1 Introduction
1.1 Overview
The introduction of Next Generation Networks (NGNs) is the most significant change to telecoms
networks since competition was introduced two decades ago. These new networks have the
potential to deliver significant benefits to consumers and communications providers, including BT.
BT’s NGN, the 21st Century Network (21CN) will transform the way BT delivers services to all of
its customers.
BT understands that each of its wholesale Communication Provider customers is not only a
stakeholder, but is also an important collaborator in the migration to the 21st Century Network. BT
is committed to consulting fully and transparently with Communications Providers and Ofcom in
developing 21CN through Consult21; this continuing programme is further underpinned by the
Telecoms Strategic Review (TSR) Undertakings.
As part of this consultation programme, BT is now sharing its Testing Proposal, for existing
obligatory products (this document) to open a consultation process including requirements
capture with Communication Providers.
The purpose of BT’s testing programme, which will underpin this Testing Proposal, is to provide
service assurance and minimise negative impacts on End Customers.
1.2 Basis of Sharing BT’s Testing Proposal
This Testing Proposal document is limited to BT’s existing obligatory product portfolio.
By issuing this document, BT is opening a period of pre-consultation with Communication
Providers. BT welcomes feedback on this pre-consultation document from Communication
Providers, to ensure that the testing approach BT is proposing; is appropriate, fit for purpose,
consists of the right types of tests and allows sufficient time during the consultation period for
Communication Providers to respond appropriately to BT.
1.2.1 Information Disclosure
This document is intended for the use of agreed Consult21 Communications Providers only and
shall not be made available to a wider audience, including End Customers. This wider audience
will be informed, if appropriate, in accordance with a communications plan, to be developed by
the Consult21, Customer Migration Communications Working Group.
2 Industry Consultation
Planning and managing the testing of BT’s 21CN will be complex and require a high level of coordination among suppliers, Communications Providers and BT. Each of BT’s Communications
Provider customers will need to align its testing plans with BT’s plan to help ensure that as an
Industry we are aligned to minimise negative impacts on End Customers and preserve the
customer experience.

The starting point, however, must be visibility of BT’s proposed Testing Proposal for existing
obligatory products and the purpose of this document is to outline:


The process and vehicle by which this consultation will be carried out (this
section)
2.1 BT’s Testing Proposal & its Objectives
In order to minimise both the testing resourcing impacts on Communication Providers and the
negative impacts on End Customers as a result of 21CN migration of existing obligatory products,
BT proposes the following approach which is further outlined in sections 2.3, 2.4 and 2.5:

BT intends to devise, run and share a set of standard tests (Core Tests) which will
cover the majority of obligatory product scenarios which Communication Providers
need to understand

BT intends to develop and operate a process whereby Communication Providers may
request and run tests outside of these Core Tests

BT intends to carry out testing on a representative sample of Customer Premises
Equipment (CPE) and share the results with Industry

In addition to this BT proposes to operate a testing programme to facilitate the
introduction of the Virtual Interconnect Circuit product (VIC) to enable migration of
interconnect routes from the DLE to the NGS as we would for any new Interconnect
Links product

Industry development and agreement of an appropriate inter-operability testing plan
between all Communication Provider’s including BT, to facilitate the introduction of
BT’s 21CN
2.2 What Are We Consulting On?
The goal of the BT’s Testing Proposal for existing obligatory products is to achieve a common
understanding of BT’s proposed work plan on Testing that BT and its Communication Provider
customers can then use for planning/operational purposes. Given the complexity of the testing
programme, BT believes that having such a shared view is necessary and envisages this shared
view being developed through a phased consultation:
1. Pre-Consultation (approach & work plan)
2. Consultation (what we are testing)
3. Testing Execution (results review through the Conformance Testing Working Group)
In seeking Communication Provider’s input, BT recognises it will probably be impossible to
establish a solution that completely reflects the individual needs of every Communications
Provider.
It is important to note that by commenting on this information, either in the pre-consultation or
consultation periods, BT understands Communication Providers are NOT offering unconditional

consent to the 21CN migration. Discussions around issues such as the migration of obligatory
products and cost recovery will continue to be progressed at the relevant Consult21 Working
Groups and/or in bi-lateral discussions.
2.2.1 Pre-Consultation
The primary goal of the Pre-Consultation, being initiated with the publication of this document is to
provide Communication Providers an opportunity to comment on:

