Job Description
Position:
Director of Program Services
Job Summary:
The Director of Program Services (DPS) is responsible for the general oversight and supervision for all
clinical programs operated by Zumbro House, Inc. The DPS will work in concert with the President to
ensure compliance with internal policies and external regulations.
Reporting Relationship:
The DPS reports to the company President.
The DPS will comply with all policies and procedures of Zumbro House, Inc. and will perform the
following essential duties and responsibilities:
Staff Supervision:
a. Insure appropriate staffing coverage at all assigned programs
b. Interview and provide recommendations regarding hiring of new employees
c. Insure that all staff comply with internal policies, and external licensing requirements.
Provide for additional training as necessary. Work closely with Human Resources to
maintain a pool of the highest quality staff, who actively support the mission of Zumbro
House, Inc. Work closely with Human Resources to purge employees who, despite best
efforts, disregard coaching and opportunities to improve their performance.
d. Provide Human Resources with employee performance concerns and termination
recommendations. Insure all required documentation has been completed, as it relates to
employee performance and employee termination.
e. Insure that Program Coordinators and all levels of program management, provide a high
level of employee oversight and accountability, via spot checking, video camera review, and
other means of oversight, designed to ensure staff accountability and provision of the
highest quality of client care.
f. Issue Employee Warning Notices (verbal and written) to subordinate staff, as necessary.
g. Continually monitor employee morale and provide means and mechanisms to improve
employee morale and a satisfied work force, including incentive and recognition programs
h. Recommend training opportunities for staff, and ensure that staff are fully prepared to
complete their job requirements effectively and efficiently.
i. Work closely with Human Resources to continually improve training and development of all
program staff, to help insure that all staff are best prepared to meet the supervision, care,
safety, living skills, and security needs of our clients.
j. Provide orientation and ongoing training and support to Program Coordinators.
k. Attend staff meetings at individual program sites, as necessary.
l. Develop and facilitate a regularly scheduled management meeting, consisting of Program
Coordinators and other appropriate upper level program management staff, designed to
ensure consistency of programming, and to continually improve the quality of program
services. Schedule other meetings (as needed, and regularly scheduled) with subordinates
as necessary to ensure the highest quality of services.
m. Insure the consistent and accurate completion of RC checklists, overnight checklists, Lead
Counselor checklists, and PC checklists.
n. Mediate intra-staff conflicts
o. Work closely with Human Resources, to ensure appropriate handling of any employee
claims of company wrong doing. Immediately inform company President of any and all
potential employee related liabilities or risks.
p. Work closely with Human Resources and workers compensation insurer, to mitigate workers
compensation claims.
q. Participate, as necessary, in all employee court proceedings, including unemployment
hearings and employee suits against the company.
r. Insure that all employee interactions are appropriate, which includes not stating anything
that could be perceived as discriminatory or harassing. All employee interactions (written or
verbal) will be within the framework of the law and the policies and procedures of Zumbro
House, Inc. Ensure that all levels of program management are aware of these requirements
and receive training on how to interact with employees appropriately.
s. The DPS is a representative of Zumbro House, Inc. and will positively present and portray
the company in all instances and situations. The DPS will present positively to all internal
employees and external organizations and agencies, and will present as fully and
enthusiastically supportive of the policies of the company and decisions of the company
President. Any disagreements with the company President, or the policies of Zumbro
House, Inc., will be addressed in private with the company President. The DPS will not
inform or discuss with any individuals within or outside of the company, that dissention or
disagreement exists within the management of the company.
Health and Safety:
a. Ensure that all fire drills and weather are completed according to internal standards.
b. Ensure that Safety Checklists are completed monthly and that they are being spot checked
for accuracy. Correct deficits as needed.
c. Ensure that client hygiene is attended to, and that all clients are looking their very best, not
only at IDT meetings, but also day to day.
d. Insure that necessary medical, psychiatric, psychological and dental appointments are
scheduled and attended, as needed.
Customer Service and Clinical:
a. Respond to client behavior, legal, or medical crisis and insure that the correct and
appropriate response has been initiated. Inform company President of any significant client
related crisis, including but not limited to: police/legal involvement, hospitalizations, serious
medical issue, case manager, guardian or other IDT member complaint.
b. Be available to staff for telephone consultation.
c. Ensure that the program activity schedule, including all appointments and activities, are
being completed consistently and accurately.
d. Provide consultation to program staff regarding client issues and recommend clinical
interventions.
e. Review and edit all incident reports and EUCP reports, and disseminate to IDTs, as
necessary. Will ensure that any document that goes to IDTs is grammatically correct and
professionally written IRs, EUCPs, outcome reporting, RMPs, etc.) Examine and evaluate all
incident reports to determine how to minimize incident recurrence, and then take action on
implementing those recommendations. This may include providing individualized training
to staff on how to better avoid a behavioral incident, providing a group training to staff if
changing or reinforcing a client intervention, issuing a staff performance warning, following
up with IDT members, to help mitigate a client crisis, call an IDT meeting, if necessary, etc.
f. Make every effort to ensure that every interaction with our customers and stakeholders
(case managers, guardians, probation officers, clients, other providers, etc.) results in
positive feelings about the company. The DPS should present confidently and cordially in
every interaction, and should go to great lengths to ensure that the good reputation of the
company is upheld and that customers and stakeholders feel good about their experience
with Zumbro House, Inc.
g. Interface with other disciplines, with the goal of coordinating the best care plan for the
client.
h. Vigilantly uphold and enforce the supervision and security policies of the company, and
recommend revisions to the policy in accordance with maintaining client and community
safety.
i. Review client Risk Management Plans, in order to ensure licensing compliance and to
minimize company liability.
j. Will dress professionally for meetings and for other contact with customers and
stakeholders, and will assure that management staff do the same.
k. Will quickly and assertively respond to customer and stakeholder concerns, and will
decisively correct problems, as needed. Ensure that the customer feels good about how
their concerns have been handled. Alert the company President of any and all customer and
stakeholder complaints/concerns. Ensure that all subordinates, from entry level to upper
management, adhere to these same tenets.
l. Will oversee and ensure licensing compliance, at all times. Will also correct any licensing
citations quickly.
m. Will diligently mitigate risk to the company, and will take immediate measures to minimize
those identified risks.
n. Will ensure that the physical plant at each program is kept in good repair and that each
home is kept clean and that the grounds are maintained at or above neighborhood
standards. Oversee spot checks of sites and grounds, and correct issues, as needed. Hold
staff accountable through verbal and written warnings.
o. Make recommendations to the company President on how to improve client services and
employee management.
Other Job Related Requirements:
a. Must operate under the prescribed budgetary restrictions.
b. Must be willing to flex work schedule to accommodate the needs of the company. Must be
willing to submit to a DHS background stdy. Background study results may disqualify an
employee from having contact with people receiving services from Zumbro House, Inc. If a
background study disqualifies the employee from having contact with people receiving
services, then employment will be terminated immediately.
c. As indicated during the interview process, you indicated that you have not been convinced
of a felony. Should misrepresentation of this information be discovered, then employment
would automatically be terminated as of the date of that discovery.
d. Receive the Hep. B vaccination series or sign declination within 30 days.
e. Maintain a valid driver’s license and good driving record.
f. Complete all required or requested training.
