New Concrete Manager Requirement – NYC Department of Buildings. Beginning January 1, 2009, a concrete safety manager (CSM) must be designated on all major buildings during the concrete portion of the project. Here is what you need to know for January 1, 2009: • CSMs must have 5 years of experience in concrete operations. • Once designated, the CSM must be present to oversee all concrete operations for the duration of the project. • The CSM must coordinate directly with the Site Safety Manager on record for that project. • A CSM can only be responsible for one site at a time. CSMs will need to be fully registered with the Department by July 1, 2009. Here is what you need to know: • Registration with the Licensing Unit will begin in March 2009. • CSMs must have 5 years of experience in concrete operations and be able to document this experience with notarized letters from past and current employers. Specific details will be available online in 2009. • CSMs must have completed a 30-hour concrete safety manager course approved by the Buildings Department within the 5 years before registration (list of schools to be available shortly). • As of July 1, 2009, no person shall perform the duties of a concrete safety manager without being registered. • Specific registration details will be available in early 2009.
