Design and Construction of the PRI - 1 Works PRI-1 Contract Exhibit A Scope of Works and Technical Criteria Appendix 25 - Maintenance Plan Requirements Date: Author: Revision: Status: September 2009 Sydney Metro 1.0 ITT Version Confidential PRI-1 Works Maintenance Plan Requirements Appendix 25 Maintenance Plan Requirements 25 Maintenance Plan Requirements 25.1 General 25.2 Contents of the Maintenance Plan 25.3 Code of Maintenance Standards 25.3.1 Development of the Code of Maintenance Standards 25.3.2 Contents of the Code of Maintenance Standards 25.4 Asset Management Information Confidential Scope of Works and Technical Criteria Appendix 25 Revision 1.0 1 1 1 2 2 2 4 Page i PRI-1 Works Maintenance Plan Requirements 25 Maintenance Plan Requirements 25.1 General a) The PRI-1 Contractor must, as a condition precedent to Construction Completion for each Portion, develop a comprehensive Maintenance Plan for that Portion. b) The Maintenance Plans must describe the resources, methods, systems and procedures to be used for the maintenance of the Metro Works in that Portion and comply with the requirements of this Appendix 25. c) The Maintenance Plans must identify and address the maintenance of the Metro Works during both the delivery phase of the IMO Project Works and the long term operation and maintenance of the CBD Metro. 25.2 Contents of the Maintenance Plan The Maintenance Plan must include, as a minimum, the following: a) a description of all Assets and Asset Components forming the Metro Works; b) a comprehensive set of the as constructed documentation identified in Appendix 23 of the SWTC; c) relevant components of Project Plans which relate to maintenance after Construction Completion including maintenance requirements identified in the Project OHS Development Plan; d) Code of Maintenance Standards developed in accordance with section 25.3 of this Appendix 25; e) asset management information that satisfies the requirements of section 25.4 of this Appendix 25; f) a description of the maintenance resource and procedural requirements, including: i. the numbers, types, skills and qualifications of maintenance personnel; ii. roles and responsibilities of maintenance personnel; iii. training requirements; iv. plant, equipment and any specialised tools, or test equipment including calibration requirements, required to be used in the various maintenance operations; v. safe methods of work; vi. inspection methods and inspection schedule/program; and vii. other key procedures including routine maintenance planning, and scheduling of routine and periodic maintenance. Asset and Asset Component availability targets; iii. groundwater ingress rates and groundwater discharge quality targets and limits; iv. normal operating condition levels; v. unsafe operating condition levels; and vi. load limits and ratings. h) all details in relation to the durability and Design Life aspects of the Assets and Asset Components including provisions made by the PRI-1 Contractor in the design and construction of the Metro Works to satisfy the durability and Design Life requirements of the PRI-1 Contract; i) all ongoing requirements to be met during the delivery phase of the IMO Project Works and the long term operation and maintenance of the CBD Metro to ensure that the durability and Design Life requirements of the PRI-1 Contract for the Assets and Asset Components are achieved; and j) a procedure for handing over the maintenance of Assets and Asset Components to the Principal at Construction Completion of each Portion. This procedure must include details on the training of personnel nominated by the Principal’s Representative. 25.3 Code of Maintenance Standards 25.3.1 Development of the Code of Maintenance Standards a) The Code of Maintenance Standards must describe the maintenance standards for all Assets and Asset Components. The PRI-1 Contractor must develop maintenance standards that ensure that all the requirements of the PRI – 1 Contract are met at all times during the Design Life of the Assets and Asset Components. b) The PRI-1 Contractor must ensure that the maintenance standards it develops satisfy the requirements of the PRI-1 Contract and that compliance with them will achieve the performance, functionality and durability requirements for the Metro Works nominated in the PRI-1 Contract. 25.3.2 Contents of the Code of Maintenance Standards The maintenance standard for each Asset and Asset Component must include the following information as a minimum: Confidential Scope of Works and Technical Criteria Appendix 25 Revision 1.0 Page 2 PRI-1 Works Maintenance Plan Requirements Information Description Reference Number A unique code reference number. Asset Asset description. Asset Component Asset Component description. Maintenance Rationale The purpose for the maintenance of the Asset or Asset Component. Defects The visible or measurable evidence of failure or other undesirable condition that is to be noted during Asset and Asset Component inspections. The failure or condition may affect the safety, durability, serviceability, structural capacity or appearance of the Asset or Asset Component. Inspection Category The inspection category in which the Asset or Asset Component is grouped. Inspection Method / Frequency Inspection requirements and explanation of methods not covered by the generic inspection category. Item A category of failure or condition of an Asset or Asset Component. Measurement Criteria The criteria for measuring the maintenance intervention level. Intervention Level The condition level at which a failure or condition is recorded and prompting some form of investigation, planning and scheduling of rectification works. The condition level is described by a severity rating using an objective recognition procedure. When this level is reached, the failure or condition must be rectified or emergency measures taken within a specified response time. Response Time The maximum time period from the recognition of a failure or condition to the completion of the appropriate rectification or instigation of emergency action. The response time will depend on the: (i) severity of the failure or condition compared with the intervention level; (ii) potential for personal injury; and (iii) operational impacts. Repair Standard The minimum acceptable condition level following rectification of the identified failure or condition in relation to the measurement criteria. The repair standard must ensure that the repair is fully effective, durable, fit for its intended purpose and consistent with other requirements of the PRI-1 Contract. Confidential Scope of Works and Technical Criteria Appendix 25 Revision 1.0 Page 3 PRI-1 Works Maintenance Plan Requirements 25.4 Asset Management Information a) The PRI-1 Contractor must provide asset management information in a form that is acceptable to the Principal’s Representative. b) The asset management information must include, as a minimum, the following: i. an asset inventory identifying and detailing all Assets and Asset Components forming the Metro Works to be maintained as part of the Code of Maintenance Standards. This inventory must include all relevant data associated with the Assets and Asset Components; ii. records of the historical condition of each Asset and Asset Component forming the Metro Works, including the provision of detailed records of any repairs or replacements of Assets and Asset Components; iii. records of the quantity, location, date and type of any maintenance work performed by the PRI-1 Contractor on the Metro Works prior to Construction Completion; and iv. other information reasonably requested by the Principal's Representative.
