APSCC 2010 Ends with a Success

The APSCC 2010 Satellite Conference and Exhibition ended on 7th October in Tokyo marking another success
with more than 400 attendees. Under the theme of “Beyond Survival, It Is Responsibility” APSCC 2010
highlighted critical issues impacting of the satellite industry in the Asia-Pacific region, including new satellite
application technologies, services strategies and regulatory issues currently faced by the satellite community,
through CEO Roundtables, panel discussions and sessions.

Integral Systems Expands Satellite Command and Control System for VINASAT Fleet
October 4, 2010 - Integral Systems, Inc. has been selected by Lockheed Martin Commercial Space Systems
(LMCSS) to provide the primary and backup satellite control systems for the VINASAT-2 satellite. The satellite is
currently being built by LMCSS for the Vietnam Posts and Telecommunications Group (VNPT), and is scheduled
for launch by the end of the second quarter 2012. Under the terms of the contract, Integral Systems will upgrade
LMCSS's existing Integral Systems' EPOCH Integrated Product Suite (IPS) in support of the VINASAT-1 and
VINASAT-2 satellites. The upgrade will deliver a complete, real-time command and control (C2) system that
includes automated scheduling, procedure execution, offline trending and analysis and flight dynamics functions.
Under a separate contract, Integral Systems will also provide its TrueNorth and COMPASS network management
and control solutions for the earth station supporting the VINASAT fleet, and these systems will be integrated with
the EPOCH IPS system. VINASAT-2 is based on LMCSS' highly reliable A2100 spacecraft platform.
AsiaSat and ILS Announce ILS Proton Launch of AsiaSat 7 in 2011
October 5, 2010 – Asia Satellite Telecommunications Co. Ltd. (AsiaSat) and International Launch Services (ILS)
announced a contract for the launch of AsiaSat 7 satellite on an ILS Proton. The satellite is under construction by
Space Systems/Loral in Palo Alto, California. ILS and Khrunichev are implementing a mission integration
schedule to support a 2011 launch from the Baikonur Cosmodrome in Kazakhstan. AsiaSat 7 is configured as a
replacement satellite for AsiaSat 3S, one of AsiaSat's flagship satellites, operating at the orbital location of
105.5°E. AsiaSat 7 is a Space Systems/Loral 1300 platform, with C and Ku-band transponders, designed for a
lifespan of 15 years. The projected orbital maneuvering lifetime of the satellite is expected to improve due to the
performance of the ILS Proton launch vehicle.
Horizon Contracts with Eutelsat for Increased Broadband Connectivity
October 5, 2010 – Eutelsat Communications announced new agreements with telecommunications service
provider Horizon Satellite Services for capacity on Eutelsat's W2A, W6 and EUROBIRD™ 4A satellites. The
agreements further strengthen partner relations between the two companies that were initiated in 2003 with
capacity leased on the W5 satellite, and which now extend to the equivalent of over 15 transponders.
Headquartered in Dubai, Horizon Satellite Services is the regional leader specialized in the provision of direct
access to Tier-one Internet backbones for Internet Service Providers, enterprises and government procurement
services operating in the Middle East Africa and Asia.
Al Jazeera TV Resolves Major Interference Issue with Integral Systems
October 5, 2010 – Integral Systems announced that Integral Systems Europe partnered with the Al Jazeera
Sports Channel to identify and locate a significant satellite interference event that disrupted broadcasts of FIFA
World Cup™ to Al Jazeera Sports subscribers across the Middle East and North Africa. Integral Systems’ satID®
Expert with Monics®, experts from Integral Systems and support from satellite operators in the region quickly
detected and characterized the interference, and identified the interferer’s location with a high level of accuracy.

RSCC and Yuzhmorrybflot Contracts to Provide the Satellite Communications Services
October 7, 2010 – Russian Satellite Communications Company (RSCC), and Yuzhmorrybflot, which belongs to
the Group of Companies Primrybsnab, contracted providing the satellite communications services. Utilizing the
RSCC VSAT network, Yuzhmorrybflot will be able to implement its project on merging the entities of the Group of
Companies Primrybsnab, including the maritime vessels, into a unified corporate network. The satellite terminals
operating in the above network are planned to number 20 units till 1 June 2011. The central station of the VSATRSCC network operates via the Express-AM3 satellite (140° East) which enables the VSAT-terminals on the
whole territory of Eastern Siberia and the Far East to be connected to the network. The peculiarity of the project is
employing sea antennas for transmission and synchronization of the data bases, Internet access, telephony,
reception of digital TV signal on board the maritime vessels.
