Website/Portal (PHP/Joomla), GIS applications.

Develop and provide support for Graphic Designing, Documentation and
publishing.

Write technical and end-user documentation for applications.

Monitoring and analyzing website and systems performance, web user
activity.

Implement Quality Assurance

The Scope of work:
Librarian shall be based at the National Disaster Management Authority, Prime
Minister’s Secretariat, Islamabad. He/She should have capability to establish the NDMA
library with collection of books that can meet the needs of the NDMA, Islamabad. This
will include hard cover and digital resources. The librarian will also maintain the library
ensuring that the material available in the library is used by the NDMA team members.
Following are the key responsibilities:1.

Establishment of Library:

Professional and technical input to establish a resource centre/Library.

Order Books as per the needs of the department, having discussed the
same with relevant stakeholders (which type of books required).

Market search for resource material/books for the Library.

To plan and implement Library Information System.

Generate purchase proposal.

To order code to quotations.

Check physical state of the books and verify against purchase order
Maintenance of Library:

To set the Standard Operating Procedures (SOP) for the Library and
notify to all users.

Implement the Standard Operating Procedures.

To work as the custodian of the Library.

Generates monthly report of transaction in library books.

Under the Overall Supervision of the overall Team Leader, the
Librarian will report to the Director (HR/IT) for day to day work.

Perform any other task assigned by Director (HR/IT).

1 Introduction
NDMA is implementing two major projects with support from the World Bank, including
the National Risk Assessment and the development of National Response System. In
order to implement the National Risk Assessment exercise, NDMA would engage a
competent firm based upon proven track record of similar work in the past and existing
capacities to deliver the work within the given time frame.
The project on Disaster Response System will include development of national disaster
response plan, SOPs, the emergency operations system including the National Emergency
Operation Center (NEOC) and the Provincial/Regional/District Emergency Operations
Centers (P/R/DEOC). An important element of this component is to define
Telecommunication architecture, identify and establish communication systems at
NEOC, P/R/D EOCs, and between EOCs’ and a Disaster Response Command Vehicle
(DRCV) that NDMA intends to develop.
When disaster strikes, communications links are often disrupted, yet for first responders
and relief workers who arrive on the scene these links are essential. Establishment of
Emergency Telecommunication Network and Systems within few hours of a disaster
plays a key role in saving lives and providing timely relief to the affected by
communication of damage assessments and relief requirements to the decision makers at
N/P/R/D EOC and other stakeholders.
Through the development of National Response System NDMA seeks to provide a
consistent nationwide approach for all levels of government to work effectively and
efficiently together to prepare for and respond to disasters of national significance.
Disasters of national significance are such high impact incidents which are beyond the
capacity of provincial governments.
Therefore, as part of National Response System, NDMA intends to work on development
of an Integrated Telecommunication Systems by evolving the current systems already in
place, including LAN, IP PBX, IP Telephony, Video Conferencing, Satellite
Communication Systems
and by implementing new systems e.g. Radio
Communications, DRCV and etc to serve both for the National Risk Assessment and the
National Response System.
For the successful implementation of Integrated Telecommunication Systems, NDMA
intends to engage the services of qualified Telecommunication Specialist.
2 Objective
The overall objective of the assignment is to assist the National Disaster Management
Authority to establish integrated telecommunication systems to assist NDMA to
transform itself into an organization that is proactive, agile, and collaborative and
technology adept.

3.1
Duties and Responsibilities
Evaluation of Existing Infrastructure
3.1.1 Carry out evaluation of existing telecom equipment, network, systems and
software to develop integrated telecom architecture, recommend upgrades or to
dispose of current equipment/system and to define integration requirements.
3.1.2 Telecom Specialist will evaluate current network equipment, IP PBX systems,
CISCO based IP Telephony Systems, Broad Global Area Network (BGAN)
equipment and etc
3.2
Integrated Telecom Architecture & Solutions
3.2.1 Propose integrated telecom architecture for communication between National,
Regional, Provincial, District Emergency Operations Centers, Disaster Response
Command Vehicle and Emergency Communication Systems.
3.2.2 Telecom Specialist will propose systems with related hardware, software and
other requirements by considering the current infrastructure and discussing the
needs and requirements with NDMA Officials and IT Consultant.
3.2.3 Telecom Specialist will propose Video Conferencing and Video Wall solution
based on proposed architecture and solutions.
3.2.4 Telecom Specialist will evaluate and recommend Call Center Solution
3.2.5 The Telecom Architecture shall cover all aspects including but not limited to
security, redundancy and backups, disaster recovery site, reliability and
maintainability.
3.3
Development of specifications of Telecom Systems
3.3.1 Telecom Specialist will prepare and seek approval of technical specifications of
new equipments, network and/or software to realize the proposed architecture.

Experience

Relevant professional career should span over 10 years with at least 5 years in
wired/wireless telecommunication network architecture, designing and
implementation including IP Networks (LAN/WAN), VoIP, Network Security,
Radio Communication, IP PBX, Call Center and Video Conferencing systems.
7.2
Should have successfully worked on several similar projects

Knowledge and experience in implementing emergency telecommunication

Language Requirements
o Fluency in writing, speaking and comprehending English Language.
