Civil Service is an employment system that is based on hiring, retaining and promoting employees on their qualifications

Department of State’s Bureau of Consular Affairs, the Passport Services Directorate serves U.S. citizens intending
international travel through passport issuance and protects the integrity of the U.S. passport as proof of U.S. citizenship at
home and around the world. Approximately 1,800 people work in the Passport office. Passport employees process
applications, adjudicate citizenship claims and create actual passports. There are 21 passport agencies located in large
metropolitan areas across the country. These agencies oversee the issuance of passports for their specific regions. Many
agencies have counters to serve citizens who have urgent travel needs. Passport Services also supports the issuance of
passports through embassies and consulates abroad. In fiscal year 2005, PPT processed 10.1 million passports for U.S.
citizens. In fiscal year 2006, we issued approximately 12.1 million passports. In 2007, we issued over 18.3 million passports.
As more and more citizens travel abroad, Passport Services expects the number of passports issued per year to continue to