Thuraya Signs Service Provider Agreement with Chunghwa Telecom
October 10, 2010 - Thuraya signed a new service provider agreement in Taiwan with Chunghwa Telecom.
According to the agreement, Chunghwa Telecom, Taiwan’s largest telecommunication operator will cooperate
with Thuraya to provide the mobile satellite operator’s services in Taiwan and the neighboring region. The main
market segments that Chunghwa Telecom will focus on will be the disaster prevention and restoration, maritime
and global travelers who are key customers of mobile satellite services. From Thuraya’s growing portfolio of
products, Chunghwa Telecom will promote the world’s toughest satellite phone, Thuraya XT and a multicommunication specialised maritime solution, Thuraya Marine. These products will benefit the emergency
services and maritime sector that depend on satellite communications when there is limited access to terrestrial
networks.
ABS Signs ABS-2 Manufacturing Contract with SS/L
October 13, 2010 - Asia Broadcast Satellite (ABS) and Space Systems/Loral (SS/L) announced that they have
contracted for SS/L to manufacture the ABS-2 spacecraft which is scheduled for launch in 2013. The satellite will
have over 12 kW of payload power and up to a total of 87 active C-band, Ku-band and Ka-band transponders
across 10 different beams bringing increased capacity and transmission power to the Middle East, Africa, Asia
Pacific and CIS/Russia. The ABS-2 spacecraft is based on SS/L’s 1300 satellite bus, with a separated mass in
excess of 6,000 Kg at launch and is designed for 15 years of operational life. ABS-2 will be located at the 75°
East Longitude, ABS' prime orbital location where ABS-1, ABS-1A, and ABS-1B are currently located. ABS-2 is
specifically designed for a wide range of services including direct-to-home, cable TV distribution, VSAT services,
data networks, and telecommunications services.
Intelsat General Partners with iGT to Implement Satmanage System
October 12, 2010 — iDirect Government Technologies (iGT) announced that Intelsat General Corporation will
implement iDirect’s SatManage software to support a major maritime network for military vessels. SatManage will
integrate several regional satellite networks and network operations centers (NOCs) that provide military
customers with global coverage — giving Intelsat General a single platform to more effectively track service
performance and fault management. Intelsat General will deploy SatManage software in 2010, optimizing a
network that serves more than 150 military ships and supports a full range of broadband applications onboard,
including Voice over IP (VoIP), video streaming, data transfer and Internet access. SatManage can automate and
accelerate the rate of network reporting.
Iridium Contracts with Ericsson for New Switching Technology
October 19, 2010 – Iridium Communications Inc. announces it has contracted with Ericsson Federal Inc. (EFI) to
implement a new Ericsson Mobile Softswitch Solution (MSS) to provide Iridium’s next-generation switching
technology, including custom design, development, integration and maintenance for the Iridium satellite
communications system. Iridium has transitioned all commercial traffic to the new Ericsson MSS switching
technology. The next-generation Ericsson MSS platform will support both current and future satellite
communications services as well as increase the capacity of the existing Iridium network. This technology will
provide a major upgrade in the current infrastructure, which will allow Iridium’s present system to meet growing
customer demand. It will also contribute to a smooth transition into Iridium NEXT, the company’s next-generation
satellite constellation.
Sea Launch Company Emerges From Chapter 11
October 27, 2010 – Sea Launch Company has completed its Chapter 11 reorganization process. As part of the
court-approved Plan of Reorganization, Energia Overseas Limited (EOL), a Russian corporation, will have
acquired a majority ownership of the reorganized Sea Launch entity. The successor entity, Sea Launch S.a.r.l.,

will be responsible for corporate functions at its operations headquarters and will maintain some assets at Sea
Launch Home Port, in the Port of Long Beach, in Southern California. Energia Logistics Ltd., a U.S. corporation,
will assume management of rocket assembly and satellite integration operations at the existing Sea Launch
Home Port facilities. A Moscow-based EOL-affiliate will manage supply chain operations of all CIS-based primary
and second-tier suppliers for the Sea Launch system. The Zenit-3SL launch system and its operations team will
continue to support future launches. Sea Launch is preparing for a Land Launch mission slated for as early as the
1st Quarter of 2011.
