In order to implement the National Risk Assessment exercise, NDMA would engage a competent firm based upon proven track record of similar work in the past and existing capacities to deliver the work within the given time frame. The project on Disaster Response System will include development of national disaster response plan, SOPs, the emergency operations system including the National Emergency Operation Center (NEOC) and the Provincial/Regional/District Emergency Operations Centers (P/R/DEOC). An important element of this component is to define Telecommunication architecture, identify and establish communication systems at NEOC, P/R/D EOCs, and between EOCs’ and a Disaster Response Command Vehicle (DRCV) that NDMA intends to develop. When disaster strikes, communications links are often disrupted, yet for first responders and relief workers who arrive on the scene these links are essential. Establishment of Emergency Telecommunication Network and Systems within few hours of a disaster plays a key role in saving lives and providing timely relief to the affected by communication of damage assessments and relief requirements to the decision makers at N/P/R/D EOC and other stakeholders. Through the development of National Response System NDMA seeks to provide a consistent nationwide approach for all levels of government to work effectively and efficiently together to prepare for and respond to disasters of national significance. Disasters of national significance are such high impact incidents which are beyond the capacity of provincial governments. Therefore, as part of National Response System, NDMA intends to work on development of an Integrated Telecommunication Systems by evolving the current systems already in place, including LAN, IP PBX, IP Telephony, Video Conferencing, Satellite Communication Systems and by implementing new systems e.g. Radio Communications, DRCV and etc to serve both for the National Risk Assessment and the National Response System.
