INTRODUCTION The Ministry of Overseas Indian Affairs, Government of India has introduced Scholarship Programme for Diaspora Children (SPDC) to study in Higher and Technical Institutions in India. Educational Consultants India Limited (Ed.CIL), a Government of India Enterprise, has been designated as the Nodal Agency for implementation of the SPDC. Assistance on Merit basis, is provided to the children of Diaspora [Persons of Indian Origin (PIOs) and Non-Resident Indians (NRIs)] under the Scholarship Programme for Diaspora Children (SPDC) to study in Higher and Technical Institutions in India for the academic year 2007-2008. 2. OBJECTIVE The objective of the ‘Scholarship Programme for Diaspora Children’ is to make available India’s highly developed higher education system to Children of Indian Diaspora (PIOs and NRIs) living in select countries. There are ample facilities for higher education in India. 3. SCHEME This SPDC is applicable for undergraduate programmes for Professional and General courses (except Medical and other related courses). Assistance provided will comprise of financial assistance primarily towards tuition fee, admission in select institution and courses, post admission services as mentioned herein after. The scheme is applicable to 39 no. of select countries, having concentration of Indian Diaspora. The list of countries, where it is applicable is appended at Appendix-A. For the purpose of this scheme, Indian Diaspora shall comprise of PIOs and NRIs, as per Appendix-B. 4. ELIGIBILITY FOR ADMISSION 4.1 Date of Birth: Minimum age is 17 years and maximum age limit is 21 years as on October 1, 2007, i.e. only candidates born on or after October 1, 1986 and before October 1, 1990 are eligible. Date of birth as recorded in the secondary education board / University certificate of class X or equivalent, or any certificate by Government Authorities only will be taken as authentic. 4.2 Residence: Candidate must be a Person of Indian Origin (PIOs) and citizen of any country listed in Appendix-A. (Or) Indian National studying abroad. The Indian Nationals must have had at least 5 years of education in any foreign country listed in Appendix-A during the last 8 years and must pass the qualifying examination (inclusive of 11th and 12th standard or equivalent) from foreign country listed in Appendix-A. Student Bookle 2007 4 4.3 Academic Qualifications: All candidates must satisfy the following academic qualification: Candidates must have passed the qualifying examination, i.e. Senior Secondary (10+2) or equivalent from any system of education as recognized by Association of Indian Universities (AIU) with requisite subjects. AND Must have secured minimum of at least 60% aggregate marks or 6.75 CGPA on a 10 Point scale or equivalent grades in aggregate of all the subjects in the qualifying examination. Candidate must have studied the prescribed essential subjects at qualifying examination level to pursue particular course of study. Details in this regard are as appended at Appendix-C. Candidates who have appeared or will be appearing in the qualifying examination in March/April 2007 and whose results have not yet been declared, can also apply, if they are otherwise eligible. They will, however, be admitted to the Institute only if they will produce all the required testimonials by 10th June, 2007. It is the responsibility of the candidates to ascertain whether they meet the requisite eligibility conditions for admission. Having been called for written test does not necessarily mean acceptance of the eligibility. Eligibility for admissions in doubtful cases will be decided by Ed.CIL in consultation with the Ministry of Overseas Indian Affairs, Government of India. 5. SHORTLISTING & SELECTION PROCESS Short-listing and Selection Process will be based on Common Written Examination, which will be held on Sunday 6th May 2007 in the respective countries. The venue and timings of the examination shall be informed to individual candidate by email or through Indian Missions in their respective countries. The medium of examination shall be English only. The shortlisted/selected candidates on the basis of scores obtained in the written examination and meeting all the eligibility requirements shall be admitted to the scholarship scheme and shall be eligible for assistance as per the scheme. Such candidates will be informed by email and/or through the respective Indian Missions. List of short-listed candidates will also be available on Ed.CIL website: www.edcil.co.in / www.educationindia4u.nic.in in the last week of May 2007. 6. SELECTION TEST The Selection Test will be of objective type of 2 hours duration. The Selection test will consist of the following subjects: English Language Reasoning Ability / Quantitative Abilities and General Awareness The general standard of the examination will be that of 12th standard of Indian education system. 7. ASSISTANCE PROVIDED TO STUDENTS Educational Consultants India Limited (Ed.CIL) is the Nodal Agency for the implementation of this scheme and will provide following assistance required before and after the admission. Each student admitted to the Scholarship Programme shall be provided assistance as follows: Student Bookle 2007 5 7.1 Financial Assistance: The assistance shall be available in two categories viz category ‘A’ and category ‘B’. 7.1.1 Category – ‘A’ (i) (ii) Tentative nos. of Scholarships : 5 (five) Quantum of Financial Assistance to be provided: Full assistance towards Tuition fee, Hostel fee & other institutional charges etc. (IEC) limited to the maximum of US$ 4500 per annum. Institutional Economic Cost (IEC) consists of tuition fee, hostel fee and other university charges. 