STANDARD GENERAL NOTES

1. THE AGENCY RESPONSIBLE FOR MAINTENANCE OF THE TRAFFIC SIGNALS AND
RELATED COMMUNICATIONS EQUIPMENT IS BROWARD COUNTY TRAFFIC
ENGINEERING DIVISION (BCTED). ALL TRAFFIC SIGNAL AND RELATED
COMMUNICATION EQUIPMENT WHEN USING PAY ITEM SERIES: 632, 633, 635, 650, 660,
663, 670, 683, 684, 685, 686 AND 784 FOR THIS CONTRACT SHALL BE COMPATIBLE WITH
BCTED'S CENTRAL COMPUTER NETWORK SYSTEM. PRIOR TO ANY PURCHASING OF
THE ABOVE PRODUCTS, ENSURE THEY HAVE BEEN APPROVED FOR SYSTEM
COMPATIBILITY BY THE MAINTAINING AGENCY.
2. THE CONTRACTOR SHALL MAKE ALL VIDEO DETECTORS INSTALLED AS PART OF
THE PROJECT FULLY OPERATIONAL IN ACCORDANCE WITH THEIR ASSOCIATED
ISOLATED INTERSECTION SIGNAL TIMING CHART WITHIN 24 HOURS OF THEIR
INSTALLATION. INITIAL DETECTION ZONES SHALL BE DIMENSIONED 6' x 60' PER
LANE, 10' AHEAD OF STOP BARS.
3. THE CONTRACTOR SHALL NOTIFY THE APPROPRIATE UTILITY COMPANY TWO (2)
FULL WORKING DAYS IN ADVANCE OF ANY EXCAVATION INVOLVING ITS UTILITIES
SO THAT A COMPANY REPRESENTATIVE CAN BE PRESENT. THE LOCATION OF THE
UTILITIES SHOWN IN THE PLANS ARE APPROXIMATE ONLY. THE EXACT LOCATION
SHALL BE DETERMINED BY THE CONTRACTOR DURING CONSTRUCTION.

4. THE CONTRACTOR SHALL PROVIDE FOUR COPIES OF MARKED-UP (AS-BUILT)
CONSTRUCTION PLANS, AND ONE CAD FILE OF SUCH, SEVEN (7) DAYS PRIOR TO THE
SIGNAL INSPECTION BY THE MAINTAINING AGENCY. THE CONTACTOR SHALL BE
REQUIRED TO BECOME FAMILIAR WITH AND COMPLY WITH BCTED’S INSPECTION
PROCEDURE.
5. ALL PULL BOXES SHALL BE COMPOSITE TYPE. STANDARD PULL BOXES SHALL BE
STAMPED "BROWARD COUNTY TRAFFIC SIGNAL" ON THE COVER. LARGE PULL
BOXES SHALL BE STAMPED "BROWARD COUNTY TRAFFIC FIBER OPTICS" ON THE
COVER AND HAVE THE FOLLOWING DIMENSIONS PER APPLICATION. FOR FIBER PULL
BOXES SIZE SHALL BE 24" x 36" x 36” DEEP, AND FOR FIBER SPLICE BOXES SIZE SHALL
BE 30” X 48” X 36” DEEP WITH 2-LIDS.
6. THE CONTRACTOR SHALL CONTACT THE BROWARD OPERATIONS
SIGNALIZATION/LIGHTING COORDINATOR FOR ALL SIGNALIZATION INSPECTIONS AT
THE BROWARD OPERATIONS CENTER - (954) 776-4300.
7. THE CONTRACTOR SHALL CONTACT THE PLANNING DEPARTMENT TRAFFIC
ENGINEER NO LESS THAN (5) FIVE FULL WORKING DAYS PRIOR TO CUTTING THE
INDUCTIVE LOOPS INTO THE STRUCTURE COURSE, IN ORDER TO PERFORM A FINAL