SingTel Launches @SingTel v2.0 for Maritime Community
October 27, 2010 - Singapore Telecommunications Limited (SingTel) announced a new satellite service,
reinforcing its position as a multi-service platform provider that offers a rich suite of applications for the maritime
community. @SingTel v2.0 is a unified communications platform that helps crew to stay in touch with people at
home at sea, while Remote Diagnostics makes downtime at sea a thing of the past for SingTel Satellite Maritime
Very Small Aperture Terminal (MVSAT) customers. The addition of low cost Global Ku-band Maritime broadband
coupled with these value-added services allows SingTel to offer satellite customers a fully integrated and holistic
ICT offering. The solution’s prepaid messaging card also deducts tokens while the crew sends SMS, mail and in
the future, voice traffic. Using just one integrated email account, crew mobility is enhanced as they continue to
login to the same email account even when moving from one vessel to another.
Pactel Connects Matariki FM Radio Station
October 1, 2010 - Pactel International announced a successful implementation of their DVB-S2 platform to
provide internet radiocast service to the Cook Island’s leading bilingual radio station, Matariki FM. This service
allows listeners to access Matariki FM from any part of the world, so Cook Islanders now have access to their
native news and music, being miles away from home. Matariki FM is the only radio station streaming reliably and
consistently from the Cook Islands to a wide variety of audience. Pactel International was able to respond to
Matariki FM’s demand by providing an internet radiocast service. This service is now uplinked on GE-23 KU-Band
platform from Rarotonga, Cook Islands and down linked in Pactel’s hub in Hawaii, allowing for the radio station to
be listened to via internet from any part of the world.
SM2 and RRSAT Lead The Way in MPEG-4 Sports Broadcasting
October 21, 2010 – RRsat Global Communications Network Ltd. is working with Sm2 Sports Media Solutions,
LLC, and their teleport partner TV2GO in Canada, to deliver live HD sporting events worldwide in MPEG-4,
including the US Open, the PGA Championship and for the first time globally, the 2010 NFL season. The
reduction in megahertz and reduced latency period make HD MPEG-4 broadcast particularly attractive for live
sporting events with a global demand for viewership. This is precisely why RRsat and Sm2 have teamed together
to broadcast major events.
ORBIT to Launch Tri-Band Feed System and AL-4000 Antenna Control System
October 26, 2010 – ORBIT Communication Systems Inc. launches two of its newest systems --- the Tri-Band
Feed System for simultaneous operation in L/S/C bands, as well as its AL-4000 Antenna Control System.
ORBIT’s new Tri-Band Feed System is a state-of-the-art solution for operating simultaneously in multiple
telemetry and satellite communication frequency bands. Enabling L, S, and C bands on the same feed, its new
concentric coaxial cavity technology eliminates the need for multiple feeds and reflectors. Also the AL-4000
Antenna Control Unit facilitates the operation and monitoring of tracking antennas and pedestals. The system’s
Dual-CPU architecture ensures real-time response for mission-critical data acquisition. A graphical touch screen
interface is customized by the operator for a range of tracking and telemetry applications, and redundant and
remote interfaces are supported via a standard SNMP interface.
BROADCASTING NEWS
MEASAT to Broadcast 2010 Commonwealth Games
October 1, 2010 – MEASAT Satellite Systems Sdn. Bhd. (MEASAT) announced an agreement with GlobeCast to
provide Occasional Usage Services (OUS) capacity for the 2010 Commonwealth Games. MEASAT will broadcast
the Games to the Asia Pacific region via both the MEASAT-3 and MEASAT-3a satellites. Under the multitransponder OUS deal, MEASAT will lease capacity to GlobeCast throughout the duration of the Games. The
19th Commonwealth Games is scheduled in New Delhi, India from 3 – 14 October 2010. MEASAT’s OUS has
been the platform in providing capacity to many major sports events. MEASAT’s OUS can be booked through a
simple service order, allowing customers to book capacity at short notice. The service can be provided on a single
use basis or scheduled at regular intervals, and is available across the entire fleet of satellites.