7.1.2 Category – ‘B’ (i) (ii) Tentative nos. of Scholarships : 95 (ninety five) Quantum of Financial Assistance to be provided: Partial assistance towards. Tuition fee, Hostel fee and other institutional charges etc. to the extent of 75% of the total institutional charges (IEC) subject to maximum of US $ 3600 per annum. Institutional Economic Cost (IEC) consists of tuition fee, hostel fee and other university charges. 7.1.3 The continuation of scholarship assistance for both categories i.e. category A & B above in second and subsequent years of study shall subject to student maintaining & showing good academic performances The parameters in this regard will be as per the National Talent Search Exam. (NCERT Scheme). The further details in this regard will be intimated shortly. No other financial assistance whatsoever shall be provided. Please note that the total expenditure likely to be incurred for pursuing various courses of study may be higher than the above assistance provided. The expenses in excess of assistance above shall have to be borne by the Candidate or his/her parents/guardians. It is in their interest to ensure that they have the adequate financial resources to meet these expenses for entire period of study. The liquid assets statement from Bank in the name of parent/student be given as proof. Tentative cost per year is indicated as Appendix-C. Besides this, living expenses of US$ 15001800 per annum, depending upon the standard of living shall be required by each student. The expenses in this regard shall be borne by the students concerned. 7.2 Financial Assistance in terms of disbursement of scholarship, tuition fee etc. will be disbursed to the Institute on admission of candidates to the selected institutions. Admission Assistance: The short-listed candidates will be offered admission in the desired course of study in one of the institutions listed at Appendix-C. While a student may indicate his preference for a particular course of study, the institution will be decided by Ed.CIL and the decision of Ed.CIL in this regard shall be final and binding. The admission shall be provided subject to the student meeting prescribed eligibility required to pursue the course of study. Option of preferred institutes may also be indicated by the student. Though efforts will be made to consider the preferences indicated, however no assurances/commitments is given in this regard. Student Bookle 2007 6 7.2.1 Post Admission Assistance & Monitoring Following post admission support will be provided to the admitted students. 8. Assistance on arrival in India by way of the reception of the students and their transfers to respective institutes. Coordination with the concerned institutions for reception on their arrival. Arrangement for orientation to aquaint student with the institute/country. This shall be provided by the institute or Ed.CIL representative. Regular monitoring of the student's academic performance in association with the institute about the progress annually/six monthly. Act as local guardian of the students for all their needs, till the completion of their course. Facilitate return of the student to their home country on completion of the course of study. Facilitate the transmission of academic transcripts of student. DISBURSEMENT OF SCHOLARSHIP The assistance towards institutional fee will be remitted directly to the concerned institution, along with the balance fee deposited by the student/his or her parents/guardian with Ed.CIL on the annual basis. Each selected student shall be required to pay the balance fees to Ed.CIL in advance on yearly basis. 9. CONTINUATION/CANCELLATION OF SCHOLARSHIP The continuation of scholarship for the second and subsequent years of study shall depend upon student passing each year of study successfully and also achieving the criteria of National Science Talent Search Scholarship (NCERT), which will be notifid separately on website. Student who fails and is not promoted to the next year of study either due to poor academic standards or do not achieve the prescribed academic standards as above for any other reason whatsoever, shall not be eligible for any assistance including financial assistance for his/her further studies. 10. PLACEMENT The cases of students short-listed on the basis mentioned above and who convey their acceptance through fax/emails/post along with DD of US $ 350 (refundable refer para 5) within 7 days, along with the required testimonials, shall be forwarded to three/four institutions providing desired course of study. The institutions will examine the eligibility for admission and issue provisional admission offer through Ed.CIL. The offer of admission along with the prescribed fee, other documents required and tentative date of reporting at the institution shall be informed to the student. The student/his or her parents/guardian shall be required to send the difference in fee prescribed and the assistance admissible towards institutional cost, by way of demand draft payable to Ed.CIL immediately on receipt of demand in this regard. Failure to send the requisite fee may lead to withdrawal of offer/cancellation of scholarship. Decision of the institution considering admission shall be final with regard to eligibility for the admission. 