Services. Amarillo College, Amarillo, Texas. Responsible for providing a visionary, service-oriented, and contemporary technology program for a public community college that is dedicated to providing educational, cultural, and community services and resources that enhance the quality of life for a diverse population. Responsible for all aspects of the college’s computing and for technical aspects of telecommunications, technology budget guidance and management, resource generation, and strategic planning for information services. Directly supervises a dedicated staff that provides extensive technology leadership, IP network management, the operation of several hundred computing environments, several computer facilities, technology aspects of academic and clinical classrooms, and the Datatel enterprise administrative system across seven campuses in three cities.

Information Services. Pacific University, Forest Grove, Oregon.

Responsible for providing a service-oriented, and contemporary technology program for a private comprehensive University comprised of strong liberal arts, health professions and graduate programs. Director, Computer Systems Division. United States Military

Academy, West Point, New York. Provided leadership and management of a large automation facility providing data automation, information management and communications support to the students, faculty, and staff at the United States Military Academy, and tenant activities located at West Point, New York. Responsible for planning and programming resources (financial, manpower, equipment, etc.) for supporting the data automation requirements of the Academy. Executive agent for a $30 million automation and communication facility with a $1 million dollar annual operating budget. Responsible for a sophisticated end-user computing environment, consisting of over 8,800 personal computers and terminals. Supervise an organization of over 90 ADP professionals. Implement ADP policies and procedures, and perform automation project management initiatives at the Academy.

Chief, Facility Operations. Allied Command Europe Integrated

Systems Support Center, SHAPE, Belgium. Supervised a multinational communications support branch managing the Supreme Allied

Commander Europe’s Centralized Engineering Facility for maintenance of communication software systems. Systems engineer for the planning, programming, operation and maintenance of five mainframe

UNISYS/Burroughs systems (i.e. A12-211, B6925, B874(x3)), three minicomputer engineering environments (i.e. HP 9000/374, SUN 4/90, DEC

PDP 11/84-24) and numerous standalone UNIX and DOS platforms with associated cryptographic and communication circuits in excess of $30 million. Performed project management of all new automation systems in the facility. Supervised an operational budget in excess of 15 million

NATO Communications Systems Analyst. Allied Command

Europe Integrated Systems Support Center, SHAPE, Belgium.

Project leader of a multi-national team managing Allied Command

Europe’s software systems in 13 NATO nations. Responsible for intelligence message handling processing and operational life-cycle management in support of European and North Africa requirements.

Performed requirements analysis for communication software and translated into program specifications for automated communication systems valued in excess of $20 million. Performed technical system analysis and program development of message handling software.

Designed and tested system logic, performed benchmark test operations

Responsible for the planning, acquisition, installation and operation of software development communications systems in the software maintenance facility. Systems utilized were various classified processors, a DEC PDP 11/84-24, a specialized Optical Character Reader

Europe’s short, mid and long-range plans and projects in support of Joint

Chiefs of Staff, Department of the Army and NATO requirements.

Planned, developed, coordinated and managed the implementation of

Department of Defense programs for the modernization of the Worldwide

Military Command and Control Automated Data Processing Systems.

Planned, developed and technically advised the construction of two transportable computer systems and a semi-hardened automation facility.

School Program. While in attendance, established the first Ada

Managed property assets exceeding $8 million, with an annual operating budget in excess of $500,000. Supervised over 100 personnel, provided supervisory and technical automation training, and managed a computer repair parts inventory for the US Army Europe in excess of $100,000.

Senior Computer Systems Analyst. 3d Support Command,

Frankfurt, Germany. Performed budgeting, contracting and maintenance activities in Northern Europe for the US Army’s Honeywell