GlobeCast Acquires HD Playout Facility in Singapore and Launches Post-Production Services in Asia
October 5, 2010 - GlobeCast has expanded its facilities in Asia with the addition of a new multi-channel HD

playout facility, as well as new staff for post-production and playout services. With the integration of the postproduction and creative activities of Technicolor in Singapore, GlobeCast can now offer promo/interstitial creation,
audio dubbing, subtitling and compliance editing services in addition to playout, program origination and digital
media asset management services - providing a complete one-stop shop for broadcasters. This expansion also
comes in the context of geographic growth for the company in Asia. Recently, GlobeCast has announced its
addition of a fiber link to PayTV operator Astro in Malaysia and Shanghai Media Group in China.
AORA Joins MEASAT’s DTH Neighborhood
October 19, 2010 – MEASAT Satellite Systems Sdn. Bhd. (MEASAT) announced an agreement with AORA to
support its DTH service. Under the multi-transponder agreement, which involves PT Patra Telekomunikasi
Indonesia as the local partner, MEASAT will provide MEASAT-3a Ku-band capacity for the AORA TV DTH
service in Indonesia. AORA commenced its nationwide broadcast activity on August 2008 with a 10 channel
introductory service exclusively featuring the 2008 Beijing Olympics. Currently, AORA offers a variety of 25
channels across news, documentary, entertainment, movies, sports and kids programs. It plans to increase this
channel offering to 50 channels in the near future. The agreement with AORA increases to five (5) the number of
DTH platforms supported on the MEASAT-3 / MEASAT-3a 91.5°E DTH neighborhood.
FRANCE 24 Signs a New Distribution Agreement with AsiaSat
October 25, 2010 - FRANCE 24 signed a new distribution agreement with Asia Satellite Telecommunications Co.
Ltd. (AsiaSat) to commence the distribution of its French channel while it will continue to distribute its English
channel throughout the Asia-Pacific region on AsiaSat 5 via the SatLink platform. FRANCE 24 launched its
English-language channel in Asia on AsiaSat 5 in 2009. With the additional C-band capacity under this new
agreement, FRANCE 24 will bring its French channel to the Asian continent, enabling it to address both French
and English speaking audiences in the region. FRANCE 24 has access to almost 3 million TV households in Asia
with key carriage agreements concluded with major Asian cable networks, DTH and IPTV platforms.
GSAT Contracts Additional Transponder on SES World Skies’ NSS-11 Satellite
October 26, 2010 - SES WORLD SKIES announced that the Philippine's DTH operator GSAT has contracted an
additional transponder on the NSS-11 satellite. GSAT will utilize the additional transmission capacity to add more
channels to its DTH line-up and to introduce HDTV (High Definition Television) services in the Philippines. GSAT
belongs to GBMI (Global Broadcasting and Multimedia Inc.), an Asia-based multinational corporation run by
international professional management groups that is notably engaged in satellite wireless transmissions, internet
and data applications, as well as ‘head end in the sky' services for cable operators. The company launched its
GSAT DTH service in 2008 on SES WORLD SKIES' high-power NSS-11 Ku-band satellite. GBMI's GSAT DTH
service currently offers a comprehensive mix of 32 international programs including English, Mandarin, Korean,
Tagalog, Japanese and Spanish channels geared to cater to a wide range of viewers.
ABS Launches Outdoor Channel HD across Asia
October 27, 2010 - Asia Broadcast Satellite (ABS) announced its first fully integrated High Definition channel
launch with Outdoor Channel throughout Asia and the Pacific. ABS is providing Outdoor Channel with a
comprehensive, integrated broadcast solution including content library management, HD and SD playout,
subtitling, encryption, and transmission services for Outdoor Channel, using its ABS-1 and ABS-5 satellites. The
channel will be distributed via ABS-1’s wide C-band “B Beam” in 1080i HD format and ABS-5’s pan-regional Cband beam in NTSC SD format. Outdoor Channel features traditional and contemporary outdoor sports such as
fishing, off-road, water sports, hunting and other related outdoor lifestyle programming. Whether out on the ocean
or on top of a mountain, Outdoor Channel covers a broad range of outdoor activities that thrill, inspire and
entertain.