11. INSTITUTIONS AND COURSES OF STUDY AVAILABLE The courses of study are available in the following areas: Engineering/Technology Humanities/ Liberal Arts Commerce Student Bookle 2007 7 Management Journalism Hotel Management Agriculture/Animal Husbandry Science etc. The details like eligibility requirement, course fee, subjects offered etc. are as at Appendix-C. The institutions at which these courses available, are as at Appendix-C. Students can indicate their choice of institute for study in order of preference. The option is being asked only to look at student’s preferences though efforts will be made to accommodate the choices indicated by the students as far as possible, however no assurance/commitments are being given in this regard. Students will have to accept the institute finally allocated to them. 12. SUBMISSION OF APPLICATION FORM 12..1 Submission of Application Form: 12.1.1 The prescribed Application Form is available at the end of this Brochure. Candidates are required to submit the Original Application Form (Hard copies only), complete in all respects to The Project Manager (MOIA), Educational Consultants India Limited, Ed.CIL House-18-A, Sector-16-A, NOIDA-201 301 (India), latest by 23rd March 2007. Applications received after 23rd March 2007 shall not be considered and shall be summarily rejected. Applicants are advised to send their applications sufficiently in advance (after considering transit/postal time etc.) so as to ensure delivery at Ed.CIL House, Noida in time. Ed.CIL shall not be responsible for any postal delay. 12.1.2 Eligible candidates who have appeared/are appearing for the qualifying examination in 2007 can also apply by submitting the completed Application Form and other documents (except for the results of qualifying examination). However, these candidates are required to submit the authenticated transcripts of all marks/grades secured in the qualifying examination, to reach Ed.CIL latest by 10th June 2007. The applications of students who fail to submit his/her results, for any reason whatsoever, by the prescribed date, shall be liable to rejection without any notice. Note: 1. 2. 3. 4. 5. 6. 12..2 The authenticated transcripts of all marks/grades secured in the qualifying examination should be attached with the application form. The mark sheets downloaded from Internet can also be submitted along with details of Roll No. allotted for appearing in the qualifying examination, name of Examining Board and the URL of the Examining Board's Website from which it has been downloaded, for advance information. In the case of Indian Nationals, the qualifying examination 10+2 or equivalent (inclusive of 11th and 12th standard) should have been passed from any country listed at Appendix-A only. Documentary evidence must be enclosed with the application. In the case of PIOs, documentary evidence of PIO Status must be enclosed with the application. The marks obtained by the candidates in improvement/compartment examination shall not be considered. Incomplete/illegible applications in any respect would be summarily rejected without any communication to the candidates. Liquid asset certificate from Bank in the name of Parent/Student should also be enclosed. MISCELLANEOUS INFORMATION 13.1 Visa Status: All selected Persons of Indian Origin (excluding PIO Cardholders) must obtain a valid student visa issued by the Indian Missions abroad. The visa can be obtained by producing the provisional admission offer letter received from Ed.CIL/ respective Institute at the Indian Missions located in the respective country. 13.2 Medical Examination: The Candidates, in their own interest, are advised to ensure that they are medically fit to pursue the prescribed course of study. The candidates may be required to submit the Medical Certificate from the Authorised Medical Practitioner including a Human Immuno Deficiency Virus (HIV) free certificate from any of the World Health Organisation collaborating laboratories in their home country. Alternatively, the Candidates may be required to undergo a Medical Fitness Test at the time of reporting at concerned Institute. Please note that if the Candidate is not medically fit, his/her admission is likely to be rejected. 13.3 Reporting at the Institute The academic session at each institute begins in the month of July/August. The details regarding the documents/certificates to be carried, date of reporting at the Institute, etc. shall be posted on Ed.CIL website: www.edcil.co.in/www.educationindia4u.nic.in during mid July 2006. Candidates selected for admission are required to report to the Institute as per the details to be given in the Website and take up admission as allotted to them. 13.4 Accommodation Institutes have hostel facility and students may be required to reside in the campus. The hostels for boys and girls are self-contained with amenities such as reading room, dining hall, etc. Residents must abide by the rules and regulations as may exist and are prescribed by the Institute from time to time. 13.5 Medium of Instruction English is the medium of instruction at all the Institutes. 14. INSTRUCTIONS TO COMPLETE THE APPLICATION FORM Please read carefully, the instructions given in this section before filling the application form. To avoid mistakes, you may complete the entries item-wise, first on a plain paper and, after proper scrutiny, transfer the same to the application form. The application form must be filled in ENGLISH and should be typed or written in CAPITAL LETTERS legibly. Application forms, filled in languages other than English, will be rejected. Note that ONLY one application is necessary. However, if you submit more than one application, you must clearly mark all, except the original application, with the word DUPLICATE’ at the top in red ink. All information including photographs in all the forms must be identical. Any violation of these instructions may invalidate your application. After submission of the application form, requests for additions and deletions of your choices for Courses will NOT be entertained.
