May 2012 The Project Manager is a role within Asset Services and is accountable to the Senior Project Manager for: detailed management of allocated projects and programs from concept to completion congruent with the objectives of the Asset Services business plan and project approval, and in accordance with the DCSI strategic plan. investigating and delivering projects involving development/redevelopment, acquisition and/or sale of land and property. Senior Project Manager (direct manager). Directors and Senior Managers across DCSI. Staff of the Asset Services Directorate. Internal and external stakeholders. May be required to drive considerable distances and must possess a current Class C Drivers Licence. Some out of hours work, and occasional intrastate travel necessitating overnight absences may be required. Successful applicant will be required to satisfactorily complete a Background Screening and National Criminal History Record Check (NCHRC) prior to being employed and every three years. QUALIFICATIONS Essential Not applicable. 4. PRIMARY OUTCOMES AND ACCOUNTABILITIES KEY RESPONSIBILITIES RELATED TASKS Project Management Plan, implement and evaluate project(s). Coordinate feasibility studies, including costing, evaluation and risk assessment to support financial and organisational requirements. Design and implement strategies and plans to effectively manage project implementation, and lead the evaluation of project outcomes. Maintain and apply knowledge and understanding of contemporary community development, including urban regeneration and community renewal and development. Contribute to tender assessments and assist with final contract negotiations; and initiate and lead negotiations with industry representatives regarding contractual issues. Direct and supervise contractors and consultants from industry and internal project managers engaged in construction projects. Project Administration Develop, implement, maintain and review project monitoring, reporting and evaluation systems. Design and implement risk management plans. Manage project finances. Coordinate & manage contracts and agreements with local government councils, key government agencies and the private sector. Prepare regular project progress reports and briefs to meet operational and corporate requirements for the Minister, boards, senior management and key stakeholders. Coordinate specialist functions, which are connected to Asset Services, within agreed timeframes. Continuous Improvement Monitor project progress and recommend and implement quality control systems and contingency plans for emerging issues as required. Implement quality assurance systems and procedures for continuous improvement. Use best practice business models and present new business strategies including risk assessments. Investigate and utilise innovative designs technologies and approaches, including the initiation and development of strategies which enable new business partnerships. Establish and implement improvement strategies. Evaluate existing processes and identify improvements. Communication Develop, implement and review communication strategies for stakeholder engagement and management. Develop and maintain strong working relationships with key stakeholders within and across agencies. Proactively manage relationships to effectively resolve issues and positive outcomes through negotiation with key stakeholders. Initiate and facilitate meetings and workshops with key stakeholders, including leading the presentation of information. Prepare high quality written documents, including briefings and reports for a range of stakeholders within the required deadlines Respectfully interact with people from diverse backgrounds and experiences, responding positively to their comments and suggestions. Leadership & Management Contribute to strategic leadership and business planning across DCSI. Plan and monitor the performance of assigned projects and programs to maintain the delivery of quality services in line with the State Strategic Plan and DCSI’s Strategic Agenda, including Affordable Housing, Sustainable Housing and Communities, Adaptable Housing and Aboriginal Outcomes. Research and develop plans which identify commercial opportunities and desired social outcomes. Lead and manage the team assigned to the project, Comply with workplace and other related legislative requirements and contractual obligations. ROLE SPECIFIC CAPABILITIES 1 Project Management Experience - utilise experience in developing and managing projects in accordance with timelines and budget. 2 Property Sector Experience - utilise experience in leading government and/or private sector housing development investments and building initiatives. 3 Contract Development and Management Experience - utilise experience in the development and management of contracts for the provision of community programs, civil works, building construction or associated services. 4 Relationships and Partnerships - develop and maintain constructive and effective relationships, which foster the trust and cooperation of a wide cross section of key stakeholders, staff and communications. 5 Written Skills - utilise experience in presenting complex issues and findings in writing, such as reports, recommendations and briefing notes. 7.
