POWERS TO GRANT RECOGNITION AS ENVIRONMENTAL LABORATORIES AND GOVERNMENT ANALYSTS MINISTRY OF ENVIRONMENT & FORESTS (Department of Environment, Forests and Wildlife) NOTIFICATION New Delhi, the 21st February, 1991 S.O.145(E). – In exercise of the powers conferred under Section 23 of the Environment (Protection) Act, 1986 (29 of 1986), the Central Government hereby issue the following orders namely:1. The Central Government hereby delegates the powers with respect to grant of recognition to laboratories or institutes as environmental laboratories and to appoint or recognize Analysts as Government Analysts, as conferred by clause (b) of Sub-section (i) of Section 12 and section 13 respectively of the Environment (Protection) Act, 1986 to the Central Pollution Control Board. 2. Recognition of private laboratories under clause (b) of sub-section (i) of section 12 of the Environment (Protection)Act, 1986 as well as recognition of their Analysts as Government Analysts under Section 13 of the Environment (Protection) Act, 1986, will continue to be done by the Central Government. 3. The laboratories recognized under clause (b) of sub-section (i) of section 12 of the Environment (Protection) Act, 1986 shall be specified as Government/ Autonomous/ Public Sector Undertaking/ Educational Institution/State or Central Pollution Control Board Laboratories. 4. The work done by each Laboratories recognized under the Environment (Protection) Act, 1986 shall be included in the Annual Report of the Central Pollution Control Board. 5.