8. ALL EXISTING SIGNALIZATION EQUIPMENT TO REMAIN, INCLUDING LOOP
ASSEMBLIES, IS ASSUMED TO BE IN GOOD WORKING ORDER UNLESS BCTED IS
NOTIFIED IN WRITING PRIOR TO THE START OF CONSTRUCTION. ANY SUBSEQUENT
DAMAGE TO THE SIGNAL EQUIPMENT SHALL BE REPAIRED BY THE CONTRACTOR
9. WHEN COMMUNICATIONS TO AN INTERSECTION MUST BE DISRUPTED BY A
CONTRACTOR TO PERFORM WORK, THE CONTRACTOR SHALL PROVIDE AN ADVANCE
TWO DAY NOTICE IN WRITING TO THE BROWARD COUNTY TRAFFIC ENGINEERING
DIVISION. THIS NOTIFICATION SHALL BE CONVEYED VIA ELECTRONIC MAIL (EMAIL)
TO THE TRAFFIC SIGNAL SUPERVISOR AT tecommunications@broward.org . NOTIFICATION
SHALL INCLUDE CONTACT PERSON, TELEPHONE NUMBER, PURPOSE, LOCATION AND
DURATION. THE DISRUPTION SHALL LAST FOR NO MORE THAN 3 CONSECUTIVE
BUSINESS DAYS. WHERE POSSIBLE, THE DISRUPTION SHALL BE AT OFF PEAK HOURS
BEGINNING AT 9:00AM AND ENDING AT 3:00PM.
10. PRIOR TO BEGINNING CONSTRUCTION, CONTRACTOR SHALL PROVIDE WRITTEN
NOTICE OF COMMENCEMENT, VIA E-MAIL, TO teinspection@broward.org . NOTICE SHALL
INCLUDE THE DATE OF COMMENCEMENT, LOCATION AND TYPE OF WORK, AND
INFORMATION REGARDING ANY MALFUNCTIONING SIGNAL EQUIPMENT.

THE CONTRACTOR SHALL PROVIDE ALL NECESSARY EQUIPMENT
INCLUDING A TWO-MAN BUCKET OR PLATFORM LIFT TRUCK FOR THE USE BY THE
ENGINEER DURING INSPECTION OF TRAFFIC SIGNALS.

INCLUDES THE COST OF PROVIDING CONCRETE STUB POLE TO MOUNT
SIGNAL DISCONNECT. STUB POLE SHALL BE EXPOSED 10’ ABOVE GRADE WITH
DISCONNECT MOUNTED AT 8’ TO BOTTOM. DISCONNECT SHALL USE BREAKERS, NO
FUSES OR EXTERNAL SWITCHES PERMITTED. SURGE ARRESTOR SHALL BE WIRED ON
THE LOAD SIDE OF THE DISCONNECT.
649-3x-xxx A GIVEN MAST ARM/POLE ASSEMBLY LOCATION SHALL BE FIELD
VERIFIED AND IDENTIFIED AS FREE OF CONFLICTS AND/OR OBJECTS BY THE
CONTRACTOR PRIOR TO PROCUREMENT OF THE ASSOCIATED MAST ARM/POLE
ASSEMBLY. MAST ARMS SHALL BE INSTALLED PERPENDICULAR TO APPROACH.
650-1-xxx ALL TRAFFIC SIGNAL HEADS SHALL BE STANDARD, NOT LIGHTWEIGHT.
DRAIN HOLES AS REQUIRED UNDER SECTION 650-3.9 OF THE STANDARD
SPECIFICATIONS SHALL BE PROVIDED FOR EACH SIGNAL SECTION OF A HORIZONTAL
SIGNAL. A REFLECTIVE BORDER SHALL BE INCLUDED IN ALL BACKPLATES FOR ALL
APPROACHES.

ALL PEDESTALS SHALL BE PROVIDED WITH TRANSFORMER BASES.
660-4-11 INCLUDES THE COST OF SUNSHIELDS AND POINT DISCHARGE DISSIPATION
TERMINALS FOR EACH CAMERA. AN INTEGRATED MENU-DRIVEN INTERFACE, COAX
LINE PROTECTORS AND CAMERA POWER PROTECTORS ARE ALSO INCLUDED, AND
REQUIRED, UNDER THIS PAY ITEM.
670-5-13x CONTROLLER ASSEMBLY SHALL BE 2070 TS2 TYPE 1 SHELF-MOUNT
WITHIN A TYPE VI CABINET AND 16 CHANNEL CONFLICT MONITOR W. ETHERNET
PORT. CONTROLLER SHALL INCLUDE A MINIMUM OF 14 LOAD SWITCH BAYS.
CONTROLLER SHALL PROVIDE TOTAL UTILITY AND INTEROPERABILITY WITH
BROWARD COUNTY'S UTCS COMPUTER SYSTEM. THE TOP OF THE CONTROLLER PAD
SHALL BE 0.5 FT ABOVE HIGHEST ROADWAY ELEVATION. CABINET BASES SHALL BE
46” X 30” IN SIZE. A POWER TRANSFER SWITCH SHALL BE INCLUDED ON THE INSIDE
OF THE CABINET. CABINET SHALL BE PROVIDED WITH SUNSHIELDS (TOP, EAST,
WEST, AND SOUTH FACES) AND ANTI-GRAFFITI COATING ON ALL SIDES, EXCEPT
POLICE DOOR.

