NCAA Hazing Prevention Summit registration is now open!

This ground-breaking event is set for Thursday, January 10th from 2-6 p.m. in Nashville, TN in conjunction with the 2008

NCAA Convention. The event will feature the foremost national hazing experts including Dr. Norman Pollard, Alfred

University Dean of Students; Hank Nuwer, Franklin College Journalism Professor and Hazing Historian; Dr. Elizabeth

Allan, University of Maine Orno; Dr. Timothy Marchell, Cornell University; Don McPherson, Adelphi University Sports

Leadership Institute Executive Director; Janet Judge, attorney and published author; Colleen McGlone., professor of sports management at Coastal Carolina, and Betsi Burns, director of student-development at Northwestern. The event will also feature the perspective and voices of student-athletes and coaches and a review of hazing policies and programming that have been effective. It is a great opportunity to share ideas and raise the level of awareness about athletic hazing and how best to prevent it. The Hazing Summit Planning Committee is encouraging participation from various members within athletics, not just those who typically attend the convention. We also hope for VicePresident’s, Dean’s, Chancellor’s,

President’s and other leaders across campus will attend the event. We feel an array of perspectives will help make this unique program all the more beneficial. If you feel that hazing is not a problem on your campus – don’t wait for it to become one! Be proactive, attend the Summit and make positive team building experiences your athletics tradition!

2008 Second Publication of Proposed Legislation (SPOPL).

Legislative Timeline.

The legislative timeline for the remainder of the 2007-08 legislative cycle is summarized here for convenience of reference.

Date Second Publication of Proposed Legislation is Posted through November 1: Amendment-to-amendment period. The Presidents Council as well as the membership (see Constitution 5.3.5.3) may submit amendments to the proposals in the Second Publication of Proposed Legislation. These amendments-to-amendments may not increase the modification of the provisions to be amended; they must fall between the provisions of the circularized amendment and the current provisions.

November 1: Deadline for all amendments-to-amendments to be received in the national office. No amendments-to-amendments sponsored by the membership may be submitted after this date. The Councils are authorized to submit further amendments-to-amendments at the Convention if they deem such action necessary.

November 15: Mailing of the Official Notice of the Convention. This publication includes all Division III proposed legislation and the properly submitted amendments-to-amendments and resolutions.

January 11-14, 2008: NCAA Convention. All delegates receive the 2008 Convention program when they register at the Convention. The Convention Program contains the most up-to-date meeting schedule and other helpful

Convention information.

Recently Released Official Interpretation.

The NCAA Division III Interpretations and Legislation Committee has recently released the following interpretation:

Accounting for a Week Off When Computing Playing Seasons. (III)

In any sport in which the period of time between the first permissible practice date and the last contest exceeds the maximum permissible number of weeks in a playing season by one week, an institution shall account for this excess period by either starting its season at a later point than the first permissible practice date or by not scheduling practice or competition for a full week (seven-consecutive days) during the season. This may be accomplished by taking a full week off during a vacation, final examination or holiday period.

When accounting for the extra one-week time period during the playing season, if an institution chooses not to schedule practice or competition for seven-consecutive days during a holiday, vacation or exam period, those days shall coincide with the institution’s designated week for the playing segment. Because practice during any part of a week shall be counted as a full week, it is not sufficient to take any seven-consecutive days off if those days do not coincide with the institution’s designated week. For practical purposes, an institution typically designates its week for the season as the seven-consecutive days starting with the first practice. Once established, the institution may not change the designated week for the remainder of the segment.

As an example, if the first practice for an institution is on a Monday, the institution’s designated week would be Monday through Sunday. As a result, the seven days without practice or competition during a holiday, vacation or exam period shall be a Monday through Sunday. The institution may choose not to schedule practice or competition for a period of time in excess of the seven days; however, only the seven days that coincide with the designated week will not be counted as part of the playing season.

While this requirement is applicable to all sports, basketball is the sport with immediate application for the 2007-08 playing season. For most conferences there are 20 weeks between the first permissible practice date for basketball (Monday,

October 15, 2007) and the completion of the conference tournaments in 2008. If an institution chooses to start basketball practice Monday, October 15, 2007, and there are twenty weeks until the last contest, the institution would need to take seven-consecutive days off during the holiday, vacation or exam period starting with a Monday and ending on the following Sunday, in order to properly apply the 19-week season limitation.