ILS Proton Launches XM-5 Satellite
October 15, 2010 – International Launch Services (ILS) successfully carried the XM-5 satellite into orbit on an ILS
Proton for SIRIUS XM Radio, America’s satellite radio company. This is the 5th ILS Proton launch for SIRIUS XM
Radio beginning with the first launch in 2000. The ILS Proton Breeze M launched from Pad 24 at the Baikonur
Cosmodrome, Kazakhstan, at 12:53 a.m. local time. After a 9 hour 12 minute mission, the Breeze M successfully
released the XM-5 satellite, weighing over 5.9 metric tons, into geostationary transfer orbit. The XM-5 satellite
was built on the flight proven Space Systems/Loral 1300 platform and is the 5th satellite for SIRIUS XM in orbit
built by SS/L. XM-5 is a high power satellite and is intended to serve as an in-orbit spare for the existing fleet of
SIRIUS and XM satellites. The satellite will help enable the uninterrupted delivery of more than 130 channels of
commercial-free music, and premier sports, news, talk and entertainment programming and traffic, weather, and
data services to close to 20 million SIRIUS and XM subscribers. XM-5 is located at 80 degrees West, but will be
situated at 85.2 degrees West after 30 days of in-orbit testing.

Globalstar Satellites Built by Thales Alenia Space Now in Orbit
October 19, 2010 – The first six satellites in the Globalstar-2 second-generation constellation, built by Thales
Alenia Space, were successfully launched by Arianespace and Starsem on a Soyuz launcher from the Baikonur
Cosmodrome in Kazakhstan at 11:00 pm local time. Globalstar chose Thales Alenia Space to design and deliver
48 second-generation LEO satellites that will provide mobile satellite voice and data services. The other satellites
in the Globalstar-2 constellation are now under construction at Thales Alenia Space facilities in France and Italy.
Thales Alenia Space is also responsible for launch support services. The new constellation will ensure service
continuity for Globalstar beyond 2025, as well as providing a platform for an expanded service offering, based on
innovative solutions. Each second-generation Globalstar satellite weighs about 700 kg at launch, offers end-of-life
power of 1.7 kW and a design life of 15 years, and is fitted with 16 C- to S-band transponders, and 16 L- to Cband receivers. The following satellites will also be launched in batches of six at a time.
Thales Alenia Space Announces that Iridium NEXT Contract Is Now in Full Effect
October 26, 2010 – Thales Alenia Space announced that its contract with Iridium Communication, providing for
the construction of 81 communication satellites in the Iridium NEXT low-orbit constellation, is now in full effect.
With the closing of Iridium’s Coface credit facility, the FSD (Full Scale System Development) contract between
Iridium and Thales Alenia Space replaces the Authorization to Proceed (ATP), signed by the companies on June
1, 2010. Iridium NEXT will replace Iridium’s current constellation, ensuring continuity of the world’s only truly
global mobile satellite service. Iridium NEXT also will expand the capacity and capabilities of the company’s
existing global service. The launch of the first satellites is scheduled for the first quarter of 2015. Thales Alenia
Space is the Iridium NEXT prime contractor, responsible for managing engineering development, systems
integration and manufacture of a space segment comprising 66 operational satellites, 6 in-orbit spare satellites
and 9 ground spare satellites.
Astrium to Fully Equip Kazakhstan’s Satellite Integration and Test Centre
October 27, 2010 – The partnership between Astrium and JSC NC Kazakhstan Gharysh Sapary (KGS), the
national company charged with the development of Kazakhstan’s space programme, reached another major
milestone with the signature of a contract for a Satellite Assembly, Integration and Test (AIT) Centre in Astana.