THE CONTRACTOR SHALL DELIVER ALL REMOVED TRAFFIC SIGNAL
EQUIPMENT, EXCEPT CONCRETE STRAIN POLES, TO THE BROWARD COUNTY TRAFFIC
ENGINEERING DIVISION LOCATED AT: 2300 W COMMERCIAL BLVD. , FT. LAUDERDALE,
FL. 33309. (954) 847-2600. THE CONTRACTOR SHALL CONTACT BCTED (7) FULL
WORKING DAYS PRIOR TO DELIVERY. REMOVED CONCRETE STRAIN POLES SHALL BE
DISPOSED OF AT THE CONTRACTOR'S EXPENSE IN A MANNER AND LOCATION
APPROVED BY THE ENGINEER PRIOR TO REMOVAL. ALSO INCLUDES THE
COST OF REMOVING, CAREFULLY STOCKPILING, AND RE-INSTALLING GPS PREEMPTION EQUIPMENT ONTO NEW SIGNAL SYSTEM. CONTRACTOR SHALL ENSURE GPS
PRE-EMPTION IS FULLY FUNCTIONING AS REQUIRED BY BCTED.
700-5-xx ILLUMINATED STREET SIGNS SHALL BE LED TYPE.

11. ALL SPLICES OF LOOP WIRE TO LEAD-IN

MANNER APPROVED BY THE ENGINEER.

12. TRAFFIC CONTROL PLANS - THE TRAFFIC
CONTROL PLANS FOR THE PROJECT SHALL
COMPLY WITH THE LATEST EDITION OF THE
DESIGN STANDARDS, MUTCD AND THE
STANDARD SPECIFICATIONS, THE CONTRACTOR
MAY BE DIRECTED BY THE PROJECT ENGINEER
TO DEVELOP AND IMPLEMENT MODIFICATIONS
TO THE TRAFFIC SIGNAL OPERATIONS (I.E.
TIMING AND PHASING) FOR SIGNALS LOCATED
WITHIN THE PROJECT LIMITS. THE
CONTRACTOR'S RESPONSE TIME TO ALL
REPORTED MALFUNCTIONS OF TRAFFIC
SIGNALS AND RELATED EQUIPMENT WITHIN
THE PROJECT LIMITS SHALL BE WITHIN TWO (2)
HOURS OF NOTIFICATION. THE CONTRACTOR
SHALL RESTORE ALL MALFUNCTIONING
TRAFFIC SIGNAL EQUIPMENT TO ITS LEVEL OF
OPERATION PRIOR TO THE MALFUNCTION
WITHIN TWENTY-FOUR (24) HOURS OF
NOTIFICATION.

BLVD., WEST PALM BEACH, FLORIDA OR THE
CONTRACTOR MAY FURNISH TO THE
DEPARTMENT A REQUEST FOR DELIVERY OF
THESE ITEMS BY THE VENDOR TO A
LOCATION SPECIFIED BY THE CONTRACTOR
WITHIN ONE WEEK AFTER EXECUTION OF
THE CONSTRUCTION CONTRACT. IF THE
MAST ARMS ARE AVAILABLE FOR PICK-UP

13. WHEN THE DEPARTMENT OF
TRANSPORTATION DETERMINES THAT THE
NEED FOR A TRAFFIC SIGNAL IS CRITICAL TO
THE PUBLIC WELFARE, EARLY TURN ON OF
THE SIGNAL WILL BE REQUIRED BEFORE THE
COMPLETION OF THE CONTRACT. IF THIS NEED
ARISES, THE FLORIDA DEPARTMENT OF
TRANSPORTATION WILL ASSUME THE
RESPONSIBILITY FOR MAINTENANCE AND
LIABILITY, OR NEGOTIATE WITH THE
CONTRACTOR FOR MAINTENANCE AND
LIABILITY, FOR SUCH A SIGNAL. NEW
SIGNALS SHALL NOT BE PLACED ON FULL
COLOR OPERATION UNTIL THE DATE OF
INSPECTION, EXCEPT AS STATED ABOVE. NEW
SIGNALS SHALL BE FLASHED NO LESS THAN A
WEEK OR MORE THAN TWO WEEKS PRIOR TO
THE INSPECTION. SIGNAL HEADS MUST BE
BAGGED WITH BURLAP OR TURNED BACK
UNTIL THIS TIME.
USE ONLY FOR
PROJECTS THAT
HAVE A NEWLY
INSTALLED
SIGNALIZED
INTERSECTION (I.E.
WHERE THERE WERE
NO SIGNALS PRIOR
TO
PROJECT).
(15) CALENDAR DAYS AFTER THE RECEIPT
OF THE DELIVERY REQUEST BY THE
VENDOR. THE CONTRACTOR SHALL HAVE A
REPRESENTATIVE PRESENT AT THE TIME OF
DELIVERY FOR INSPECTION AND
ACCEPTANCE OF THE ITEMS. ANY
PRODUCT REJECTED AT THIS TIME MUST BE
RETURNED IMMEDIATELY TO THE VENDOR
FOR REPLACEMENT BY HIM

30 CALENDAR DAYS. THE CONTRACTOR IS
