Management of Health Information Systems

Course Description:
This course covers information systems support in health, to managers and clinicians for communication
and decision making. Evaluate technology trends and contemporary management strategies for
information system departments and personnel.
Course objectives:
Upon completion of this course the student will be able to:

Discuss the role of data/information in delivery of care and health care management.
Describe the use of data in decision support by care providers and health administrators. Follow
discussions about the data standards and performance measures as used by clinicians and
administrators. Be able to discuss the Healthcare Information standards with an understanding the
constraints.
Evaluate the state of current information technologies. Study the design issues in order to analyze
various types of information system applications common in health care organizations and
integrated health systems.
Determine potential of emerging technology for applications in healthcare information systems.
Such as in design of applications like electronic prescribing, personal health records, telemedicine
and regional integration to reduce costs and improve quality of care.
Analyze reports of health information systems and electronic health records in health care
delivery and management. Students should be able to develop a strategic plan, write a request for
proposals, and evaluate proposals to select vendor. Manage the challenge of implementation and
support to systems after ‘go-live’
Analyze the legal and ethical issues related to use of health information technology in healthcare
management and clinical practice. Distinguish between privacy, confidentiality, and security
with reference to PHI (Personal Health Identifiers). Define the challenges in managing security
of PHI in health information systems.
Define the team required to support n information systems in a health organization. Be able to
analyze and discuss the challenges in design, selection, and implementation of applications to
optimize clinical and organizational performance and adoption.
Pre-requisites:
- Knowledge of the American health care system, basic policy mechanisms and organization of health
care entities

Short paper on EHR adoption
The student can choose any topic relevant to EHR adoption. This is expected to be a research paper, not
advocacy piece, which means it is supposed to present arguments on both sides of an issue and fully cite
any outside opinions. Since to complete this paper additional research will be needed (outside of class
readings) please familiarize yourself with GMU library holdings and resources. No support will be
offered on searching library databases or the Internet for resources since this is part of the assignment.
The paper should be between 5 and 10 pages, double-spaced, Times New Roman 12; any major citation
style is accepted.
Midterm and Final Exams
Exams will include short questions and multiple choice questions based on class readings and
presentations. The midterm will cover the material in the first half of the course, while the final will have
content from the entire course.
Return on Investment Project

You will receive a scenario and expected to make (basic) calculations and assess the ROI of EHR
implementation in a mid-size hospital. The result will be presented as a narrated PowerPoint presentation
from the analyst (student) to the hospital CEO (instructor). Please make sure you have access to
PowerPoint and know how to use it before the assignment since no software support will be provided as
part of the course.
Class Participation
Students are expected to attend class and participate in class discussion either in class or electronically on
Blackboard. Only meaningful questions and discussions that refer to course content are considered class
participation (i.e., questions about when an assignment is due do not count as class participation). Feel
free to post interesting questions and topics on the Blackboard discussion board; direct any questions
related to the course logistics directly to me.
