Marc Edwards, Ph.D.
Marc Edwards received his bachelor’s degree in Bio-Physics from SUNY Buffalo in 1986. He
received his M.S. and Ph.D. in Environmental Engineering from the University of Washington,
in 1988 and 1991, respectively. In 2004, Time Magazine dubbed Dr. Edwards “The Plumbing
Professor” and listed him amongst the 4 most important “Innovators” in water from around the
world. The White House awarded him a Presidential Faculty Fellowship in 1996. In 1994, 1995
and 2005, Edwards received the Outstanding Paper Award in the Journal of American
Waterworks Association and he received the H.P. Eddy Medal. His M.S. Thesis and PhD
Dissertation won national awards from the American Water Works Association (AWWA), the
Association of Environmental Engineering and Science Professors and the Water Environment
Federation (formerly the Water Pollution Control Federation). He was awarded the Walter
Huber Research Prize from the American Society of Civil Engineers (2003), State of Virginia
Outstanding Professor (2006), and a MacArthur Fellowship (2007).

Menachem Elimelech, Ph.D.
Menachem Elimelech is the Roberto Goizueta Professor at Yale University. He also serves as
Chair of the Chemical Engineering Department and Director of the Environmental Engineering
Program. Professor Elimelech received his Ph.D. from Johns Hopkins University in 1989 in
Environmental Engineering. His research interests include (1) environmental applications and
implications of nanomaterials, (2) membrane separations for desalination and water quality
control, (3) microbial transport and adhesion, (4) engineered osmosis for sustainable production
of water and power, and (5) water and sanitation in developing countries. Professor Elimelech
was elected to the National Academy of Engineering in 2006 and was awarded the Athalie
Richardson Irvine Clarke Prize in 2005.

Joseph F. Harrison, P.E., CWS-VI
Joseph F. Harrison, P.E., CWS-VI, is the Technical Director for the Water Quality Association
(WQA), having come to WQA in 1990. The Water Quality Association is a not-for-profit
international trade association representing the residential, commercial, industrial and small
community water treatment industry. Its membership consists of both manufacturers as well as
dealers/distributors of equipment. With the WQA, Joe is a resource and information source, a
voice for the industry, an educator of professionals, manager of a laboratory for product testing
and industry standards, and a communicator with the public. WQA has more than 2,500
members nationwide.
Prior to his position with WQA, Mr. Harrison was Chief, Safe Drinking Water Branch for
Region V of the U.S. Environmental Protection Agency for seventeen years. His many
responsibilities with the EPA included the overview and enforcement of drinking water standards
in Illinois, Indiana, Michigan, Minnesota, Ohio, and Wisconsin and protection of underground
sources of drinking water in the region. He served as technical consultant on matters related to
significance and resolution of drinking water contamination and health problems and participated
in the development of U.S. EPA drinking water regulations.
Mr. Harrison is a registered professional engineer and holds the title of Certified Water Specialist
VI in the Water Quality Association’s voluntary certification program. He obtained a Bachelor
of Science Degree in Civil Engineering from Wisconsin State University and holds both a Master
of Science Degree in Water Resources Management and a Master of Science Degree in
Environmental Engineering from University of Wisconsin, Madison.

Henry R. Hidell, III
As founder of Hidell-Eyster International, Mr. Hidell has provided consulting services to the
Bottled Water and beverage industry since 1968. Prior to that, he was President of a consulting
firm founded in 1968, specializing in resource management and environmental issues. His
expertise spans the spectrum of business, technical and educational services provided by the
firm, with specific expertise in the formulation of business strategies, mergers and acquisitions,
and turnkey development of bottling facilities. Mr. Hidell is recognized as an expert in
international economic development.
He has actively participated in the development of beverage industry organizations and facilities
in North America, Europe, Latin America, Asia, Australia and Russia. In 1995, his proposal for
standards to regulate trade of mineralized water was adopted by the South American Free Trade
Organization (MERCOSUR). He has completed projects in Asia, Africa, the Middle East,
Europe, Latin America, North America, Russia, China, and Micronesia.
His academic training includes an undergraduate degree in Geology/hydrogeology from West
Chester University and a Graduate degree in Land-use Planning and International Economic
development from Southern Illinois University.

