areas were identified with sufficient capacity that could accommodate future development.

street and also the access to the site.

SIGNAGE

The Members had received a letter from Dundalk Chamber of Commerce which highlighted a
number of issues regarding signage in and around Dundalk Town. On the proposition of
Councillor S. Keelan, seconded by Councillor K. Meenan, it was agreed that this matter be
discussed in more detail at the next planning meeting. However, Ms Catherine Duff, Town
Engineer pointed out that the Council are currently drafting a revised signage policy and that this
draft policy will be on the agenda for discussion at the next Planning and Development Municipal
Policy Committee meeting and then the full Council meeting.

Ms Karen Hamilton, Assistant Planner, outlined that the proposed change of use materially
contravenes the Development Plan. The resolution that a decision to grant be made was
proposed by Councillor N. Lennon, Chairperson and seconded by Councillor E. O’Boyle. A roll
call vote was taken with a unanimous vote in favour as follows:

MATTERS ARISING FROM MINUTES

Councillor Ian Dooley raised an issue on minute number 415/06 asking if a further quote had
been received for the replacement of windows in Meadow Grove OPD’s? The Town Engineer,
Ms. Catherine Duff advised that a recommendation has been submitted to the County Manager
for approval.
Councillor Seamus Byrne asked if any reply had been received from the Hospital Medical Board
on foot of his proposal under minute number 415/06. The Town Clerk, Mr. Frank Pentony
advised that no reply had been received to date and it was recommended that a further reminder
should be sent to the board.
Councillor Mark Dearey had asked if any figures had yet been sent to Sustainable Energy Ireland
regarding the Energy Efficiency in the town. The Town Engineer, Ms. Catherine Duff replied that
it had not been sent.
Councillor Seamus Byrne proposed an amendment to minute number 429/06 in relation to the
surfacing of St. Nicholas Avenue, he suggested that the minute be amended to read “ if
Department money became available, the Council agreed to give further consideration to the job”,
and he requested that this be recorded in the minutes. He also asked about the replacement of
the piers along the St. Alphonsus Road at the swimming pool site. The Town Engineer, Ms.
Catherine Duff advised that work has not yet been carried out but a contractor has been
appointed and she expected work to start shortly.
Councillor Seamus Keelan raised under minute number 419/06 whether the provision of a water
main on the Moorland Road was included under the Armagh Road Serviced Land Initiative
Contract and was advised by the Town Engineer that we were waiting on a report from the
Sanitary Services Engineer. Councillor Keelan proposed that this report be made available for
the next monthly meeting, this was seconded by Councillor Ian Dooley.

CONSIDERATION OF ANNUAL FINANCIAL STATEMENT FOR YEAR ENDING
31ST DECEMBER 2005

The Town Clerk, Mr. Frank Pentony outlined the main features of the Annual Financial Statement
and following questions by Councillors Seamus Keelan and Seamus Byrne, which were answered
by the Finance Officer, Ms. Joan Smith, the Annual Financial Statement was approved by
Councillor Seamus Keelan and seconded by Councillor Seamus Byrne.

On the proposition of Councillor Seamus Keelan and seconded by Councillor Mark Dearey the
members approved the over expenditure in year ended 31 st December 2005 as outlined by Ms.
Joan Smith, Finance Officer.

HOUSING PROGRESS REPORT
__________________________________________________________________
Councillor Kevin Meenan queried the timeframe for allocating houses at Mullaharlin Road and
also the Part V housing at Langfield and 20 Crescent 1, Muirhevnamor. He also raised a query if
there was a problem in relation to Part V acquisitions. The Town Clerk, Mr. Frank Pentony
indicated that as the Part V discussions were dealt with by Mr. Jim Byrne, Administrative Officer,
that this matter be deferred to the next meeting. This was agreed.
Councillor Ian Dooley raised the to notify Councillors of the appointment of a new Housing
Engineer and discussion took place in relation to replies to queries from Councillors.
Councillor Jim Ryan asked how many Part V acquisitions had taken place and also why there
was an increase in housing list applicants? Mr. Denis McArdle, Senior Staff Officer, advised that
an assessment of needs had taken place and some applicants had come back onto the list. It
was agreed that queries in relation to Part V acquisitions would be dealt with by Mr. Jim Byrne at
the next meeting.
Members also raised issues in relation to flooding over the weekend and in particular flooding at
the Castletown Road Bridge, it was agreed that the Town Engineer, Ms. Catherine Duff, would
report for the next meeting.

PROGRESS REPORT FOR AUGUST
Councillor Seamus Byrne raised an issue in relation to footpath renewal in Ard Easmuinn which
were not done last year and don’t seem to be done this year. The Town Engineer undertook to
come back to the Council on this matter.
Councillor Mark Dearey suggested that the Music Centre at Carroll Village be included as an item
on the Progress Report. This was agreed.