2.2.1.1
Test Purposes
The primary goal of the Pre-Consultation, being initiated with the publication of this document, is
to develop a common understanding on BT’s Testing Principles (hereafter known as Test
Purposes [see section 3.2.1]). The Test Purposes will drive BT’s development of a set of Core
Tests which will then be subject to consultation during the Consultation phase.
Through the pre-consultation process, BT seeks feedback from Communication Providers on the
definition, scope and suitability of its Test Purposes.
2.2.1.2
Customer Premises Equipment (CPE) Testing
As outlined further in section 3.3, BT intends to conduct testing on a representative sample of
CPE. Please see Annex B for the list of representative sample of CPE proposed by BT.
Through the pre-consultation process, BT seeks feedback from Communication Providers on the
representative list of CPE it intends to test.
2.2.1.3
Proposal for Inter-Operability Testing
BT’s current approach to Inter-Operability Testing is to ensure that all Communication Provider’s
existing networks and services, which currently interconnect with BT’s network, will work with the
21CN network. As an industry, BT, together with Communication Providers must produce a
proposal on how Inter-Operability testing can proceed.
Through the pre-consultation process, BT seeks feedback from Communication Providers on
what the best approach will be to prove inter-operability between BT and Communications
Providers.
2.2.2 Consultation
The Consultation Phase will comprise of individual and distinct consultations on each of the
following:
2.2.2.1
Core Tests
Once the Test Purposes have been agreed with industry via feedback on this pre-consultation
document from Communication Providers, the consultation phase will commence.
BT proposes to release batches of Core Tests, on a per product basis, built from the set of Test
Purposes (as outlined in section 3.2.1) agreed during the pre-consultation phase and in
accordance with the timeline outlined in section 2.4. Each one of these releases will be dealt with
as a separate consultation with its own response timeframe which will typically be 3 weeks from
the date of issue.

For each batch of Core Tests, Communication Providers will have the opportunity to:

comment on the Core Tests proposed by BT

identify any additional testing requirements against the released schedule of core
tests
Following the conclusion of the “batch” consultations. BT will review the feedback and confirm the
Core Tests which will go forward into Testing. This confirmation will happen through the
Conformance Testing Working Group.
BT intends to issue the timetable release of its Core Tests within its re-issued Testing Proposal
for existing obligatory products on the 14th March 2006.
Following the conclusion of the consultation on core tests, BT will evaluate whether there is a
need for Communication Provider specific testing. Any requirement in this regard will be
discussed at the Conformance Testing Working Group.
2.2.2.2
Virtual Interconnect Circuit (VIC) Product Testing
BT intends, as outlined in the timetable in section 2.3, to release to interconnect Communication
Providers the detailed Testing Proposal for the VIC product. This will be included along side the
re-issue of this document on 14th March 2006

Voice Trials
As part of the Consultation Phase, BT intends to release a Voice Trials Proposal (as further
outlined in Section 3.5) which will seek feedback from Communication Providers on the proposal
and also an agreed approach on how to engage Communication Providers, for participation in
these trials.
2.2.2.4
Inter-Operability Testing
BT recognises as outlined in section 3.4 the need to conduct inter-operability testing and to
facilitate an Industry wide view. BT proposes to hold a series of workshops to develop and agree
an inter-operability testing plan between all Communication Provider’s including BT, incorporating
any feedback received during this pre-consultation phase.
2.2.3 Testing Execution
Following the closure of the consultation phase, BT will be sharing the following information during
the Testing Execution phase:

The proposed methodology of consultation is designed to achieve maximum industry
involvement. BT’s Testing Proposal (on its existing Obligatory Products) is being presented to
industry to ensure that the consultation phase is fit for purpose and as a pre-cursor to the
provision of:

batches of Core Tests on a product specific basis

a VIC product testing proposal

a Voice Trials Proposal

a series of workshops with Communication Providers on Inter-operability testing

2.5 Management of Consultation
The Consultation process outlined in section 2.3 above will be managed through the Consult21
Conformance Testing Working Group (CTWG). This forum will be launched as part of the PreConsultation on this proposal document.
The Conformance Testing Working Group will act as an expert testing forum operating on behalf
of the Architecture & Framework, Product and Implementation & Migration Working groups to
ensure compliance with all relevant specifications.
Any exceptions will be passed back to the appropriate Consult21 Working Group for impact
analysis.
The initial focus of the Conformance Testing Working Group will be the consultation outlined
within this testing proposal. BT recognises that the introduction of NGN Interconnect will require
additional testing to be undertaken, however this falls outside the scope of this Testing Proposal.
The Conformance Testing Working Group will:

Act as the vehicle for carrying out any specific consultations on testing and testing
methodology

