Public and Surface Transportation Stakeholders,
In an effort to modernize information dissemination, the ST and PT ISACs, in collaboration with
American Public Transportation Association (APTA), and the Association of American Railroads
(AAR), and the Transportation Security Administration (TSA) have developed the Transit and Rail
Intelligence Awareness Daily (TRIAD) Report and associated Transportation Information Library.
Both the TRIAD and Transpiration Information Library are the results of collaborative efforts between
Transportation Sector stakeholders participating in the Transportation Information Sharing Working
Group sponsored by APTA, AAR, and TSA. The Group consisted of senior security and law
enforcement officials from several Transit agencies, Amtrak, the aforementioned transportation sector
stakeholders, TSA, FTA, DHS, and the ST and PT ISACs. The Group focused on designing a daily
report that provides Transportation Senior Leadership and Security Management with a consolidated
review and analysis of the most important intelligence and security information products currently
available to the industry while maintaining the ST and PT ISAC's core mission to provide 24/7 incident
reporting and threat warning to the transportation industry.
The overall intent of this initiative is to streamline the analysis, sharing, and exchange of intelligence
and security information that is currently being disseminated by many well-intentioned sources, too
often without context for transit and rail security. In the collaborative effort with industry, this objective
will be achieved through the following means:
 daily publication and distribution of TRIAD to ensure consistent situational awareness and enable
more detailed reading and research through direct links to the supporting reports;
 use of a concise alert message to provide immediate awareness of a developing threat or
incident; and
 cataloguing of supporting reports and related documents, organized by subject matter, in a
broader website archive maintained by the ST/PT-ISAC
The TRIAD is developed from the numerous sources of intelligence available to the Transportation
community today, focusing on counter-terrorism, suspicious activity reports, and general security
awareness. The Surface Transportation Security Information Library, available to those vetted to
receive the TRIAD, acts as an information repository housing all sources of information provided in
the TRIAD as well as other security products, information reviews, and intelligence not provided in the
TRIAD. The information will remain available to users as a means for accessing the entirety of
intelligence reviewed in the TRIAD and other relevant information, serving as a resource for future
research into threats or mitigation techniques.
Both the TRIAD and the Information Library will be available to users beginning 1 February 2011.
User names and accounts will be provided directly to users from the ST and PT ISACs prior to the 1
February launch date, along with user instructions and contact information. At that time the TRIAD
Report will replace the ST and PT ISAC Daily Report currently distributed to the industry. The ST and
PT ISACs will continue to produce and disseminate the Daily Cyber Report to those members that
currently receive the product.
In striving for continuous improvement, we welcome your comments and suggestions to develop a

HSIN-PT
Additionally, the Public Transit sector will utilize the redesigned HSIN-PT portal on HSIN-Critical
Sectors (HSIN-CS). This website will serve as a static reference source that will house cross-sector
best practices, additional intelligence, threat information as well as Transit Security Standards and All
Hazards information. With access to HSIN-PT, the transportation community will also have access to
cross-sector and national critical infrastructure information released from DHS via HSIN-CS. Users
will be provided login account access prior to 1 February 2011. If you require assistance with your