Joseph G. Jacangelo, Ph.D., REHS
Dr. Jacangelo is a Vice President and Director of Strategy and Research for MWH, a large
environmental engineering firm. He also is an adjunct associate professor at the Johns Hopkins
University Bloomberg School of Public Health. Dr. Jacangelo has 26 years of experience in the
field of environmental health engineering, and has specialized in the areas of water quality and
treatment, water and wastewater disinfection, and public health. He has served as either Principal
Investigator, Technical Director, Project Manager or Engineer for over 80 water and wastewater
projects. For the past 20 years, Dr. Jacangelo has focused on the use of membrane technology for
treatment of drinking water supplies and for wastewater reuse. He has published over 100
technical papers and is a past recipient of the Journal American Water Works Association
(AWWA) Best Paper Award for water quality. Dr. Jacangelo holds various positions in
professional organizations such as AWWA and the International Water Association. He
currently is Chair of the AWWA Technical and Education Council and a member of the
organization’s Board of Directors. In addition, he is Vice President of the Board of Directors of
the WateReuse Foundation and on the Board of Scientific Advisors for the Institute for Public
Health and Water Research. Dr. Jacangelo also served three years as a Peace Corps Volunteer in
the Republic of the Congo.

Mark W. LeChevallier, Ph.D.
Since 1985 Dr. LeChevallier has worked for American Water, a water utility operating in 32
states, and Canada; serving over 16 million people. Dr. LeChevallier is currently the Director of
Innovation & Environmental Stewardship at the American Water Corporate Center in Voorhees,
NJ. In this capacity he directs a staff of 18 for both the research and environmental compliance
programs. Dr. LeChevallier received his Bachelor of Science and Masters degrees in
Microbiology from Oregon State University in 1978 and 1980. He worked as a Research
Associate at Montana State University where he received his Ph.D. in Microbiology in 1985.
Research areas have included bacterial regrowth, disinfection of biofilms, corrosion, bacterial
nutrients, AOC measurement techniques, biological treatment, Mycobacterium, microbial
recovery and identification, modeling and impact of pressure transients on water quality, and
detection, treatment and survival of Giardia and Cryptosporidium. He has authored or
coauthored over 100 research papers, most in peer-reviewed journals. Several of his papers have
received awards from the American Water Works Association for outstanding contributions to
the science of water treatment.

Joseph A. Levitt
Joseph Levitt is a 25-year veteran of the U.S. Food and Drug Administration (FDA). He focuses
on the development and implementation of legislative and regulatory policy regarding the
manufacture and marketing of food, drugs, and medical devices and how to work effectively
with the FDA and related agencies. Joe also brings in-depth knowledge to a wide range of
matters, including food and drug safety, biotechnology, labeling, advertising, and bioterrorism.
For six years, from February 1998 through December 2003, Joe served as Director of the FDA’s
Center for Food Safety and Applied Nutrition (CFSAN), where he led successful efforts to
modernize food safety regulation and enhance the security of the U.S. food supply. He also
initiated a revitalization of FDA’s nutrition program. During his FDA tenure, Joe also helped
streamline the new drug review process and launch the agency’s food labeling initiative.
Additionally, he served as Deputy Director for Regulations and Policy at the FDA’s Center for
Devices and Radiological Health. He began his FDA career in the Office of Chief Counsel.
Since joining Hogan & Hartson in January 2004, Joe counsels numerous food, drug and device
companies and trade associations regarding compliance with federal laws and regulations.

Michèle Prévost, Ph.D.
Dr. Prévost has more than 25 years of experience in research and technology in the areas of
water treatment and distribution. She has directed several large projects to investigate filtration
and disinfection in treatment plants (microbial indicators, impact of water quality on disinfection,
biological treatment, nitrification, etc.) and various aspects of distribution systems (corrosion
control, microbial regrowth, integrity & intrusion, data mining, hydraulic and quality modeling).
Dr. Prévost holds an Industrial Chair on Drinking Water of the National Science and Engineering
Council of Canada (NSERC) at the Department of Civil Engineering of École Polytechnique de
Montréal. She has been active in numerous technical advisory committees to utilities (MWRA,
Vancouver, Indianapolis, Tampa Bay, Montreal, Laval, New York, etc.) and was a member of
the technical advisory committee of the Walkerton Commission. Dr. Prévost has authored more
than seventy refereed publications and is the primary editor of a reference book on
Biodegradable Organic Matter in Water Treatment and Distribution that was published by
AWWA in 2005.

J. ALAN ROBERSON, P.E.
Mr. Roberson is currently the Director of Security and Regulatory Affairs at AWWA's
Washington, D.C., office. He is responsible for implementing AWWA's overall regulatory
program with all federal agencies such as EPA, DHS, CDC, USGS, USDA, etc. He and his
technical staff work closely with EPA staff on the development of national drinking water
regulations and with DHS on the development on national water security policy. He develops
AWWA’s positions on national water and security issues by coordinating multiple volunteer
committees and managing technical contracts to provide data collection and analysis to support
these positions.
Mr. Roberson has twelve years consulting engineering experience with the design and project
management for site development and water treatment projects. He graduated from Georgia
Tech with a Bachelor's in Civil Engineering in 1979 and completed a master's degree in Civil
Engineering at Virginia Tech in 1995. He is a Professional Engineer in the Commonwealth of
Virginia.