Review Core Test results and highlight exceptions back to the relevant tasking Working
Group

Track an over all testing plan on behalf of the other Working Groups

Be the vehicle for communicating any further detail / queries related to Testing and Trials of
BT’s existing obligatory product set, identified by Communication Providers
2.6 Query Handling during Pre-Consultation
Queries regarding (this document) BT’s Testing Proposal for its obligatory products, can be raised
at anytime until 1st March 2006 via email to consult21@bt.com quoting the Consultation Title &
Reference which can be found on the cover of this document. These queries will be recorded
and responded to by BT either multi-laterally or bi-laterally as appropriate. All information required
from Communication Providers, as part of the consultation or pre-consultation phase can be
submitted via the same email address.

3 21CN Testing Proposal for Obligatory
Products
3.1 Overview
This section will focus on the definition of what is referred to in this document as core tests. It will
also provide the definition of BT’s Test Purposes which is the focus of this pre-consultation
document.
3.2 Core Tests
Core Tests are a set of test cases agreed with Communication Providers against BT’s existing
obligatory product set, with the objective to confirm operational readiness of those products. Each
core test will have a test case written, together with an entry and exit success criteria. The results
of these tests will be shared with Communication Providers via the Conformance Testing Working
Group.
Any additional Communication Provider testing identified during consultation and deemed
appropriate to the Core Tests will be included as part of the Core Tests and handled as such.
Section 3.8 provides further detail on BT’s proposal to facilitate Communication Provider’ specific
testing.
Any additional Communication Provider testing not appropriate to the Core Tests will be the
responsibility of the Communication Provider and can be discussed as part of their testing
requirements at bi-lateral meetings.
Where appropriate core tests will include fallback and disaster recovery / business continuity
scenario testing.
BT is planning to conduct a series of component and end to end tests that are intended to provide
confidence in BT’s existing obligatory products migrating to 21CN. Where appropriate these tests
and their results will be provided to industry as part of the Core Tests. It is expected that industry
will be most interested in the end to end tests which focus on the customer management and
service aspects of the solution. However we recognize the wider interest that will exist in the
component and integration tests and will share some of these test cases as necessary and within
the bounds of BT’s and its suppliers commercial constraints.
It is expected that the Core Tests will cover a large portion of the required test cases to allow a
smooth and efficient migration of BT’s existing obligatory products.
Where industry requires tests not covered by the Core Tests BT will allow access to a suitable
test environment in a number of key ways.
1. We will allow “early warning” access to the Trials models for Communication Providers
who are affected in the early stages (Initial Communication Providers) of the Pathfinder
migration to begin early confidence building

2. For Communication Providers not affected by the early role out of pathfinder (2nd wave of
Communication Providers) we will provide facilities to access a suitable test environment
to allow non core tests to be executed by Communication Providers
Where specific and detailed technical issues need the support of a dedicated test environment we
will arrange for access to a suitable test environment for a limited test period.
3.2.1 Product Test Purposes
To deal with the complexity and time scale issues associated with 21CN and particularly
Pathfinder, BT is conducting a testing programme against the following test purposes:

Network Functionality
The network functionality will be tested by a number of testing methods and test objectives, split
into logical stages which are either owned by BT or the relevant 21CN equipment supplier.
Section 3.6 provides further information on BT’s test life cycle which includes Network
Functionality testing.

3.2.1.3
Network Management Testing
This test purposes will validate the 21CN network management capability within BT including
identification and treatment of network alarms; fault detection, collation, localization, diagnosis
and repair.
Upon completion of the Management testing the network and service managements components
are integrated with the Network for the integration and end to end testing activities.
3.2.2 ADS Compatibility Testing
Access Delivery Systems (ADS) are expedient devices used to deliver PSTN/ISDN from the
telephone exchange to customers. They can use copper, optical fibre or radio transmission
media.
ADS compatibility testing will take place in a dedicated test facility. A limited number of “early
warning” tests have been performed using test equipment to simulate certain aspects of 21CN.
Following laboratory testing, where appropriate, opportunities will be sought to observe the
performance of ADS as part of the Voice Trials.
ADS types found to be incompatible with 21CN will be removed from the network in line with the
National Migration schedule and ahead of Transfer Engineering.
3.2.3 Transfer Engineering & Migrations Testing
Due to the complexity of migrating both technology and customer significant testing activity are
required to validate the transfer engineering processes and technology.
Transfer Engineering Testing will be performed in a suitable test environment that includes both
Network Infrastructure and Operational Support Systems to enable Customer Migrations from

