Harborco What? Harborco plans to build and operate a deepwater port. (A1) It wants to attract primarily dirty industry to the port area (oil refineries, petrochemical plants, steel production plants, resource recovery plant). (B1) Harborco accepts the fact that it will create some harm to ecology but only within Federal and State impact mitigation limits. (C4) The consortium wants to be free in hiring staff and does not want to be limited by trade union requirements. (D1) Harborco hopes to receive a $3 billion loan (at 15% interest rate) over the next 20 years from DCR. (E5) Harborco does not want to make any compensation to the other ports in the region. Why? Harborco would generate profits and attract investors. It would not be limited by any outside forces. Local, regional and national economies could benefit as the transport costs of imports and exports could dramatically decrease. Furthermore the new port would boost the growth of the region (new companies and factories built close to the port) BETNA: Not known yet The Environmental League What? Stop the construction of port or convince Harborco not to harm the environment. The league wants only "clean" industries in the region (such as high-tech production industries). It also wants to convince Harborco to improve the ecological setting. (bypass delicate areas during construction and dredging, on-going fishery management, wildlife protection, active anti-erosion program, constructiona and operation of a small waste treatment facility to treat effluents flowing into the estuary from the Banksedge River). Why? Protect the environment (ecosystems, air and water pollution, waste disposal) BETNA: Not known yet Local Federation of Labor Unions What? Labor unions want the port to be built in order to develop Seaborne area and attract investors. Why? Develop Seaborne area and attract further investors. This would create new jobs in short- and long-run. The unions want to reserve the jobs mainly for local union members. BETNA: Not known yet Other Ports in the region What? Stop construction of new port or receive decent compensation from Harborco ($600 million). Why? Other ports are afraid of losing substantial amount of business to the new port. They want to keep on operating and gain substantial profits. BETNA: Not known yet Federal Department of Coastal Resources What? DCR wants the new port to be build but it also wants to preserve the environmental integrity of the coastal area thus certain aspects of port design must be agreed on. Why? DCR aims at realizing economic potential of the nation's coastal resources. However this cannot be done with significant harm to environment. BETNA: Not known yet Governor Sherwood What? Wants the port to be built. Why? She wants to promote the development of the state and to make sure that trade unions will benefit from the port operations. BETNA: Not known yet