RAISING OF LOAN OF €6,586,530 FOR HOUSING DEVELOPMENT AT LIOS
DUBH – CLUID HOUSING ASSOCIATION
On the proposal of Councillor Seamus Keelan and seconded by Councillor Noel Lennon, it was
agreed to raise a loan of €6,586,530 from the Housing Finance Agency for the development of
Voluntary Housing at Lios Dubh – Cluid Housing Association, subject to the sanction of the
Department of the Environment & Local Government.

MOURNEVALE RIGHT OF WAY

The Town Clerk Mr. Frank Pentony, explained the history of the problem and also the agreement
with the Residents Association in relation to the erection of the gate. Members expressed
concern that the times proposed may not be agreeable to all concerned and Councillor Kevin
Meenan agreed to ask the other groups to write to the Town Clerk to indicate their preferred
opening hours. It was agreed to defer the matter to the next monthly meeting.

Councillor Seamus Keelan proposed that the opening of tender for the Red Barns Road would
take prior to the Planning Meeting and this was seconded by Councillor Seamus Byrne.

Members welcomed the report and complimented staff on the work achieved during the year.

NOTICE OF MOTION – COUNCILLOR SEAMUS KEELAN

“When will an audit be carried out of all pay parking meters, working or otherwise in the
Urban Area, and would it be possible if a report be included on the September 2006
Monthly Agenda”
Answer: An audit of all pay parking machines is undertaken on a daily basis. A full report on the
status of all machines will be made at the September meeting.
Councillor Keelan welcomed the report and the opportunity to review the situation. Councillor
Eamonn O’Boyle suggested a review of the maintenance contract for Pay Parking machines the
Town Clerk indicated that a new tender would be sought shortly for the maintenance of the Pay
Parking Machines.

“That this Council draw up a programme of works to be carried out in order to rehabilitate
Castletown Cemetery and to investigate an annual maintenance of same. These monies
are to be provided in future estimates”
Answer: The Assistant Parks Superintendent, Paul McDonnell will carry out a survey and prepare
a report for the September Meeting.
Following discussions, it was agreed that the council would consider providing funding in the
annual budget for 2007. This was proposed by Councillor Seamus Keelan and seconded by
Councillor Geraldine Murphy.

NOTICE OF QUESTION – COUNCILLOR SEAMUS KEELAN

“That Speed Ramps be provided on the Doylesfort Road from Arthurs Shop to the end of
the Urban boundary”
Answer: The Roads Engineer, John Lamont will carry out a survey and prepare a report for the
September Meeting.
Councillor Seamus Keelan referred to the six page petition received from the residents of the
Doylesfort Road in relation to the provision of speed ramps and Councillor Mark Dearey also

asked that drainage be provided. The Town Engineer, Ms. Catherine Duff indicated that the
matter would be considered by the Roads Engineer.
Councillor Ian Dooley agreed to take his Motion at the same time. He referred to a traffic counter
being installed for a minimum of seven days. The Town Engineer, Ms. Catherine Duff confirmed
that it was interfered with but would be sufficient for the traffic counter to remain in place for 2-3
days.

“When will two lights (ineffective for three and a half months) on the top of the Newry
Road Graveyard Hill be replaced?”
Answer: This matter has been directed to the ESB who have carried out an inspection and
detected a cable fault. The ESB estimate that this will be repaired within the next 3 weeks.
Councillor Seamus Keelan welcomed the report and thanked the staff for their work.

Answer: The Housing Engineer, Catherine Barry will carry out an inspection and prepare a report
for the September Meeting.
Councillor Geraldine Murphy indicated that she was happy with the reply and her motion was
seconded by Councillor Jim Ryan. Councillor Ryan also referred to the security from the railway
line to the Castletown River and suggested that this Council write to the Station Master to review
security from the station to Castletown River and provide fencing and close off section of the
Railway Line which is too open. This was seconded by Councillor Ian Dooley. Councillor Keelan
referred to the fact that granite coping stones on the bridge had been damaged.

“This Council looks at providing a pedestrian crossing in Quay Street to allow for safer
pedestrian access to the new Post Office and Londis Store in Quay Street”
Answer: The Roads Engineer, John Lamont will carry out a survey and prepare a report for the
September Meeting.
Councillor Ian Dooley welcomed the reply and Councillor Mark Dearey welcomed the proposed
policy to be looked at in relation to proposed Pedestrian Crossings in the town.
Councillor Eamonn O’Boyle also asked that Pedestrian Crossings on the Blayney Road near
schools would be included in such a review. The Town Engineer, Ms. Catherine Duff indicated
that the Town Council had made a case to the National Roads Authority for low cost safety

measures for this road but this had not yet been approved. She indicated this could be brought
forward again in 2007.
Councillor Seamus Keelan wished to record apologies for not being able to attend both the Newry
& Mourne Meeting on 24th August and also the Newry & Dundalk Joint Committee Meeting on the
previous day.

Councillor Noel Lennon condemned the recent attack on Councillor Jim Ryans car which was
seconded by Councillor Seamus Keelan, this was agreed by all of the members. Councillor Jim
Ryan welcomed the support.