BT’s Legacy Networks to 21CN. The testing will include both service migrations and physical
cutover of BT’s PSTN Voice including ISDN2, ISDN30 and Broadband services.
3.3 CPE Compatibility Testing
BT has already conducted a series of ‘early warning’ tests on a limited set of CPE using simulated
21CN test environments. As part of its plan to minimise negative impacts on End Customers, BT
proposes to carry out additional testing on a substantial and representative sample of CPE using
the relevant service capability on the actual 21CN test environment. BT has identified a
substantial number of CPE items for test including phones, faxes, modems, PBXs, and other
items, and these are detailed in Annex B. BT proposes to carry out CPE testing against the
following services:

The testing of CPE compatibility against the services above are subject to availability of
equipment.
All discussions on CPE specific tests and the sharing of these test results will be discussed at the
Conformance Testing Working Group (CTWG). The Implementation and Migrations Working
Group (IMWG) will be used to discuss all CPE compatibility problems related to migrations and
Transfer Engineering.
BT recognises that it is appropriate to discuss CPE testing with the CPE community and BT is
currently building a plan to manage these communications
3.4 Inter-operability Testing
Interoperability testing ensures that the old and the new networks inter-work and interconnect.
This includes interoperability on a network, service and end to end level.
BT’s current approach to Inter-operability Testing is to ensure that all Communication Provider’s
existing networks and services, which currently interconnect with BT’s network, will work with the
21CN network. As an industry, BT, together with Communication Providers must develop a
proposal on how inter-operability testing can proceed. BT will facilitate a series of workshops
during the consultation phase to develop and agree an inter-operability testing plan between all
Communication Providers including BT, incorporating any feedback received during this preconsultation phase.

3.5 Voice Trials
BT is undertaking a number of voice trials prior to the launch of the 21CN network which will
provide the opportunity for Communication Providers to participate in and prove inter-operability of
selected services prior to the FOA1 and FOA2 activities. (First Office Application)
The voice trial environment will use the latest drops of technology, systems and processes once
suitably tested. The trial will enable a limited number of end customers to be provided with
selected services.
BT intends to share with Communication Providers details on the location of the trial sites and
other Voice trial related information through the release of a Voice Trials Proposal during the
consultation phase (see section 2.2.2.3). The Voice Trials will be testing BT’s existing obligatory
products.
3.6 BT’s Test Life Cycle
BT’s testing life cycle is summarised in the table below. It is important to note that the Test
Purposes will be applicable to some / all of the stages of the BT test life cycle, depending on the
product and specific Test Purpose in question. This relationship is shown in the table in section
3.7. Each stage of the BT test life cycle will be testing an increased or incremental step change in
a Test Purpose.

BT will publish a high level definition of the tests executed in the format below and will execute the
tests during the BT test life cycle. FOA1 is seen as a good opportunity for BT to execute some of

3.8 Proposed Communication Provider Test Access
BT will run the existing obligatory product core tests on behalf of Communication Providers and
share the results via the Conformance Testing Working group.
Should it b required, individual Communication Provider testing will take place via an Interface to
a BT supported Live Reference Capability. Configurations on this test capability will be updated
regularly based on the NIT and end to end test results from the development model on which BT
will be performing their internal testing. This will provide a stable test environment with known
available functionality.
A proportion of this testing should be performed by Communication Providers with remote access
to the interface. BT will arrange for secure access to the test facilities.
Should Communication Providers require physical access then a Customer Experience
Development Centre (CEDC) will be available.
Time slots for both physical and remote access will be made available via a booking process. BT
will only take time slot requests once the consultation phase on the existing obligatory products is
complete. Post consultation, BT will be releasing further information on the Communication
Provider Booking Process i.e. how Communication Providers will be able to raise booking
requests.
3.9 Retest and Regression
Within any test cycle tests usually have to be repeated as configurations and builds are enhanced
based on test results. This means that BT may present a set of results against the Obligatory
Product Sets on multiple occasions up until the final period of stable testing.
Where Communication Providers perform testing against agreed interfaces then BT will advise of
an appropriate date for an initial test run and then provide regular updates on configuration
changes. This will allow Communication Providers to book appropriate regression/re-test slots via
the BT Wholesale Front Door.
4 UK Standards and NICC
BT is committed to open standards and will continue to support and promote
the interconnect standards for the UK produced under the auspices of the Network Interoperability
Consultative Committee (NICC)
The NICC produces technical standards and specifications and resolves technical inter-operability
issues. This includes interface standards for access, core network, interconnect and CPE for the
UK Telecoms technical community
