TERMS AND CONDITIONS
1. Term: The price quoted will prevail for one year from the date of the award, with an option to
extend for two additional years if mutually agreed.
2. Insurance Requirement: Selected Vendor must carry General Liability Insurance with
combined limits of $1,000,000, must agree to indemnify the YWCA and must supply proof of
Worker’s Compensation Insurance as applicable.
3. Addition and deletion of sites: Selected Vendor must agree to remove charges for individual
sites when service is no longer required and to add service for new sites at a charge
commensurate with price bid for similar YWCA sites.
4. Tax Exemption: The YWCA is exempt from local, state and federal taxes. Tax exemption
certificate will be provided upon request.
The YWCA reserves the right to accept or reject any and all bids, to waive technicalities, to amend the
invitation to bid as needed prior to the proposal due date and to contract with one or more

responsive bidders. YWCA employees, Officers and agents are not allowed to accept gratuities from
prospective or current vendors.

NOTES REGARDING THE TIME LINE ABOVE:
 Prospective Vendors who notify the YWCA (b.alspaugh@ywcaelpaso.org) that they may submit a
bid will be notified of amendment to the packet, answers to questions submitted or any other
applicable clarification.

Prospective bidders who would like to personally visit a location should contact Eddie Munoz,
e.munoz@ywcaelpaso.org by March 11, 2015 to make arrangements.

Questions or requests for clarification may be submitted to Barbara Alspaugh at
b.alspaugh@ywcaelpaso.org, by March 13, 2015, and the response will be posted at
www.ywcaelpaso.org by March 16, 2015 or earlier when possible. Vendors are not allowed to
discuss matters related to this request for proposal with any other staff member or YWCA
volunteer and risk disqualification if they attempt to do so.

Proposals will be accepted at 201 E. Main Suite 400, reception desk until 5 PM MST on March
20, 2015 by mail or hand-delivery or by email to b.alspaugh@ywcaelpaso.org. Receipts will be
available when hand delivering. Packets cannot be accepted by fax. Proposals delivered
should be sealed, labeled with proposal name and show the company name in the return
address.
CONTENTS OF SUBMISSION:

3. Acknowledgement Form including original (manual) signature of authorized representative.
(Original signature may be scanned if submitting via email.)
4. Affirmative Action Letter signed by representative of company.
5. References: Contact information, including telephone and email for up to three references;
6. HUB Certification or proof of ownership by woman, only if applicable.

EVALUATION CRITERIA: Bids will be evaluated based on anticipated cost to the YWCA. In the case of
bids representing equal value to the YWCA, a vendor who has submitted documentation showing
that they are a registered HUB or woman-owned business will be given priority. Vendor references
and past experience as a YWCA vendor must be satisfactory for a contract to be initiated.
