Minutes of the R&D and the Plantation Development Working Groups Meeting of National
Bamboo Mission (NBM) held on 24th March, 2014 at New Delhi.
The second meeting of the R&D and the Plantation Working Group of National Bamboo
Mission (NBM) was held on 24th March, 2014 at 2.30 P.M. in Krishi Bhavan, New Delhi under the
Chairmanship of DDG (NBM). The list of participants is annexed.

Welcoming the participants the Chairman observed that since the issues related to R&D and
plantation are interlinked, therefore with a view to have a benefit of opinion of the members of both the
Working Groups, a joint meeting had been convened. Thereafter, Shri S.K. Gupta, Chief Consultant,
NBM apprised the participants about the actions taken on the decisions of the last meetings of the R&D
and the plantation working groups held on 16th July, 2013.

Brief of the discussions and decisions taken in the meeting are as follows:
a. The framework of the certification process which incorporated the suggestions given by
the experts and approved by the Group formed under the Chairmanship of Director, FRI
was presented by Dr. E.M.Muralidharan. It was clarified that though it is only an
interim procedure and there is a need for further research in this area, yet the existing
procedure would be very useful in ensuring the availability of quality planting material
inspite of certain limitations. The members appreciated the efforts made by the KFRI,
Peechi and FRI, Dehradun for devising a certification procedure and emphasized the
need for development of taxonomic keys based on juvenile characters, preparation of an
identification manual and use of DNA barcoding in particular. Further revisions could
be taken up later when the methods are standardized;
b. Dr. Pandalai, Scientist, KFRI presented the details of the guidelines and manual
prepared by the KFRI in consultation with DDG(Research), ICFRE and Director, FRI
for establishment of hi-tech nurseries and their certification. These guidelines were
prepared keeping in view the revised norms under NBM for establishing Hi-tech
nurseries. During the discussions, it was pointed out that the facility “Rhizome/Clonal
bank” classified as desirable may be treated as essential. The suggestion of the members
was accepted. The Working Group was also of the opinion that these guidelines may be
implemented and on the basis of the feedback, the same may be reviewed after one year.
c. Dr. Mohinder Pal, Chief Consultant, NBM presented revised guidelines for the planting
scheme under NBM. Detailed discussion was held on the revised guidelines. The
following was agreed to:
i.
The planting spacing suggested for various species under NBM shouldn’t be
fixed in the guidelines, instead it should be indicative only;
ii.
Similarly, the number of plants/ha to be planted should be left to the
department/ beneficiary keeping in view the agro-climatic conditions and
other relevant factors. The emphasis should be only on the resultant
plants/ha at the end of the third year after accounting for mortality etc.;
iii.
Dendrocalamus latiflorus may also be included in the recommended
species. It was also suggested that states may be allowed to plant two or
three species other than the recommended under NBM keeping in view
State specific requirement, , but with the approval of the same in the Annual
Action Plan; and
iv.
NBM may take up the matter at appropriate level to change the pattern of
release of funds for plantation from 50:25:25 to 60:25:15.
d. Dr. Pal also apprised about the key findings as reflected in the final reports of the
following ten R & D projects:
i.
Study the production and nutrient dynamics of bamboo based agro-forestry
systems in marginal lands of Chhattisgarh;
ii.
Prolonging storage life of bamboo seeds using eco friendly treatments;
iii.
Bamboo multilocational trial;
iv.
Structure and functioning of bamboo handicraft industry in South India;
v.
Role of bamboo in sustainable rural livelihood in South India;
vi.
Improving productivity of bamboo cultivation in farmlands of Tamil Nadu;
vii.
Development of production technology of bamboo for sustainable
development of rural economy and agri-ecosystem in Eastern Uttar Pradesh;
viii.
Sustainable developmental of quality bamboo resources for employment
generation and socio-economic development of North Eastern India;
ix.
Establishment of Bambusetum-conservation and maintenance of selected
provinces of bamboo species at Chitrakoot (Satna);
x.
Development of bamboo-based agro-forestry farming system in Jharkhand.
After presentation and discussions, it was opined that as the reports mentioned
from Srl No. i to v contain vital information and may be very useful for the users,
therefore, these reports may be placed on the web portal of NBM for wider
dissemination. For reports mentioned at Srl No vii to x, it was recommended to solicit
following clarifications/information:
i.
Detailed final report should be submitted (Srl No vii);
ii.
Methodology of sub project II (S.2) should be included in the final report
(Srl No viii);
iii.
Botanical names of all the species/ collections for which accession numbers
are given should also be mentioned in the report. Tables should carry
information, in the caption, on date of planting and date of recording data
(Srl No ix);
iv.
Statistical analysis of data, climatic data and comments of Ex-Horticulture
Commissioner, NBM should be included in the report (Srl No x).
e. In respect of the three new R&D proposals:
i.
It was recommended that Project entitled “Establishment of high-tech
nursery for production of genetically superior plants of bamboo species”
should not be accepted as establishment of high-tech nursery is a normal
activity of NBM and cannot be treated as R&D work.
ii.
The project entitled “Enrichment and development of bambusetum of Forest
Research Institute, Dehradun” may not be accepted as it does not fall under
the R&D priority areas of NBM.
iii.
The project entitled “Assessment of impacts of harvesting practices on the
regeneration of bamboo forests” may also not be recommended as it has
many technical lacunae.

The issue regarding the extant non-optimum use of land resources (i.e. currently under NBM
bamboo plantation) was also discussed. It was felt that in the areas where the survival rate was too low,
it was imperative to undertake some remedial measures (like enrich plantation, clear felling, other
concurrent use of the land etc.) in view of the fact that life cycle of bamboo is quite large. It was
accordingly recommended that a Committee under the chairmanship of DDG, ICFRE may be formed to
assess or to indicate the extant of the problem and suggest remedial measures. The composition and
terms of reference of the group may be finalized by the NBM in consultation with DDG (R), ICFRE.
However, keeping in view the necessity of such study and for taking up timely remedial measure, the
Committee may submit its report latest by 31st July, 2014.
