2. Mai Anh’s Presentation: to be sent by email in English and

Project: “Support to socio-economic integration and employment for people
with disabilities in regions of intervention of Spanish cooperation in
Vietnam”
Time: Oct 2010 – Sep 2014
Purpose: 50% PWD and 10% ethnic minorities with disabilities will have
improved life
Promoting the integration of the disabled beneficiaries into the market
Achievements: Community is more friendly to PWDs
PWDs have better income
- The Project consists of 11 steps
Success:
- PWDs get Knowledge and Skills from the Trainings
- Working with the local governments
- Good curriculums
- Agreement on the plans
Outcomes:
- 247 PWDs participated in the vocational trainings with 25 different
jobs
- 95% are satisfied with the curriculum
What to improve:
- The role of the Project Team
- The participation of the enterprises
Recommendations:
- The participations of the enterprises
Q&A
 Q: Does the Project have the criteria based on the number and types of
disabilities or any limitation of types of disabilities:
A: No limitation – many different types of disabilities, including people
with mental disability – Detailed to be sent. None of the people with
mental disabilities left the trainings
Trainings on disability and types of disabilities will be organized to the
Project Team
 Q: Any guideline for the suitable jobs?
A: There have been three guidelines
 Q: The sustainability of the Project?
A: The result of the Project will be transferred to the Vietnam Red Cross,
to be stored at the Department of Social Affairs.
 Q: Time frame of the Project Report?
A: 3-4 months
 Q: Any orange victims?
A: No limitation
 Q: What kind of enterprise to be suitable for PWDs
A: Private, average and small enterprises
 Challenges:
A: - The families do not want to let their children go out to the vocational
trainings
- Not much participation of the MOLISA and DOLISA, due to the
refusal to give allowances to their officials
The information and conditions for being the beneficiaries will be posted
on the website
3. Activities of the organizations – Overview and Strategy
a. Mr. Lam, Child Fund
Working on the discrimination on CWD
Findings:
- The number of CWD is not accurate – different numbers in different
reports – maybe due to the categorization of disabilities and the
concept and discrimination
- The need in wheelchairs is not well identified and some of the CWD
have
- Communication is poor due to the difficulties in languages
- Poor understanding on the rights of PWDs and disability policies
- Low income of the families – the families are discriminated, which
will affect the thinking of the children – the children have selfdiscrimination and are discriminated by their families – the children
have triple discrimination
Questions/Comments:
Ly: Which disability definition and criteria did you use?
A: They have the list and types of disabilities – we will do the survey and
categorization ourselves
Ly: The trainings to the Survey Team are needed, based on the renovation in
the policies. We need to have the most updated approaches. We do not have
to have a medical doctor in the Team
Lan: We have changed from the health-based to the social-activity-based
model
Ngoc Anh: we have the general forms, already prepared
Lam: We should inform the local health organizations
b. Trang CRS
An online library is being built. Call for sharing documents. Information,
documents and comments will be accurate
Question:
Tuan: What kind of software for blind people will be there?
Trang: the good ones that are used
c. Trinh Cong Thanh
There will be Job Faire on April 18 and a Beauty Contest for PWDs. The
information will be distributed.
A Program of Wheelchair Distribution will be done in cooperation with an
ILC in Japan
Ly: the website with the word “pwd” does not seem friendly to people with
disabilities and somehow reflects discrimination. What term to be used?
d. Nga, AEPD Quang Binh
Activities on:
- Medical care
- Empowerment
- Advocacy
The CBR Team have TOT and is in charge of giving trainings to PWDs and
landmine victims
There hopefully be the ramps built at the offices
We do psychology support and loans to self-help groups and individuals
We also support PWDs to access the resources. In 2013 we have organized 3
living and soft skills trainings to PWDs so that they can integrate into the
society.
AEPD have helped to establish the self-help groups, providing them with the
working skills, promoting the participation of PWDs by organizing events
and exchange meetings
We have a plan to support PWDs, working with DOLISA to build a database
on disability
AEPD will work with NCCD and MOLISA on the guideline on database
collection of people with disability in Quang Binh province
Internationally, we do the stimulation for the rights of PWDs and a strategy
to promote that.
Ngoc Anh: appreciate the info and the other organizations are recommended
to share with AEPD
e. ACDC: continue to support WWDs, especially in reproduction
health and loans to WWDs, last until 2016.
We also will have judiciary support to PWDs and do advocacy for disability
policies.
We have fund from the staff of ACDC to do early detection and intervention,
working in cooperation with the universities with the Program of
Scholarship for Students with Disabilities
4. Working Rules of DWG:
The Group will do:
- The sharing valuable info on the grants and financial support to the
programs on capacity building and awareness raising
- The Working Frame
- Sharing the difficulties and lessons learned on the models

Discussion on April 18, call for cooperation and joining activities
Additional topics: Education for CWD, Model Overview, Policies
Sharing from HI: a training to the NGO team on Project Designing for
business of PWDs – the tools and guideline. Registration is invited.