Under the contract Astrium will provide and install the various test equipment (mechanical, radiometric, thermal
and acoustic facilities) at the new AIT Centre. Astrium will also assist KGS in the construction of the AIT Centre to
ensure coordination with the test equipment.
BSAT-3b Satellite Successfully Launched for the Broadcasting Satellite System Corporation of Japan
October 28 2010 - The BSAT-3b broadcasting satellite was successfully launched from Kourou, French Guiana.
Lift-off occurred at 5:51 p.m. EDT aboard an Ariane 5-ECA launch vehicle provided by Arianespace of Evry,
France. Initial contact with the satellite was confirmed at 6:52 p.m. EDT from Lockheed Martin's satellite tracking
station in Uralla, Australia.BSAT-3b features 12 130 W Ku-band channels, eight operating simultaneously, and
will be located at 110 degrees East longitude following in-orbit check out of all systems. BSAT-3b is expected to
be handed over to B-SAT for operation by the end of 2010.With a design life of 15 years, BSAT-3b is based on
the A2100A platform manufactured by Lockheed Martin Commercial Space Systems (LMCSS), Newtown, Pa.
The satellite is comprised entirely of equipment based on proven A2100 designs and flight heritage, enhancing
reliability on orbit. Lockheed Martin successfully built and launched BSAT-3a for B-SAT in August 2007 and is
currently constructing BSAT-3c/JCSAT-110R, which is scheduled for launch in the second quarter of 2011.
Eutelsat Statement on Loss of W3B Satellite
October, 29 2010 - Eutelsat Communications announces the loss of the W3B satellite following an anomaly which
was detected on the satellite's propulsion subsystem after its launch by an Ariane 5 rocket. W3B was scheduled
to be located at 16° East to replace Eutelsat's EUROBIRD™ 16, W2M and SESAT 1 satellites. With the loss of
W3B, the three satellites will now remain in full service at 16° East until the arrival of W3C, whose launch is on
track for mid-2011. Eutelsat will also immediately initiate a new satellite programme, called W3D, for a planned
launch in the first quarter of 2013. Eutelsat is fully insured for the investment in W3B, which guarantees that the
Group does not incur any direct financial loss. The non-availability of W3B does not change the financial guidance
issued by the company on 30 July 2010.
APPOINTMENTS
Nagai Yutaka Appointed as the New APSCC President
October 6, 2010 – APSCC has announced that Mr. Nagai Yutaka was elected as the new APSCC President
effective January 2011. In accordance with the APSCC Constitution, Mr. Nagai will lead APSCC for the next twoyear term (2011-2012). As the main representative of APSCC, he will be responsible for implementing the
directions and guidelines set by the Constitution and the General Assembly, in consultation with the Board of

Directors, Vice Presidents and Executive Director. Mr. Nagai succeeds Dr. Phinaintisart who has served as
APSCC President for the past four years. Mr. Nagai was a member of the APSCC Board of Directors from 2008
to 2010. He is currently Director of the Board as well as Senior Executive Vice President of SKY Perfect JSAT
Corporation.
Dr. Ali R. Ebadi Re-elected as ITU - RRB Member
October 27, 2010 – Dr. Ali R. Ebadi, MEASAT, has been re-elected as a member of the International
Telecommunications Union’s (ITU) Radio Regulations Board (RRB) at the 18th ITU Plenipotentiary Conference
2010 (PP-10), in Guadalajara, Mexico. The election results were unveiled on 11 October with Dr. Ali as one of the
3 members elected for Region E (Asia and Australasia). Dr. Ali has previously been elected to the RRB in 2006,
serving as RRB Vice Chairman in 2008 and RRB Chairman in 2009. Malaysia was also re-elected to the ITU
Council for the fourth consecutive term as an ITU Council member. There were 65 candidate countries eyeing for
the 48 seats on the Council. Malaysia came out fourth in the 13-seat Region E for the 2011 – 2014 term. The
RRB is an international panel of experts under the ITU who convene to oversee the application of the world’s
Radio Regulations, a set of internationally agreed guidelines for the use of the radio spectrum across the world.
The RRB is made up of only 12 members from the 191 Member States of the ITU representing the world’s five
ITU regions (Americas, Western Europe, Eastern Europe, Africa, Asia and Australasia).
