Participation in

Representation of the President of the Republic of Armenia before the RA courts and the Central

Electoral Commission during the presidential elections of 2003.

International litigation in High Court of UK, Commercial Division, Queens Bench; on behalf of the Republic of Armenia.

Arbitration in London under ICC rules, on behalf of the Republic of Armenia, expert-witness of

Armenian legislation.

Implemented projects:

Technical Assistance to the Public Services Regulatory Commission for development of the telecommunications sector.

Strengthening the regulatory framework for water sector entities in the area of service quality monitoring in cooperation with Castalia Limited. Development of a service quality monitoring system for the RA Public Services Regulatory Commission.

Drafting of credit agreements between the Republic of Armenia, the Foundation and the financial institutions, within the framework of “Urban Heating Project”.

Providing consulting services to the Government of Armenia on development of a multisector regulatory agency (Energy, Water, Telecommunications) as a part of a group led by Econ One -(The World Bank project).

Implementation of “Armenian Telecommunications Technical Assistance-Armenia

Support” project in subcontract with the prima contractor SETA Corporation for liberalization of the telecommunications sector within Armenia. Drafting of a new

Telecommunications Law with key supporting Regulations and providing technical assistance to the independent regulator in an effort to strengthen the new institution’s operations and to provide professional expertise needed for addressing key issues that would surface in the early stages of market liberalization (The USAID project).

Preparation of a Legal Opinion for the transaction between Ansett Worldwide Aviation

Netherlands B.V. and ” Armavia” Ltd. for the lease of an Airbus plane.

Preparation of amendments to the existing Armenian legislation in collaboration with

Barents Group Company of KPMG Consulting; Legal consultant for the World Bank project "Armenia: Preparation of Draft Rules of Natural Gas Supply and Use".

Preparation of a Report on study for draft rules of natural gas supply and use. Purpose: to support the preparation of the proposed Urban Heating Project.

Elaboration of precedent concept in Armenia and preparation of a contract for consultant services for the water and wastewater foreign operator in Yerevan and Water Economy

State Committee under the Government of Armenia. Purpose: experiment to submit the water and wastewater operation to local water and Sewerage Company.

Local legal advisor of Raiffeisen Investment AG, the international privatization advisor of the Government of Armenia. Project: Privatization of four Electricity Distribution

Companies of Armenia. Task: legal due diligence and preparation of legal package of the documents. Year: 1999.

Participation in drafting of the “Arbitration Law” of the Republic of Armenia based on

UNCITRAL Model Law, the “Collateral Law” of the Republic of Armenia, the

“Economical Procedure Code” and various other laws and legal acts.

Advising World Bank on the issues related to the regulation of the local transport domain.

Review and advising OPIC on documents related to the “Armenia Hotel Project” as to which OPIC requested the legal advice, including the hotel acquisition and operating agreements, the OPIC loan documents, the security documents, legal opinions, and all other documents pertaining to the Project, drafting of and negotiating the legal documents required for the Project, effectuating security interests in Project assets, coordinating with OPIC all of the matters related to the local law and local security documentation, drafting of a memorandum on security enforcement and any other matters pertinent to the Project.

Agricultural Wholesale Market Project Management Unit Director (EBRD, $15 million Loan

Agreement. Total $22million worth project). General management of the PMU. Supervision over the project overall implementation, preparation of weekly reports for EBRD, collaboration with participating agencies and banks, supervision over the preparation of the WMC business plans and flow of funds during the construction and commercial phase of the project, reviewing and negotiating the draft legal documents produced under the project, their discussion with

participants in the project, particularly with the shareholders of Wholesale Market Company and the local banks, finalizing these documents for review by lawyers of EBRD, report to the

Government and EBRD.
