Dear Secretary Kathleen Sebelius
This letter is in reference to the lack of funding HIV prevention services and
capacity building assistance target for the Latinos most at risk for HIV. Over the
course of the past 5 to 7 years, the HIV/AIDS cases have increased from 17% to
20% among Latinos according avert.org and CDC 2008 reports. When combined
with Latinas (n=7,864), 78% of all Latino/a adults and adolescents with AIDS are
Latino men who have sex with men.
In the last round of funding directly to agencies in 2009 and 2010 for a total amount
of 253 million dollars for a five-year period, CDC neglected to follow through on its
priorities and plan to fund programs in the Latino community.
For capacity building assistance, CDC funded only one Latino agency out of 14 to
provide capacity building assistance to Latinos for the entire nation. For HIV
prevention services CDC funded 133 agencies. Of them 7 are Latino. Only one of
the Latino agencies funded is west of the Mississippi where over 65% of the Latinos
reside, the remaining six reside east of the Mississippi. Since CDC also funds local
efforts channeled through the state, we can only expect the same problem since they
will mirror what CDC has done. We cannot allow CDC to abdicate its
responsibilities to Latino Americans to other entities.
By 2014 and 2015 when RFPs open up again by CDC direct funding, we can expect
Latino MSM to represent 25% or more of the AIDS cases in the U.S. and to
represent at least 25% of the new HIV infection rates.
I am requesting that your office immediately call for rectifying this injustice to
Latino Americans. I am also requesting that the Comptroller General of the United
States be order to conduct a complete audit of CDC in regard to funding HIV
services targeted to Latinos.
This lack of funding is uncalled for and unethical. The policy and priorities are in
place, the funding was available but the staff of CDC decided to neglect and deny
funding to the Latino Community, which is their top priority for HIV funding as
stated in the request for proposals.
We cannot wait and allow more Latinos to get infected and die of AIDS only
because the CDC administration neglected its duty and acted unethically. I urge
you to act quickly and decisively to immediately correct this lack of funding and
injustice to Latino Americans.
