Name of proposal to be assessed:
Removing subsidised Support for Bingley Music Live and Sports and Parks
Events
The proposal would lead to a loss of experience and capacity however there is the
potential for Bingley Music Live to move to a private operator and for parks and
sports events to be run by local communities or other alternative approaches.
1.2
Describe the proposal under assessment and what change it would result in if
implemented:
The 2016-17 savings proposal relates to the removal of the final elements of budget
provision identified specifically for Bingley Music Live together with the budget for a
member of staff in 2017-18.
The event is to continue on a cost neutral basis.
Should the event not generate sufficient revenue to offset expenditure then it would
appear advisable that the event is discontinued.
Key Comparative Potential Risks
1.
If the event was ceased it may have some impact on the Council’s
reputation.
2.
Removing Bingley Music Live altogether will remove the reported boost to
the local economy.
Potential workforce Implications
This proposal, together with ceasing all other events will require the loss of 1 fte
post. This figure has already been included in the 2017-18 savings proposal.
The proposal will increase the level of savings from the event service. Reducing the
capacity of the event team to deliver or support events in the future, which will
require the service to withdraw completely from Bingley Music Live, Skyride,
Bradford City Runs and other park events e.g. band concerts, plus other ad-hoc
events required to be delivered by the events team i.e. Tour of Yorkshire, Tour of
Britain.

Equality assessment carried out indicates that this proposal is likely to have no or a
low impact on everyone, and so there is no disproportionate impact on any group

Age: Should the direct provision of events be withdrawn then the main user
group 20-40 may be affected. The pricing policy for Bingley Music Live is to
ensure it remains accessible to all and not one particular age group.

People on Low income: Should the direct provision of events be withdrawn
then low income citizens may be affected due to the high cost of similar
events out of the Bradford district.
